Continue to Intensify the Implementation and Disbursement of Public Investment Funds

(News Portal – Dong Nai) - The low disbursement rate of public investment is one of the issues many delegates raised at the 18th Session of the 10th Provincial People's Council. This topic was also clarified by Acting Chairman of the Provincial People's Committee Vo Tan Duc during the session.

The disbursement progress on many projects is still slow

Acting Chairman of the Provincial People's Committee Vo Tan Duc indicated that from the beginning of the year, the Provincial People's Committee issued Directive No. 16/CT-UBND on solutions to accelerate the disbursement of public investment in 2024. The Provincial People's Committee organized a conference to sign emulation agreements on budget revenue and public investment disbursement among 11 districts/cities and investors with allocated capital plans for 2024. Monthly, the Provincial People's Committee holds meetings to direct and urge progress. However, the public investment disbursement rate remains low. The Acting Chairman analyzed and clarified several reasons for this.

He also noted that the project for land acquisition, compensation, support, and resettlement of Long Thanh International Airport was allocated VND 2,510 billion for 2024. Until May 10, 2024, the Prime Minister issued Decision No. 401/QĐ-TTg to approve the adjustment of the project's implementation timeline until the end of 2024. Consequently, the project's disbursement progress has been slow.

In addition, some new capital allocation projects are currently in the design and cost estimation phases, so the consultancy costs' payment volume is not significant. These projects are scheduled to select construction contractors and disburse construction volumes by the third quarter. Projects allocated funds for compensation and site clearance (about 40% of the 2024 plan) are undergoing procedures for land measurement and source identification and are expected to approve compensation plans and disburse funds by the third quarter.

Furthermore, the disbursement volume in the early months focuses on transition projects, especially key provincial projects. However, these projects face several difficulties and obstacles, resulting in a lower disbursement rate.

In the coming time, the province will continue to disburse funds to complete the site clearance for projects such as the Ring Road 3 - Ho Chi Minh City, Bien Hoa - Vung Tau Expressway, and Long Thanh International Airport with about VND 5.3 trillion disbursed in July. Thus, the total disbursement by the end of July 2024 is expected to be around VND 9.49 trillion, achieving 50% of the plan. The remaining capital for 2024 will be directed to ensure a 100% disbursement rate by the end of the year.  

Tying responsibilities to leaders  

The Acting Chairman emphasized that in the last six months, the province will vigorously pursue compensation and resettlement support, focus on accelerating construction progress, resolve land and resource issues, and strictly handle organizations and individuals hindering progress. Any inefficient, sluggish, harassing officials and staff will face stringent measures.

A detailed disbursement plan for each project will be established and strictly adhered to monthly and quarterly. The province will enhance monitoring and urging contractors, promptly resolve issues, and hold individuals accountable for each project's disbursement results. This will serve as the basis for evaluating task completion levels in 2024.

Additionally, district-level People's Committee chairpersons are required to personally direct the allocation of local capital plans for 2024, ensuring focus and priority without fragmentation or negativity, adhering to priority allocation conditions and regulations.

The province will persist in intensifying the implementation and disbursement of public investment funds, recognizing this as a key political task, closely tied to the responsibilities of heads of departments, district and city-level People's Committees, and project investors.​
