12 social housing projects in Dong Nai province

(News Portal – Dong Nai) – On the morning of March 21, Vice Chairman of the Provincial People's Committee, Vo Tan Duc, held a working session with departments and localities regarding social housing projects in the province.

In the report presented at the meeting, Director of the Department of Construction, Ho Van Ha, stated that in order to achieve the goal of completing about 10,000 houses by 2025, localities have proposed 12 investment projects, with a total scale of around 20,700 apartments. Among them, the Provincial People's Committee has approved investment proposals for 5 projects, with a total scale of approximately 9,000 apartments.

According to the plan, in 2024, the province will commence construction on 5 projects that have already received investment project approval, completing 715 social housing units. In 2025, the remaining 7 projects will commence construction, with a target of completing 979 houses.  

Currently, there are 5 localities that have not submitted investment project proposals. In the province, there are 2 projects that have received preliminary approval for investor capacity and experience requirements. However, on February 27th, 2024, the Government issued Decree No. 23/2024/NĐ-CP, which requires a new term called "invitation for interest" instead of project proposal. However, there is currently no guidance or template for this type of document. The process of adjusting investment project proposals for commercial housing projects, where investors want to convert them into social housing using the 20% land fund, is also slow.

During the working session, Vice Chairman Vo Tan Duc stated that the province currently has over 1,000 hectares of land allocated for social housing, with 12 projects proposed, doubling the target of 10,000 houses. However, legal procedures regarding contractor selection, investment project approval, and adjustment are delayed, affecting the progress of implementation. The responsibility for this lies with the Department of Planning and Investment.

To achieve the set goals, Vice Chairman Vo Tan Duc requested that the 6 localities that have proposed projects actively work with departments and agencies to complete the bidding invitation procedures and initiate the projects. The remaining 5 localities that have not submitted investment project proposals must urgently complete the procedures for investment project approval. The Department of Planning and Investment will review and evaluate the proposals from localities, ensuring compliance with the time frame set by the province's streamlined procedures, while also providing support to investors in completing the procedures for adjusting the investment project proposals for the implementation of social housing projects using the 20% land fund. The localities will review and reclaim the 20% land fund from commercial housing projects to prepare investment project proposals. ​
