At the meeting, participants focused on discussions. More than twenty opinions on the implementation of Dong Nai Party Committee’s Resolution no. 01-NQ/TU in the first half of 2011 were given.
The meeting carried out an analysis of difficulties and challenges and put forward solutions for a successfully implementation of targets set in the resolution.
Also, the meeting identified its tasks in the second half of 2011: implement eight socio-economic development programs in 2011-2015 period, continue implementing the Politburo’s Conclusion no. 02 and the government’s Resolution no. 11 on curbing inflation, stabilizing macro-economy, maintaining local social security, and dealing with local businesses’ difficulties in production, business, and export activities, especially those of the province’s major industries to provide favorable conditions for businesses and to help them maintain business and production activities.
It is necessary to focus on dealing with problems, accelerating the investment progress and the implementation progress of key projects and constructions, strengthening market management, preventing sudden price increases, and giving priority to investment in agricultural and rural infrastructure and in difficult rural areas.
In terms of social culture, it is necessary to continue implementing administrative reform and improving educational quality, to focus on completing and implementing the province’s human resources development program in 2011-2015, to accelerate the implementation progress of scientific and technological development investment projects, to take effective poverty reduction measures, to take care of government policy beneficiaries, to offer vocational training courses, to provide employment for rural laborers, and to take measures to maintain political security.
Based on the practical results of the implementation of Resolution no. 01 in the first half of 2011 and on domestic and overseas investment forecast in the forthcoming time, the 9th Dong Nai Party Executive Committee voted for the adjustment of three major targets in 2011.
Specifically, foreign direct investment capital is adjusted from US$1.5 to US$1.7 down to US$850 million.
Domestic investment capital in the form of investment certificate issuance is adjusted from VND30 to VND33 trillion down to VND15 trillion.
Total investment capital for social development is adjusted from VND36 to VND37.7 trillion down to VND34 trillion.
Addressing the meeting, Secretary of Dong Nai Party Committee Tran Dinh Thanh talked about nine key tasks to be performed in the coming time.
Accordingly, in addition to continuing an effective implementation of eight socio-economic development programs in 2011-2015 period on the implementation of the 9th Dong Nai Party Congress’s resolutions and the 11th National Party Congress’s resolutions in early 2011, levels of Party Committees are required to focus on solutions for promoting the development of production and business activities, for promoting exports, for curbing trade deficit, for cutting down public investment, and for implementing social security policies effectively.
It is necessary to pay a special attention to reviewing the province’s constructions and projects, and to see whether the projects, especially urgent major projects, projects with great influence on socio-economic development, and key traffic projects will be able to be finished in 2011 to give directions, to deal with compensation and resettlement-related issues, and to accelerate the implementation progress of projects.
In addition, it is necessary to
give priority to agricultural and rural infrastructure and infrastructure
projects in new rural areas.
The Party’s tasks in the second half of 2011 are so heavy that all officers,
Party members, soldiers and people in the province are required to uphold the
spirit of solidarity, to promote obtained achievements and experience, to seize
opportunities, to be determined to successfully implement targets and tasks in
2011, and to lay a firm foundation for a successful implementation of the 9th
Dong Nai Party Congress’s resolutions.
