Continuing to strengthen environmental protection

Implementing and completing the 3 targets

According to the environmental protection plan in the province in 2020 issued by the Provincial People's Committee, Dong Nai will continue to focus on completing 3 targets in the field of environmental protection according to Resolution No.14-NQ/TU dated January 10, 2020 by the Provincial Party Executive Committee (course X) includes: rate of collection and treatment of all kinds of waste; rate of industrial parks with concentrated waste water treatment plants, and installation of automatic wastewater monitoring systems and coverage of trees and forests.

Specifically, for the target of collecting and treating waste, 100% of the medical wastes, hazardous wastes, non-hazardous industrial wastes and daily-life solid wastes is required to reach. In particular, for daily-life solid waste, the rate of disposal by landfilling must not exceed 15%. The second target is the percentage of industrial parks operating in areas with concentrated waste water treatment plant reaching the environmental standard of 100%. IP with stable sewage installed automatic wastewater monitoring system should reach 100%.

For the task of ensuring the coverage of trees and forest cover, the proposed target is to keep the forest cover of 52%, stabilizing the forest coverage rate to 29.76%.

According to the Department of Natural Resources and Environment, currently, most of the above targets have been fulfilled by Dong Nai. However, in order to enhance environmental protection, the province still aims to maintain the achieved targets and continue to achieve the unfulfilled targets.
Among the three basic groups of targets, there are currently two criteria that have not met the targets: the rate of hazardous waste collection and treatment and the rate of solid waste collection and treatment (both reaching 99% of the plan). For the target of forest cover, Dong Nai has reached the rate of 30.5%, exceeding the set target.

Regarding the criteria of daily-life solid waste treatment, in 2019, Dong Nai aimed to reduce the proportion of daily-life solid waste treated by landfill to below 30% of the total incurred volume of daily-life solid waste and it has been completed.

Mr. Tran Trong Toan, Director of the Department of Environmental Protection (Department of Natural Resources and Environment), said that in 2020, Dong Nai aims to continue reducing the rate of domestic waste processed by landfilling to less than 15%. To achieve this goal, Dong Nai will require the investor of the approved domestic waste treatment projects to accelerate the investment in the incinerator system and production line of compost to receive and dispose garbage.

 

Environmental protection of key areas

Urban areas, rural areas, and industrial zones and complexes have been identified by Dong Nai as key areas in environmental protection. These are also areas of special interest to implement environmental protection projects in the coming time.

Over the past time, Dong Nai has implemented drainage, wastewater collection and treatment projects in urban areas in the province such as Bien Hoa City, Long Khanh and Trang Bom, Long Thanh and Nhon Trach districts. Especially, in Bien Hoa City, the central urban area of the province, many drainage, wastewater collection and treatment projects have been implemented such as sub-project of WasteWater Treatment Station No. 1, Bien Hoa City (phase 1); Bien Hoa city drainage and wastewater treatment project (phase 1); and projects to prevent inundation of Chua stream, Ba Lua stream, Cau Quan stream; and Project on dredging San Mau stream, etc.

In rural areas, Dong Nai has also implemented a program of waste separation at source. Especially, for households in remote and isolated areas without waste collection routes, localities have instructed their people to classify and make use of recyclable waste by means of burning and composting as fertilizers or burying on family grounds. According to the Department of Natural Resources and Environment, the current volume of domestic waste in rural areas by people's self-treatment reaches more than 377 tons/ day.

Deputy Chairman of the provincial People's Committee Vo Van Chanh said that in 2020, the province will continue to direct localities to speed up the implementation of projects on storm water drainage, collection and treatment of urban wastewater in areas prone to floods. Implementation of projects to renovate canals, rivers and streams that have been heavily polluted, flowing through urban centers, concentrated population areas and projects on clean water and rural environmental sanitation are carried out; at the same time, the province also replicate models of environmental pollution treatment at hazardous waste generating points in agricultural production cooperatives in the direction of GAP; and strictly control the production and trading, use of pesticides and fertilizers.

As a locality with strong industrial production development, Dong Nai also gives special "priority" to environmental protection in industrial parks and clusters.

Deputy Director of the Department of Natural Resources and Environment Nguyen Ngoc Thuong said that at present, all 31 industrial parks operating in the province have built a centralized wastewater treatment system, ensuring the reception and treatment of wastewater for businesses. In 2020, the Department will coordinate with other sectors and localities to organize inspection and supervision of the construction and operation of centralized wastewater treatment systems of operating industrial parks. The province will strengthen inspection activities of collection and treatment of wastes generated from activities of enterprises in the industrial park. 

 

 

According to the environmental protection plan in the province in 2020, Dong Nai will implement 16 tasks and projects of environmental protection, including big projects such as environmental protection project in Dong Nai river basin in the province; projects to rescue environmental incidents, especially oil and toxic chemical spills; community awareness raising project about environmental protection, etc.
