On March 24, a workshop on models, mechanisms and policies to promote the development of Vietnam's hi-tech zones took place in Ho Chi Minh City. The Minister of Science and Technology Huynh Thanh Dat, leaders of ministries, sectors and provinces across the country were attending the meeting, towards Dong Nai Province, there was Vice Chairman of the Provincial People's Committee Nguyen Thi Hoang. The conference was held in order to listen to the opinions of ministries, sectors, localities and experts on the development of high-tech zones, thereby aiming to modify and supplement regulations to suit the real situation. Up to now, Vietnam has 4 High-tech Parks approved by the Government in Ho Chi Minh City, Da Nang, Hanoi and Dong Nai. In addition, a number of provinces and cities are proposing the Government to establish hi-tech zones, such as Thua Thien Hue, Ha Nam, Can Tho, An Giang, etc.

 However, High-tech Parks that are operating or are in the process of developing projects face many difficulties in terms of structures and policies, such as not having access to enjoy preferential treatment in state policies, lack of mechanisms to invite private enterprises to invest in technical infrastructure, a one-stop-shop structure has not been established to save travel time for businesses, etc.

Having participated in the meeting, Mrs. Nguyen Thi Hoang, Vice Chairman of the Provincial People's Committee proposed that the Ministry of Science and Technology support the province on procedures to submit to the Government for approval to convert the Hi-tech Biotech Zone in Cam My to multi-industry to meet the needs of local and regional. At the same time, expanding the High-tech Park from more than 200 hectares to 500 hectares to serve the development of Long Thanh International Airport. There are two problems in Dong Nai which has encountered in the development of high-tech zones fall into the lack of policies and regulations that need to be supplemented soon.

At the conference, Mr. Huynh Thanh Dat, Minister of Science and Technology emphasized that the Hi-tech Law, promulgated in 2008, is no longer suitable for the development situation, resulting in many inadequacies in operating of the high-tech zone. The Ministry of Planning and Investment will summarize difficulties and submit them to the Government for promulgation of temporary removal regulations while waiting for the Law to be revised. At the same time, it is proposed that the Government devolve and decentralize to provinces and cities and the Management Board of the Hi-Tech Zone.
