(News Portal – Dong Nai) - On March 19, Vice Chairman of the Provincial People's Committee, Vo Van Phi, worked with relevant units on the progress of the feasibility study report for the Waste-to-Energy Plant project in Vinh Tan commune, Vinh Cuu district.

According to the consortium responsible for preparing the study report, they have currently completed the topographic and geological survey of the plant area, as well as the transmission line route from the plant to the electrical connection point. The People's Committee of Vinh Cuu District has completed the construction planning dossier, which is currently being reviewed by the Department of Construction. After the approval of the planning dossier, the next step will be to develop the detailed planning at a scale of 1:500. The environmental impact assessment dossier has been submitted to the Ministry of Natural Resources and Environment.
The current obstacle is that Vinh Cuu district has not provided specific guidance on funding for the development of the detailed construction planning dossier, so no contract has been signed with the consulting firm. The project boundaries for the feasibility study report differ from the previous boundaries. Therefore, the consulting firm has made three recommendations: the province should consider the recommendations of the People's Committee of Vinh Cuu district regarding the project boundaries, the Department of Finance should guide the district on funding implementation, and the approval of the construction planning dossier and the detailed planning at a scale of 1:500 should be expedited to provide a basis for the next steps.
Concluding the working session, Vice Chairman Vo Van Phi requested that the Department of Planning and Investment complete the implementation plan for the project this week and sign a cooperation agreement with the consulting firm to carry out the tasks according to the plan. The specialized agencies of the province are urged to support and assist the consulting firm in completing the feasibility study report.
The project was approved by the Provincial People's Council through Resolution No. 28/NQ-HDND dated September 22nd, 2022. The project will be implemented under the Public-Private Partnership (PPP) model, specifically the Build-Own-Operate (BOO) contract, with a duration of 3 years and a total investment of nearly 2.3 trillion VND. The project will have a total waste treatment capacity of 1,200 tons per day and a power generation capacity of 30MW.
