Dong Nai Public Administrative Center: Meet the expectations of the people

​From an online one stop shop model

Five years ago (2012), for the first time, the Ministry of Home Affairs announced the PAR index of the provinces and cities, ministries and branches under the central government. At that time, the socio-economic growth in Dong Nai province was rather high but the PAR index was very low, ranking 43/63 provinces and cities.

With high political will, the provincial Party Committee has identified PAR as one of the three breakthroughs of the development process. The "One-stop, one-stop shop" mechanism has been transformed into a model of "modern one-stop shop", applying information technology (IT) to solve administrative procedures in Trang Bom, Nhon Trach districts and Bien Hoa City. The model has shown superiority in handling administrative procedures, creating favorable conditions for people and businesses.

 Promoting the advantages of this model together with the implementation of Decision 09/2015 by the Government (replacing Decision No. 93/2007 / QD-TTg), up to now, reception and result return offices at 20/20 departments and branches, 11/11 District People’s Committee and 171/171 Commune People's Committee have been established with spacious and airy facilities, applying IT in operation together with many utilities to serve people, contributing to the fundamental changes in the relationship between the government and people; facilitating the people and businesses when dealing with administrative agencies, reducing the circumstances where individuals and organizations have to travel many times to solve their work, promoting Socio-economic development and growth in the area.

Director of the Department of Home Affairs Nguyen Van Thuoc said that on implementing the "modern one-stop shop" model, Dong Nai's PAR has significantly changed its rank from 43/63 in 2012 to 3/63 provinces in 2015. Especially in 2016, with the new PAR index evaluation method, the two criteria (PAR Performance Evaluation and the impact of PAR on economic development). - the level of satisfaction of the beneficiaries), the satisfaction level of the beneficiaries has increased from 70% (in 2010) to nearly 90% now. Only in 2016, the province has more than 2,000 newly established enterprises, showing that the level of satisfaction of enterprises with regard to the province’s public services increased substantially. This is also the 4th consecutive year that Dong Nai province has lead in the PAR index, following the motto "The Government to accompany enterprises ...".

To a Public Administrative Center

As a result of the success of the "modern one-stop-shop" model, as well as solutions to overcome some difficulties in inter-departmental coordination, Dong Nai is determined to implement PAR solutions. The PA center was established by the end of 2016, with the support of the central government and the high consensus of provincial departments. Along with that, the province sent cadres to other provinces to study to build HCC center based on the conditions of the province and officially put it into operation on 15-5-2017.

Vice Chairman of the Provincial People's Committee Tran Van Vinh said: "In terms of nature and meaning, the Public Administrative Center is actually putting all "modern one-stop shop" offices in one place to closely monitor and control the process and attitude toward handling dossiers for the citizens and enterprises. Each department and sector still has to receive and handle administrative procedures related to their fields. In addition, when the administrative procedures related to various departments and sectors arise, it is necessary to work closely with other departments and sectors to immediately exchange with the OSS offices at the PA center. Another important point is that we can control the quality of work as well as the attitudes of cadres, civil servants and public servants in receiving and handling administrative procedures. This process will be carried out in order to build and improve the quality of public services, serving the needs of organizations, citizens and enterprises. "

In fact, since it was put into operation (on May 15, 2017), the Provincial PA Center is not only a place for reception and result return as a traditional OSS but also a breakthrough in IT application and management process, integrating many modern applications to support people and businesses. Being aware of the strength and importance of IT during the industrial revolution 4.0, Dong Nai province has invested in the research and development of e-government, particularly the electronic one stop system (Egov) is used uniformly in all localities and agencies. The PA Center also applies Zalo in providing a range of utility services, including checking QR code by Zalo; using Zalo ZMS to update dossier settlement progress; providing information through the provincial administrative gateway on Zalo, ZMS electronic receipt; deploying 1022 switchboard to provide information and guidance on the administrative procedure; getting feedbacks and suggestions from people, businesses and other utilities ...

Equipped with synchronous and modern equipment resulting in stable operation, HCC Center contributes to improve the productivity of the traditional one-stop shop and modern one-stop shop, aiming to build the foundation. Public administration, transparency, responsibility and professional service, effective, meet the expectations of individuals and organizations in the area.

According to leaders of the PA Center, After being put into operation, the Public Administrative Center has served 20,497 people; received 11,779 applications; recorded 11,049 comments directly evaluating the system, indicating that the satisfaction rate reached 99.88%.
