Why do pupils and students still not seriously comply with traffic law?

During the 2011-2012 school year, six students and two people who work in education in Dong Nai have died because of traffic accidents on their way to work. At the universities , there are at least two students have died because of traffic accident. Although this number is only a small percent compared with the number of people who died in traffic accidents of the entire province (in a year), the provincial education must pay more attention to traffic safety for students.

* It is not persuasive to say “I don’t know”

Since the first day of the new school year 2012-2013, the Education Department has directed all the school to make commitment at the parent meeting. The content is to propagate, remind them and commit to comply with traffic laws. Such as: not allowing underage students to control motorcycles of more than 50cc; Making students wear helmet while riding on a motorcycle... Students and families directly signed two commitments with the same contents. One for the school, one for the students and the head teacher will remind, check and ask the students to read the commitment weekly in class at private time . This method is quite close, students or parents cannot make excuse that they do not know the Traffic Safety regulations which have been signed for their violations of traffic law.

It is common to see children without helmet on the street.

​Particularly, Universities and colleges administered by the Ministry of Education (or Provincial People’s Committee) also held a traffic safety education for new students since the first day entering school. As in Lac Hong University, Mr. Vu Van Tuan, Deputy Director of Department of Student’s Services, said: "Right from the beginning of the school year, the school has broadcasted radio articles with content of traffic safety in the early hours, school breaks. Propagation content is the regulations of the Traffic Law, the situations of Traffic Accidents that happened to students. In Class’ private time, the head teacher always reminds the students about complying with traffic safety. The dormitories of schools have posted propaganda information and images about traffic safety…".

But in fact, especially right after school, it is common to see students violate the traffic law. In primary schools, secondary schools there are quite a lot of pictures of parents take their children to school by motorcycle without wearing helmet for their child. On the road, many secondary students carry three people on an electric bike without wearing a helmet. The cases that students are not old enough to control large displacement motorcycles often occur in high schools. The cases that students drive in rows, wear no helmet, carry three people... are regular on the road.

 * It is neccessary to increase penalties

Mr Nguyen Bon, person in charge of the Provincial Traffic Safety Office, said: "Currently, the education and Youth organizations are strengthening traffic safety education and propaganda activities for students. After the first month of the school year, the provincial Traffic Safety Department will direct to strengthen handling traffic violations of these subject and cases that the parents let their underage children control large displacement vehicles, do not wear helmet for children when taking, picking up their children to/from school... by doing so, the process will be much more consented"

Colonel Ngo Van Chien, Head of road - rail Traffic Police Office of Provincial Police, said: "because schools locate on roads supervised by the district, handling students who violate traffic law should be assigned to police of the districts, towns and cities; provincial Police will assist if necessary."

Many secondary and high shool students forget to comply with Traffic Law after shool

At schools, the board of managers will focus on traffic safety activities at the beginning of the school year. Mr. Cao Quoc Hung, Principle of Trinh Hoai Duc Elementary School (Bien Hoa city) said: "The situation of traffic safety in the campus area after school is really complex. weekly raising flag ceremony, the Board reminded teachers, students about observing and ensuring traffic safety, especially reminding students always reminds their parents to wear helmets when taking them to school. The school arranged for parents to driving into campus to pick up students a reasonable way to avoid traffic jams outside the school."

At Nam Ha Highschool (Hiep Hoa, Bien Hoa), Principal Le Thi Thu Ha said: "The school handled very strictly students who violate traffic law and reported by Traffic Police. If a student is reported once, his conduct of the month will be down, the second report will have his conduct down for the semester, the third report will have his conduct down for that school year. Since the beginning of the school year, the school has cooperated actively with Traffic Police of Bien Hoa City to propagate Traffic Law in schools to increase educational effectiveness. The school also suggests the police to stop and handle students who violate the traffic law within the communal roads to create effective deterrence and education. Concern of the school is the cooperation of families in education of traffic safety for students is not the best. Many parents still allow their children to control large displacement vehicles to go to school and ask the school to prevent is not possible. After school, that students should be reminded by their parents to obey the law is the best cooperation with the school in this work."

Through recorded fact, we can see the implementation of the Law of the students have been taken care, reminded and educated of by offices, schools. The problem is the awareness of each individual student and cooperation of parents when driving need to be lifted higher, to ensure the traffic safety work more effectively in the future of the country.
