On the morning of April 28, the provincial Labor Federation held the 2008 meeting summation of the patriotic emulation movement among workers and civil servants and of the labor union activities. Simultaneously, it launched the 2009 emulation movement. The meeting was attended by Ms Bui Ngoc Thanh – Head of the Commission for People Mobilization Work of the provincial Party Committee, Ms Nguyen Thi Kim Lien – Chairwoman of the provincial Fatherland Front Committee, Mr. Dinh Quoc Thai – Vice chairman of the provincial People's Committee, Mr. Huynh Tan Kiet – Chairman of the provincial Labor Federation and the representatives of the Party committees, labor unions and staffs at grass-roots levels across the province.

Over the past years, the patriotic emulation movement among Dong Nai province’s workers and civil servants has attracted a large number of staffs to labor emulation, production, fostering innovations, applying scientific and technological advancements, streamlining production, boosting labor productivity, accomplishing the tasks and achieving the targets by the agencies, businesses, sectors and local authorities. The movement has attracted over 150,000 staffs to joining in scientific projects and new and high quality design innovations to bring the benefit of tens of billion dongs to the State and businesses. So 2648 staffs and Youth Union members were nominated to the Party by the levels of Labor Union and 1160 outstanding Youth Union members were admitted to the Party. In the 2008 emulation movement, 134 collectives and individuals received the flags and certificates of merit from the General Federation of Labor, 5 individuals were recognized as emulation heroes and 436 collectives and individuals received the flags and certificates of merit from the provincial Labor Federation.

Speaking at the meeting, Mr. Dinh Quoc Thai – Vice Chairman of the provincial People's Committee highly appreciated the results the province’s workers and civil servants achieved in last year’s patriotic emulation movement. Also, Vice Chairman said that workers and civil servants’ patriotic emulation movement revealed many limitations which it had to overcome. For example, the contents of the movement were unspecific and vague and the emulation titles were selected the same way at grass-roots levels. Thus, the movement generated no strong motivation to promote its in-depth growth. Vice chairman suggested that the labor unions of all levels should cling to the targets for economic growth, set clear emulation targets corresponding to each sector and local authority, combine the patriotic emulation movement with the campaign – "Study and follow President Ho Chi Minh’s ethical example" and promote the emulation movement among workers, especially the workers in foreign businesses...
On this occasion, the provincial Labor Federation awarded 104 certificates of merit including 99 of Vietnam Labor Federation and 5 of the provincial Labor Federation to 68 individuals and 36 collectives and 43 emulation flags to the collectives. The provincial People’s Committee also offered the unscheduled certificates of merit to one collective and one individual who made a lot of contribution to "Workers' night to welcome the Lunar New Year of Buffalo."
