Civil Affairs Committee of Party and Government have prepared reports on self-criticicm and conducted serious criticism under Resolution 4 and the direction of Political Bureau; raising explanation ideas and comments of organizations and idividuals.

Since Septermber 11, Civil Affairs Committee of Party and State has conducted meetings for five days to review self-criticism and criticism under the 4th Conference Resolution of Central Party’s Executive Committee (Term XI)" on “Some urgent issues in Party building”; The pariticipants at the meeting included: Mr. Nguyen Van Quynh, Commissioner of Party Central Committee, Vice Head of Central Organizing Committee, Leader of Central Working Group.

The Civil Affairs Committee has prepared reports on self-criticism and conducted serious examination under Resolution 4 and direction of Political Bureau, raising the explanation ideas and comments of organizations or individuals.

Through self-critisism, it has been confirmed that the Civil Affairs Committee has been always steadfast in Marxism-Lenin, Ho Chi Minh Iedology, ideal goal of Socialism, Platform of the Party; loyal to the benefits and interests of the nation; seriously complying with, institutionalizing and conducting policies and resolutions of the Party. No signs of degradation in political ideology, ethnics and lifestyle; no symptoms of localism and sectarianism, especially no "group interests". The Committee has been determined to fight against the degradation in political ideology, corruption and wastefulness.

The Civil Affairs Committee highly appreciates the responsibility for creating a workforce of Governmental agencies that are qualified for the requirements and well-prepared for the following term.

The Civil Affairs Committee always strictly complies with the principle of democratic centralism and working regulations; promoting the roles of collectives and their leaders. The Civil Affairs Committee is a collective of high solidarity and unity; all decisions are made for the sake of the Nation’s people; for the national independence and sovereignty and for the stability and development of the Country.

In the context of difficulties and challenges, the Civil Affairs Committee made every effort to lead the Government to stabilize macro economy, maintain reasonable growth rate; maintain national defense and security; ensure social order; and improve physical and mental demands of the people...

Through serious self-criticism, the Civil Affairs Committee has frankly claimed responsibility for its limitations and weaknesses:

- The function of state management has not been well implemented. There have been some limitations in thinking capacity and deployment. Institutionalization of policies and resolutions of the Party is not timely and practical enough. Operating effectiveness and efficiency is not high; economy-society still reveals many weaknesses.

- Degradation in political ideology, ethnics and lifestyle is found in many cadres, party members and public officials. The objectives set to prevent and fight against corruption and wastefulness have not been achieved. A number of leaders of economic corporations and state-owned corporations commit serious law violation, causing huge economic losses and depression in the society.

The Civil Affairs Committee of Government and State affirmed their determination to develop strengths, overcome weaknesses and shortcomings; efforts to fulfill the responsibilities and assignments.
