The 2nd Session of Dong Nai People’s Council (8th term) Opens

On the morning of July 14, the 2nd Session of Dong Nai People’s Council opened.

This session was held to assess Dong Nai’s socio-economic situation in the first half of 2011 and to decide on essential tasks in the second half of 2011.

The session was attended by Member of the Central Party and Secretary of Dong Nai Party Committee Tran Dinh Thanh, Deputy Secretary of Dong Nai Party Committee and Chairperson of Dong Nai People’s Committee Dinh Quoc Thai, Member of the Standing Committee at Dong Nai Party Committee and Chairperson of Dong Nai People’s Council Tran Van Tu, Chairperson of Dong Nai Fatherland Front Committee Nguyen Thi Kim Lien, representative for Dong Nai’s National Assembly delegation, the Standing Committee at Dong Nai People’s Council, departments, committees, sectors, and unions.

In his speech for the opening session, Chairperson of Dong Nai People's Council Tran Van Tu addressed the following remarks:

- Over the past six months, Dong Nai’s socio-economy has maintained its growth rate despite encountering difficulties.

- Industry-Construction, Agriculture, Forestry, and Aquaculture showed an increase in production value. The export market in the first half of 2011 showed positive signals, which can be seen through its higher export value over the same period, up by 31.4 percent.

- The state budget revenue accounts for over 51 percent according to plans.

- Dong Nai seriously implemented the government’s Resolution no. 11/NQ-CP on the implementation of plans such as reducing spending, saving energy, reviewing and cutting down public investment, controlling banking activities, and using demand stimulus packages that help businesses expand production and business activities effectively.

- Administrative reform, anti-corruption, and anti-wastefulness programs were strengthened.

- Political security and social safety and order were preserved.

Chairperson of Dong Nai People's Council said that in addition to achievements there have existed some difficulties and weaknesses.

- The fluctuations of prices of such essential commodities as gasoline and electricity caused the prices of other commodities and interest rates to rise, which affects businesses’ production, business, and investment plans.

- Foreign investment was attracted at a low rate in the first half of 2011 and the disbursement progress of investment capital from the state budget slowed down.

For those reasons, the tasks in the second half of 2011 turned heavier, which requires sectors and levels of authorities to closely monitor the development of local socio-economic situation, to take initiative to cooperate and take effective measures at the same time, to promptly deal with difficulties, and to focus on working towards the government’s solutions on the basis of Resolution no. 11 to fulfill all targets as planned.

For the success of the session, Chairperson of Dong Nai People's Council stressed that People’s Council delegates focus on giving opinions on such issues as:

- In terms of socio-economic issues, it is necessary to make an analysis and a concrete evaluation of the impact on the implementation of targets and tasks in the first half of 2011 and then to put forward solutions for developing strengths and dealing with weaknesses to complete socio-economic development tasks as planned.

- In terms of the state budget, it is necessary to put forward solutions for mobilizing all resources, sustaining economic growth, increasing the efficiency of production and business activities, seeking a firm revenue for the budget, enhancing investment in essential and necessary constructions, maximizing investment efficiency, reaching development goals, and avoiding scattered investment.

- In terms of law enforcement, it is necessary to make an analysis and to take quicker measures to boost up the progress of administrative reform, to strengthen the fighting against and prevent corruption in the spirit of active precautions, to promptly put forward solutions on preventing and combating against crime, and to ensure a better political security and social order situation in the province.

- In terms of Dong Nai People's Council’s operations, it is necessary to ask delegates to give opinions and comments on the results achieved in the first half of 2011, and to set directions and tasks for the second half of 2011, thereby finding out the reason why there exist problems and then taking measures to improve the quality and efficiency of People’s Council’s operations in all aspects of life, and the efficiency of monitoring People’s Council’s operations.

Right after delivering his opening speech, Vice Chairperson of Dong Nai People’s Committee Tran Minh Phuc presented a summary report on the province’s socio-economic situation in the first half of 2011.

- Accordingly, it is estimated that GDP in the first half of 2011 totals VND18.86 trillion, up 13.2 percent over the same period.

- Industry and Construction hits VND12.59 trillion, up 14 percent over the same period.

- Services hits VND4.72 trillion, up 14.6 percent over the same period.

- Agriculture-Forestry-Aquaculture hits VND1.53 trillion, up 3.6 percent over the same period.

- The amount contributed to the state budget accounts for over 51 percent according to plans. New state-owned business start-ups and those with capital increase account for over 56 percent according to plans.

- Total retail sales of goods in the first half of 2011 hit VND32.59 trillion, up 24.8 percent over the same period.

- The export turnover is estimated at US$4.4 billion, up 31.4 percent over the same period.

- The import turnover hits US$5.31 billion, up 25.5 percent over the same period. Foreign investment hits US$322 million as much as 64.8 percent over the same period.

- Total cultivated area for annual crops hits 58,275 hectares, representing 32.4 percent according to plans.

- In particular, the winter-spring rice growing area hits 38,048 hectares, up 2.8 percent over the same period and the cultivated area for food crops hits 24,034 hectares, representing 98.9 percent according to plans.

- Total cultivated area for crops with starchy roots hits 2,950 hectares, up 41.6 percent over the same period and total area for food crops hits 6,723 hectares, up 7.1 percent over the same period.

- Total cultivated area for the summer-autumn rice hits 20,227 hectares, representing 78.3 percent over the same period. In particular, total cultivated area for food crops hits 12,901 hectares, representing 67.9 percent over the same period;

- Total area for the crops with starchy roots hits 1,396 hectares, up 3 percent over the same period, and total area for food crops hits 2,839 hectares, up 88.3 percent over the same period.

There was no occurrence of diseases in domestic animals and poultry.

Culture, sports, education and training, and health care activities continued being strengthened and developed. Employment was generated for more than 51,302 laborers, up 1 percent over the same period.

The political security was maintained.

The session

Vice Chairperson of Dong Nai People’s Committee said that together with the obtained achievements in the first half of 2011, the tasks in the second half of 2011 are to strive to reach the following targets:

- GDP in the the second half of 2011 hits VND22.22 trillion to maintain a minimum GDP growth rate in 2011 between 13 and 13.5 percent compared with that in 2010.

- Industrial production rises by 17 to 18 percent compared with that in 2010 and agriculture-forestry-aquaculture production rises by 3.7 to 4 percent in 2010;

- The added value for services increases by 14.4 to 15.1 percent compared with that in 2010 and total exports rise 15 to 17 percent in 2010.

In the morning session, Dong Nai People’s Committee continued to present a summary report of the state budget revenue and local budget spending in the first half of 2011 and solutions for the state budget revenue and spending in the second half of 2011.

- The report on the adjustment of some targets in 2011 and on addition of some major solutions for the implementation of plans for socio-economic development and national defense and security in the second half of 2011.

- The report of the implementation of investment and construction plans in the first half of 2011 and of reviewing and adjusting investment and construction plans in 2011.

- The report of the exercise of prosecuting rights and judicial operation control in the first half of 2011 by Dong Nai People's Procuracy.

- The report of the operations of judicial and criminal enforcement in the first half of 2011 by Dong Nai People’s Court.

- The summary report of the implementation of Dong Nai People’s Council’s operations in the first half of 2011.

- The general report of voters’ opinions and recommendations ahead of the 2nd session of Dong Nai People's Council (8th term).

- The notice of Vietnam Fatherland Front Committee on the participation of Fatherland Front Committee in the building of local government, and in giving opinions and recommendations.

This afternoon, the session continued its working program.
