Preparing to issue a Vaccine Passport

The Ministry of Health has just held an online conference to guide the issuance of vaccine passports and grasp the supplement thoroughly and authentication of Covid-19 vaccination information.

The whole country has injected more than 206 million doses of vaccine

Mr. Tran Van Thuan, Deputy Minister of Department of Health said that Vietnam is currently one of the six countries with the highest coverage rate of Covid-19 vaccination in the world. By April 1, 2022, the whole country had injected more than 206 million doses of Covid-19 vaccine. The vaccine coverage rate for people at the age of 18 and older is nearly 100%, dose 2 is 99%, and dose 3 is about 50%. For people at the age from 12 to 17, the rate of the first dose is 99%, second dose is 94%. The Ministry of Health and provincial authorities are also preparing to vaccinate against Covid-19 for children aged 5 - under 12 years old.

The Ministry of Health has issued Decision No. 5772/QD-BYT on the form and process for issuance of vaccine passports. At the same time, coordinating with the Ministry of Information and Communications and related units to build functions on the Covid-19 Immunization Management Platform and related systems for digital signing and issuance of vaccine passports. Up to now, the systems are ready for the issuance of vaccine passports to people.

Colonel Phung Duc Thang, Deputy Director of the Police Department for Administrative Management of Social Order, Ministry of Public Security (C06), said that calculating on March 30, 2022, the Covid-19 vaccination management platform had sent information about 154 million injections, about 41 million injections have not been sent. Out of the 154 million injections sent to the Ministry of Public Security, 112,569,288 injections were correctly authenticated, while the remaining 41,431,113 injections had incorrect information. Therefore, vaccination facilities are responsible for reviewing and coordinating with local police in supplementing, verifying and validating information and entering data into the system.

And Mr. Do Truong Duy, Director of the Information Technology Department, said that up to now, the preparation for the issuance of vaccine passport has been basically completed. People who have been vaccinated, declared information correctly and have been entered by vaccination facilities into the vaccination system, verified information accurately with the National Database of Population will be issued with a Vaccine Passport without having to perform any further procedures. Vaccine passports will be displayed on the Electronic Health Record application, PC-Covid or looked up on the Information Portal of the Ministry of Health. For people who have not been issued a vaccine passport due to missing or giving wrong information, they need to contact the vaccination facility to be supplemented and updated.

The authorities of the People's Committees are requested to strengthen the direction of propaganda so that people can check and reflect accurate information about Covid-19 vaccination. It is direct the inspection and urge the vaccination establishments that handling complaints from the people.

In addition, directing the Department of Health to coordinate with the Provincial Police to review, supplement and authenticate missing or erroneous information to prepare for the issuance of vaccine passports to the people as well as to connect and share with the national population database.

Deploying starts from April 15
Mr. Tran Van Thuan, Deputy Minister of Health, assigned the Information Technology Department (Ministry of Health) to absorb the comments of localities and units, promptly improve and submit to the Ministry's leadership to issue a guide to giving vaccine passports. Having kept on coordinating with specialized units of the Ministry of Information and Communications and related units to ensure the implementation of vaccine passport issuance.

Immunization facilities across the country seriously review, supplement and authenticate Covid-19 vaccination information, enter complete and accurate Covid-19 vaccination data into the service system to connect and share data of vaccine passports for people with the National Database on Population.

Agencies and units strengthen communication work to guide people to check and review Covid-19 vaccination information, in case of errors, there is no data on the system that needs to be reflected on the Information Portal of Covid-19 vaccination (at https://tiemchungcovid19.gov.vn) or directly contact the vaccination facility for additions and corrections. At the same time, regularly supervise and inspect the handling of people's complaints according to the instructions in the Ministry of Health’s official document No. 9458/BYT-CNTT dated November 8, 2021.
Immunization facilities across the country have prepared the vital conditions, digital signed the certificate of Covid-19 vaccination from April 8, 2022 for the Ministry of Health to issue vaccine passports with the expectation of beginning on April 15, 2022.
