Dong Nai DOST sums up its 2008 activities and reveals its 2009 plan

On 5 February Afternoon, Dong Nai Dost organized a conference to sum up its activities in 2008 and reveal its plan in 2009. The conference was attended by Nguyen Quan - Vice Minister of MOST, Bui Van Quyen - General Director, MOST’s Southern Office, Tran Van Vinh - Vice Chairman of the Provincial People’s Committee and representatives from institutes, schools, neighboring provinces’ S&T departments, other departments and sectors in the province and 56 scientific and technological information stations along with its whole staff.

In 2008,  DOST fulfiled its tasks assigned by MOST and the Province’s People Committee as fast as in 10 first months of the year and became the first provincial department to fulfill its tasks and make disbursment fastest in the nation, said Dr Pham Van Sáng – Director of DOST. In 2009, the department continued innovating S&T management mechanism, expanding self-governance for its divisions, boosting investment in 2 main fields namely agriculture and rural-related works and reforming administrative procedures, confirming IT and biotechnology and human resource training as its key tasks, Sang said.

In 2008, the department did inspection tests and transfered results of 26 studies and projects to application in production and daily life, bringing high economic efficiency. A number of studies applied technical advances in new seeds, intensive cultivation, especially applied biotechnology to create new seeds, clean plants for mass production. Studies in the field of social science focused dealing with the province’s urgent matters, acting as a good reference for policy-makers.

In IT field, the Department’s 60 units inside and outside the province were transfered M-Office electronic office software. Besides, the successful upgrading of IT facilties brought DOST to become the only S&T department in the nation to do value-added service on the internet like webhosting, telehosting. The Department has installed and operated 40 VSAT-IP stations across the province to date and become the first provincial department in the country to successfully bring internet to the countryside by this kind of technology.

The program to deliver S&T information to the countryside with the motto ‘deliver science door to door for farmers not to need to go far” has been conducted and expanded to 56 communes and wards with a big database (nearly 70,000 documents, more than 40,000 scientific Q&As and 3000 scientific films). Moreover, the department’s studies in IT were high appreciated not only in the country but also in the area – APEC countries. Such hightlight studies are “intergrate VSAT IP into phone cable, delivering broadband internet to the countryside”, a solution receiving the silver prize at the 2008 APICTA (Asia Pacific Information and Communications Technology Awards) in Jakarta (Indonesia) and “tool to support management of information security”, a product ranking third out of 9 products in the field of information security, fewer than the silver prize only 0.001 score.

Vice Minister of MOST highly appreciated the increasingly important role of S&T activities which contribute transferring socio-economic structure in Dong Nai province. Therefore, he noted that DOST should keep on helping provincial leaders to boost S&T socialization, strongly invest in S&T and in turn help create numerous products and tools that can be applied into daily life.

On this occasion, MOST presented excellent emulation flag to officials and staff of the department. Four department’s divisions and 18 individuals with good working performance were also presented certificates of merit conferred by the provincial People’s Committee.
