Enterprise support needed for green transformation and digitalization of production

(News Portal – Dong Nai) - In 2023, the government, ministries, sectors, and local authorities focused on resolving the existing issues and bottlenecks, particularly those affecting businesses, investment projects, and the real estate market. As a result, the business environment and production activities have been showing positive changes.

​Despite the ongoing challenges predicted for 2024, businesses hope that the government will continue to maintain and supplement policies to address difficulties. In particular, promoting the green and digital transformation in enterprises requires information and support to help businesses access policy incentives.

Many challenges still remain

According to a survey conducted by the Dong Nai Business Association, businesses are still facing significant difficulties. In reality, although there has been some improvement, some enterprises have had to reduce working hours due to weak consumer demand in 2023 and early 2024. Export-import businesses also encounter difficulties in maintaining export orders.

Moreover, some administrative procedures and implementation guidelines are incomplete, resulting in limited access to government support policies such as the credit support package under Decree 31/2022/ND-CP. The petroleum market has experienced fluctuations while support policies for the petroleum sector have not received sufficient attention. Retail petroleum businesses have been operating with zero discounts since the beginning of 2022, impacting their investment in production.

The existing legal regulations are often overlapping or burdensome for businesses. One of the prominent regulations currently causing concern is the fire prevention and fighting regulations under Decree 136/2020/ND-CP. Businesses have had to develop new fire prevention and fighting plans, even for previously constructed facilities. This has led to additional compliance costs and affected resource allocation for production.

Given the uncertain global situation and the accumulation of difficulties, it is crucial to address and overcome these challenges flexibly to directly benefit businesses and achieve economic development goals this year. Therefore, provincial leaders have requested relevant units to review the existing support mechanisms and policies issued by the province. This will facilitate the acceleration of procedures and document processing for registered entities, ensuring timely support in accordance with regulations, as well as reviewing additional entities eligible for annual support.

Businesses need support for green development

Based on the encountered obstacles, Mr. Chau Minh Nguyen, Vice Chairman of the Dong Nai Business Association, suggests that the government simplify procedures and create favorable conditions for businesses to access credit loans and benefit from support policies. Additionally, relevant ministries and sectors should promptly adjust and amend regulations that are no longer suitable for the petroleum business sector to stabilize the situation and avoid disruptions in the supply chain for retail businesses. Ensuring appropriate discounts for retail businesses is crucial as it is the final step in delivering petroleum products to consumers.

At the local level, the business community also expects the province to provide support policies regarding capital, interest rates, tax exemptions, fees, and charges to assist businesses. The province should create favorable conditions for businesses to access information and potential investors both domestically and internationally, enabling opportunities for cooperation in terms of raw materials, scientific and technological advancements. This can be achieved through seminars and investment conferences.

One of the current concerns for the business community is the transition to green production, including the specific criteria, regulations, and support programs. In the near future, relevant departments and agencies need to collaborate with the business association to disseminate this information to the business community more effectively.
