The Quang Trung industrial cluster project is currently facing difficulties because there is no synchronization in establishing the industrial cluster and granting investment certificates. Specifically, the investment certificate was issued in 2009 for more than 31.3 hectares by the Provincial People's Committee to the investor Dai Dung Metallic Manufacture Construction and Trade Corporation. Meanwhile, the decision to establish a cluster, construction planning of 1/500 and decision to recover land of 79.8 hectares were decided. In addition, the project is also having trouble deciding whether or not to auction the land area for the factory's construction (land originating from a rubber production company).
After receiving opinions of the investor and related units, Provincial Party Secretary Nguyen Hong Linh requested the Provincial People's Committee to direct departments and sectors to review project documents, investment processes and regulations as a basis for adjusting investment certificates and extending project implementation in accordance with planning and relevant regulations. According to the Secretary of the Provincial Party Committee, investment in industrial clusters needs to closely follow the province's general policy, according to which the important issue is to relocate factories in residential areas and proactively prevent pollution in the future. Due to specific problems, investing in industrial cluster infrastructure also has certain difficulties, so there must be solutions and policies to support businesses and must be transparent for businesses to access and research.
