The questioning session of the 7th Provincial People’s Council session 12th: problems straightly recognized

On December 7th morning, many delegates made the questions on environmental pollution, resettlement, construction of transport infrastructure, competitive capacity of the economy, health insurance, health garbage, administrative reform, and social culture at the questioning session of the 7th Provincial People’s Council session 12th. Almost answers satisfied delegates.

Delegate Huynh Van Toi

        Delegate Huynh Huu Nghia asked the question about households entitled to distribution of houses in resettlement areas but having to reside temporarily, and said that this situation had not been solved for years and nobody knew when it lasted. Answering this question, Chairperson of the Provincial Compensation Board cum Deputy Director of Financial Department Huynh Van Hue said that currently there had been 323 households residing temporarily in the whole province, including 107 households in Bien Hoa City, 216 ones in Nhon Trach district, and remaining ones spreading over the road linked between Buu Long tourist area and Tran Bien Temple of Literature, Tan Thanh Ceramic, Binh Dien, and entrance gate of Tran Bien Temple of Literature. He also added that a large number of resettlement areas had been deployed and aforementioned households would be definitely resettled in 2008.

        Delegate Vu Thi Hong Luong asked the question about the construction of Bien Hoa City by-pass road for the purpose of reducing traffic accidents on Nation road No.1A. This by-pass road was projected for long time and expected to be built in 2003 by the Provincial People’s Committee, but till now it had not been carried out. Answering this question, Director of Transportation and Communications Department Nguyen Van Diep stated that the main reason was due to the small amount of investment capital, thus this project continued to wait for additional allocation from State budget. Although it was done in the Build-Operate-Transfer (BOT) form, it couldn’t be implemented due to its need for such a great amount of capital. In term of transportation, delegate Nguyen Tri Thuc also asked when the Road No.600A in Tan Phu district would be built and repaired so that people and students would travel easily. Mr. Diep said that the project for constructing the Road No.600A had been deployed since 1997 and divided into two stages; the stage 1 was carried out with 7km and put into use. Until 2002, the stage 2 of this project continued to be conducted with 10.5km. In the process of implementing these stages, the project’s quality was not ensured due to the following reasons: the condition of building materials was not ensured, the survey situation had not reach the standard, and various kinds of vehicles transported regularly, so it was necessary to overcome all. He also added that in 2008 functional agencies would be approved by the Provincial People’s Committee for beginning the construction in 2009 with estimated cost of around VND10 billion.

        In term of the economy, delegate Huynh Van Toi paid his attention to the competitive capacity indexes at the provincial level promulgated by Vietnam Chamber of Commerce and Industry in 2005. Dong Nai’s index ranked sixth, and fifth in 2006, but took the 16th place in 2007. Answering this question, Director of Planning and Investment Department said that the economic growth rate of the province was high but Dong Nai’s competitive capacity index decreased due to many reasons, for example, the limitation of human resource development, inopportune supply of information, slow ground clearance process, and prolonged examination of tax declaration, etc. Therefore, focus should be laid on enhancing the quality of administrative management in localities, improving administrative reform, carrying out public administration reform in accordance with ISO standard, supplying information thoroughly for enterprises, clearing and transferring the ground for new projects, and developing human resources, especially expanding vocational training for laborers.

        As for medical examination and treatment, how about health insurance cards? Deputy Director of Health Department Huynh Thi Thuan affirmed that there were no differences between patients with health insurance cards and ones without these cards. Besides, for convenient, the sector also set up medical examination areas intended for patients with health insurance cards. The health garbage treatment still remained shortcomings. The Health sector also admitted this situation and promised to improve it.

        As for questions about solutions to administrative reform in the coming time, Deputy Director of Interior Department said that in 2008 courses on communication skills and behaviors would be opened to support cadres working in “one-door” sections and ones who contacted people regularly.
