According to calculations, currently with two approved projects, including: Cai riverbank project (from the intersection of Ha Huy Giap street, Quyet Thang ward to Tran Quoc Toan street, An Binh ward); Dong Nai river embankment, road and park construction project extends from Hoa An bridge to the border with Vinh Cuu district.
Along with that are two projects being researched to implement, which are the project of road, parks and some public construction along the West bank of Dong Nai river, from Hoa An bridge to Ghenh bridge, Buu Hoa ward and park construction long the Dong Nai river, from Hoa An bridge to the border with Binh Duong province in Hoa An and Tan Hanh wards project, thousands of households will have to relocate and hand over the ground to serve the implementation.
For example, two projects that have been approved for investment policy are the roads along the Cai river and the construction of embankments, roads and parks along the Dong Nai river, which is expected to have more than 800 households facing ground clearance.
In order to implement the projects, site clearance is the first mandatory task. Therefore, the calculation and arrangement of resettlement for affected people in the project areas are always prioritized in implementing by Dong Nai.
Chairman Cao Tien Dung said that the arrangement of resettlement for people is important and must be given priority when implementing the project. Resettlement areas must be invested synchronously in both technical and social infrastructure to ensure a better life for the people. In particular, for projects implemented in Bien Hoa City, the plan to relocate in place or areas near the old residence of the people should be given priority.
Vice Chairman of the People's Committee of Bien Hoa City, Huynh Tan Loc, said that in order to prepare the ground clearance for the projects, the city is currently planning and completing the procedures to build 7 resettlement areas. These are resettlement areas serving the arrangement of relocated households to implement key projects in the city in the near future.
Particularly for projects under study and proposal, the resettlement arrangement calculation will be conducted in parallel. Currently, Bien Hoa City People's Committee is also reviewing the land fund, including land funds in the project implementation areas to arrange resettlement on the spot for people.
Regenerating investment resources
The Cai riverside project is currently implemented under the public investment plan, the capital is taken from the auction of land use rights, the enterprise reorganization assistance fund and the provincial budget.
However, with the implemented capital amounting to thousands of billion dongs, the calculation to find more capital to invest in these projects is being considered by the authorities.
Director of the Department of Planning and Investment Ho Van Ha said that during the implementation of projects, it is necessary to carefully review the land fund. For areas within the residential projects that are less likely to be recovered for auction. In particular, when these projects are completed, the value of these land areas will be increased, so the auction of these land areas will bring capital to "re" invest in these projects themselves.
According to the leaders of the Provincial People's Committee, in order to have investment resources, the process of implementing projects must calculate the exploitation of land fund from the projects themselves. With the attraction of these projects, these land funds will be enhanced in value so this will be an important source of additional capital. Particularly for road projects, Bien Hoa City must also implement the planning for the land along the roads. Then, conduct auctions, build projects as planned. With this strategy, the state will have more revenue when investing in the implementation of projects, while ensuring the goal of embellishing and creating urban landscape space.
