Projects waiting for ground clearance
The project of a drainage route from Nhon Trach 1 Industrial Zone to Ba Ky canal (phase 1), Nhon Trach district was started from January 1, 2018. However, after more than 2 years from the commencement date, the contractor has not been able to execute any items of this project so far. The reason is that up to this point, Nhon Trach district has still not been able to hand over the site to the construction unit.
In order to implement the project of the drainage route from Nhon Trach 1 Industrial Zone to Ba Ky canal, Nhon Trach district, land acquisition of 42 households (2 households have assets on the land) is required. Up to now, Nhon Trach district has approved the compensation plan for all households in the project scope, including 25 households who have received compensation but have not handed over the ground to the investor. The remaining households have not received any compensation and not handed over the ground due to claims about compensation amount.
Meanwhile, in Bien Hoa City, the flood control project in Chua, Ba Lua and Cau Quan streams with the purpose of addressing flooding as heavy rains frequently occur in Long Binh, Long Binh Tan, Phuoc Tan and An Hoa wards is expected to start construction in 2018 and completed in 2020. However, this project has not been started so far because Bien Hoa City has failed to hand over the ground to the investor. “This is a flood control project, so the construction can only be implemented in the dry season. However, up to now, due to the lack of ground, the unit has not been able to start the construction yet. If prolonged, the rainy season will cause an intense situation of flooding in these wards"- Mr. Tran Van Thanh, Deputy Director of the Provincial Construction Investment Project Management Board, the project investor said.
According to Mr. Thanh, at present, a series of projects invested by the Provincial Construction Investment Management Board is also facing difficulties in construction due to lack of ground. These projects are mainly concentrated in the areas of 3 localities: Bien Hoa City, Long Thanh and Nhon Trach districts". The lack of ground makes the construction progress delayed, affecting the disbursement plan for public investment that the unit was assigned" - said Mr. Tran Van Thanh.

Many solutions are implemented “to remove” difficulties
In fact, the difficulty in site clearance makes the progress of projects delayed, which has been a problem for a long time.
Facing this situation, in order to ensure the progress of the projects, the Provincial People's Committee has requested localities to come up with specific solutions to the site clearance.
Ms. Nguyen Thi Giang Huong, Vice Chairwoman of the People's Committee Nhon Trach district, said that the locality also cooperated closely with the Management Board of construction investment projects of the province to promptly grasp the progress of implementing projects in the locality. For the clearance, the locality is also conducting a specific review for each project to have specific solutions. “Nhon Trach district is conducting a review of each project to have a solution, not a general one. Regarding solutions, the priority is still propaganda and advocacy, but for those cases of delaying, the district will apply coercion”, said Ms. Nguyen Thi Giang Huong.
The Provincial Construction Investment Project Management Board has also worked with localities with many on-going projects in Bien Hoa City Long Thanh District to coordinate and remove problems in site clearance.
Mr. Le Van Tiep, Vice Chairman of Long Thanh District People's Committee, said that the locality is currently focusing on the site clearance for the construction of projects, with special priority given to the key projects such as the Long Thanh International Airport project, the drainage system project in Nuoc Trong stream area. “The drainage system project in Nuoc Trong stream area is also the one facing many difficulties in site clearance. Currently, the province is proposing the province for approval land prices to complete the compensation plan for the last 20 households in the project area. It is expected that the entire clearance for this project will be completed next May", said Mr. Le Van Tiep.
According to Mr. Tran Van Thanh, Deputy Director of the Provincial Construction Investment Project Management Board, for 2 key projects of Group A in Bien Hoa City, it is a project along the Cai river (the section from Ha Huy Giap street to Tran Quoc Toan street) and the central axis project of Bien Hoa City (section from Vo Thi Sau street to Dang Van Tron street), in order to shorten the time for implementation, a 2-investor policy with an investment plan will be applied. Specifically, unlike other projects, the implementation of site clearance and feasibility study report will be conducted in parallel. Therefore, instead of having to spend about 220 days for the Provincial Construction Investment Project Management Board to formulate and submit to the Provincial People's Committee for approval of the feasibility study report, then Bien Hoa City would perform the site clearance, these 2 tasks will be started at the same time.
