Healthy wards and communes help reduce social evils

Building healthy wards and communes without drugs and prostitution is an important program in a fight against social vices in general and drug and prostitution evils in particular. This program uses prevention and building as main factors, creating a solid foundation for safeguarding the society against social vices, with the coordination between sectors of labour - war invalids - social welfares, public security, culture-sports-tourism and Fatherland Front Committee. In the past five years, Dong Nai is a locality that has made a rather good job of this program.

Seminar about prevention and fighting against social vices  

* Mobilize all power sources

To implement the program effectively, the Steering Board for Prevention and Fighting against AIDS and Drugs and Prostitution Evils was quickly established and soon came into good operation.

Besides, the steering boards at all levels are not only concern about organization of the mechanism but also investment in facilities with budget of around 30-40 million dongs used for annual activities and campaigns. They also link the program with other socio-economic programs across the province such as program for building cultural families, program for hunger elimination and poverty reduction and program for job settlement via vocational training. These have helped many families that were leading poor or difficult lives or having relatives indulging in social vices enhance their material as well as spiritual lives, contributing to stabilize politics and social safety and order.

Area management is identified as key task by local authorities in the province. Therefore, information about employment and current state of drug and prostitution evils has been investigated and collected, which was then sent to authorities at all levels to generate proper solutions for particular subjects. This also helps find out what has caused and developed these two evils in the area and provide suitable management measures then.

In addition to enhancing inspection and patrol, the inter-sector inspectorate has detected and administratively sanctioned some 3100 turns of service business establishments which violate business license, labour contact or circulate tapes illegally … the fine is more than VND 1.3 billion and 18 illegal business establishments have been dissolved.

Voluntary teams in wards and communes take their initiative in drawing up programs and plans, getting every member to be responsible for particular area and at the same time educating and persuading the subjects to turn over a new leaf.

Supporting the subject to reintegrate into the communities is given much attention besides behavior education, financial aid, vocational training and job settlement. 293 subjects used to be prostitutors have, by the province, educated, 1100 vocationally trained, 431 recruitment given and 196 financially aided with over VND 729 million.  So far, 44 female subjects have reformed and started leading a stable life. Mobilization of support from authorities of all levels, organizations and local people has facilitated these subjects to have better new lives, gradually regaining their confidence and confirming themselves in their families, communities and society.

* Effort to roll back social vices

The province, in the last five years, has ended up having 154 wards and communes without drug evils; 43 wards and communes without prostitution evils and 43 healthy wards and communes without these both evils. During this period, many of the wards and communes were seen having effective ways to control the evils. Many units have kept the evils unable to develop complicatedly or reduced them significantly. The initial results have helped limited these evils which tend to increase, motivating the fight against social vices for social order and security all over the province.

Nguyen Van Hai, Manager of The Bureau For Prevention And Fighting Against Social Vices, said experience learned after 5-year implementation of the program is that the decisive role of the party, the government and father front committees in the combat must be strong. Indeed, wherever party and government organizations as well as fatherland front committees are strong, wherever public movements are effective, Hai stressed. Besides, Education should be linked with management and strict sanction and at the same time all power sources is essential to be connected to together help the subjects reform and reintegrate into the community, he said.

Hai added that building healthy ward and communes without drugs and prostitution along with the movement for building cultural lives in residential areas is a key leading task to push back social vices, purify residential areas, consolidate organizations of party, government and unions so that by 2015, the whole province would have 85 percent of wars and communes that are healthy without drugs and prostitution and no wards, communes that are vulnerable to these two evils.
