More choices, more advantages

On average, the Reception and Result Return Office of Bien Hoa City People's Committee receives more than 3,000 land-related dossiers each month, of which the page 4 adjustment applications alone accounts for more than 50% of the total number of the dossiers. Although the unit has arranged 5 reception windows and 3 result return windows to handle land-related dossiers, but due to the large number of land records to be received and handled, overload regularly occurs.

According to the policy of the provincial People's Committee, the reception and return of result for land procedures in Dong Nai public administrative center has been improved and simplified to create more favorable conditions for the local people and enterprises. Recently, relevant departments in the province agreed on the process of receiving and returning the results for land procedures of Bien Hoa city at the Center of Public Administration. Specifically, the time for confirmation of change in the certificate for the registration of change of land use rights is 8 days. Time for registration or deletion of land use rights mortgage is 3 days. The duration of extracting and measuring the land plots is 10 days.

Regarding personnel receiving land dossiers at the Dong Nai Province’s Public Administrative Center will be mobilized by the Land Registration Office of Dong Nai province. The Department of Natural Resources and Environment has also promulgated specific regulations on the reception and return of land records at the provincial Public Administrative Center. Accordingly, in the case of reaching the target number of dossiers or where the dossiers are incomplete or invalid, the reception officers shall write the contents to be supplemented on the guidance cards so that the dossier applicants can supplement them according to regulations.

Deputy Director of the Department of Home cum Deputy Head of the provincial PAR Steering Committee Affairs Ta Quang Truong, said that the process of handling dossiers at the Dong Nai Public Administration Center would be a closed process. People only come to a place where many land-related administrative procedures can be fulfilled. Other public services such as tax offices are assigned to issue tax notices and banks are assigned to collect taxes for the treasury. This helps people and businesses, especially people in the vicinity of the provincial public administrative centers such as Hiep Hoa, An Hoa , Long Hung, Phuoc Tan, Tam Phuoc, Long Binh, Long Binh Tan, Tam Hiep, and Tam Hoa wards ... avoid travelling among places.

With the target to modernizing the administrative system to provide the best serve of the needs of the citizens, the project of establishing the Dong Nai Province Public Administration Center has shown the horizontal, vertical and non-location integration models. People can choose to apply district-level administrative procedures at the provincial level and vice versa. To implement the second phase of the project to set up Dong Nai public administrative center, the provincial People's Committee has decided to pilot the settlement of dossiers related to the procedures of fluctuation adjustment and drawing for local people.

After three months of piloting the settlement of land records at the Dong Nai Provincial Public Administrative Center, the Provincial People's Committee will evaluate the effectiveness of the project to replicate its implementation in other localities. With the changes and improvements, the province is eager to give people more choices and more convenience.
