Domestic Waste Treatment Poses Urgent Demand

According statistical data by Department of Environment and Resources, total solid domestic wastes produced in Dong Nai currently reaches 443,245 tons per year in which amount of solid waste generated in the province reaches some 443,245 tons per year. The amount of solid waste generated in concentrated urban areas reaches 175,335 tons per year and 236,155 tons per year for the districts. Rate of collecting Domestic Waste only reaches 71% and toxic Waste 30%.

    Due to the urgent demand on treating this amount of wastes, the provincial People’s Committee has approved to amend the scheme of waste treatment plants in Dong Nai province until 2020. Accordingly, the plants include Trang Dai garbage dump covering 15 ha in Bien Hoa city, Tuc Trung commune in Dinh Quan district 10 ha, Xuan Tam commune in Xuan Loc district 10, Tay Hoa commune in Trang Bom districts 10 ha, Xuan My commune in Cam My district 20 ha, the transition station in Mu Rua field in Phuoc An commune, Nhon Trach district 10 han, Vinh Tan commune in Vinh Cuu district 30 ha. Concurrently two other inter-district intensive waste treatment plants will be built in Bau Can commune, Long Thanh district with an area of 30 ha; its completely expanded project reaches 100 ha which in estimation will treat wastes from Long Thanh anh Nhon Trach districts and another plant in Quang Trung commune, Thong Nhat district covers 10 ha; its completely expanded project reaches 100 ha forming solid waste treatment site for Thong Nhat district and Long Khanh town.

    Currently the provincial People’s Committee has approved the investment project on domestic solid waste burying sites including one in Trang Dai ward, Bien Hoa city, a solid waste treatment site in Quang Trung commune, Thong Nhat district; domestic solid waste burying site in Tan Xuan commune, Xuan Loc district and in Phu Thanh commune, Tan Phu district; in Tan Hao commune, Trang Bom district and in Tuc Trung commune, Dinh Quan district; the inter-district intensive treatment site in Bau Can commune, Long Thanh district. Separately in the project in Trang Dai ward has finished the first phase including the work, such as 3 domestic garbage dumps, 3 industrial waste dumps; sewage treatment system; scale station, internal path, operating house, fence and so on.

     In addition, a plant to convert waste into microorganism fertilizer with capacity of 400 tons per day will operate since earlier June, 2008, receiving and treating on average some 300-400 tons of wastes per day. A project on burying solid waste in Tuc Trung commune, Dinh Quan districts is under the first phase of clearing ground and plans to operate October, 2008. Most of other project is been investing and planning for clearance compensation.

Enterprise’s sewage treatment system must be verified before joining the intensive sewage treatment 

    At the recent supervision of the provincial people’s council, Mr. Le Viet Hung, director of Department of Environment and Resources said that there have been 21 industrial parks under operation; average output of these wastes these parks produce reached 70,000 cubic meters per day only 30% of which (equivalent to 23,000 cubic meters) was collected and treated and freed the rest of 70% to environment without treatment. Ten Out of 21 industrial parks have set up sewage treatment system.

    “Department of Environment and Resources has submitted to the provincial People’s Committee decision pausing investment attraction into the industrial parks that have not meet demand on intensive waste treatment,” Mr. Hung added. “All the investment projects in these parks are not allowed to operate.”

    The enterprises currently under operation with sewage treatment system are not required to connect to the intensive waste treatment. If functional organ reveals they do not meet requirements of standard waste treatment, they must meet before joining the intensive waste treatment. The Department also co-ordinate with management board of industrial parks to verify environmental effect; the inspection will start by January 1, 2009.
