One-door model at Cam My: improving the efficiency of serving people

​Cam My district has officially opened and operated "one-door model, modern connected one-door". The one-door division here has been making a contribution to improve the efficiency of serving people, implement the overall program on administrative reform in the province.


​Convenient for people 

Mr. Le Van Tuong, Chief of Office of Cam My District People's Committee, said that the investment in facilities, equipment and software installation in the one-door division of Cam My district was completed and put into use conveniently serving people and in accordance with a scheme of one-door mechanism, modern connected one-door approved by the PPC. This division helps people to look up information and procedural guidance on 8 sectors: Land, natural resources - minerals; Taxes - financial obligations; business registration; Judicial - civil status; Construction; Culture and labor-invalids and social affairs.

According to Mr. Tuong, the system has to overcome overdue status of the documents and inform promptly to people in case of documents false or in need of added. It also helps to edit documents as required by the relevant authorities and helps the district leaders to monitor, manage, check the progress on handling records for each agency, unit relevant civil servants; the processing records show the transparency to serve people better, etc.

Mr. Nguyen Huu Trung, at Long Giao commune, carried out the procedure on transferring the land use rights, said the division is very convenient for people. In the past, the record had to go through several divisions and it takes so much time, now we only need to go to a division, the officers give the waiting number for the turn of record handling, it is so quite convenient. The record handling is quickly, on time and it reduces the inconvenience to the people who would not go back in several times.



Mr. Nguyen Duc Thuan, at Dong Xuan commune, carried out the procedures for distributing land to his children, said that this model is convenient for people, especially the airy workroom, staff’s enthusiasm and quick procedures help people do not have to go back many times. "In my opinion, with such a wide geographical area as Cam My, the distance from the commune to the district center is quite far, in the future, it is more favorable for the transaction procedures if this model is taken to the commune" said Mr. Thuan.

Rotation of staff to perform better 

As speaking at the opening ceremony of the one-door in Cam My District, Deputy Chairman Tran Van Vinh of the PPC supplied the direction that: the DPC must arrange the qualified staff with strong profession and public service ethics, good communication skills to participate the one-door and in the future, it requires all relevant civil servants and employees be rotated into the division to perform the task better. This rotation will help district leaders accurately assess qualifications, and professional responsibility of civil servants. This is a scale evaluating the confidence of the public and enterprises on civil servants and public employees handling the administrative procedures. On the other hand, it needs to publicize and make full transparency of administrative procedures, list the form of instructions on setting up profiles, resolution process; results on handling records for people and businesses to follow.

Deputy Chairman of the PPC required that civil servants solving records for people and enterprises must strictly comply with the rules of order and procedure. They must guide people and enterprises considerate and friendly, not make any difficulties and troubles; not lack of responsibility when performing official duties.

According to Deputy Chairman, after the operation of the one-door division, it needs to carry out a poll of people and enterprises on quality of the mechanism. Therefore, the district leaders need to continue fostering public service ethics, workplace communication skills, professional reception and settlement of administrative procedures for civil servants and employees performing their tasks at one-door division.

Mr. Nguyen Van Quang, Deputy Chairman of the district people’s committee, Head of Steering Board on administrative reform of Cam My District said: the research has been put into operation, the one-door division is equipped with 8 sets of computer, 1 Switch (switches to hybrid network segments connected together), 8 uninterruptible power supply PC; 4 printers and other construction items, with a total cost of 1 billion. In this division, beside the type of machinery and equipment for operations, it is equipped with 1 TV 50 inches, 1 DVD player; 8 waiting seats serving, 18 seats at the reception on receiving and returning results, and table for looking up procedure; 9 receptions and 3 tables serving people studying the administrative procedures, etc.
