(News Portal – Dong Nai) - On the afternoon of December 18, the Prime Minister's working group led by Deputy Minister of Construction Nguyen Van Sinh worked with the Provincial People's Committee related to real estate and social housing projects. According to the report, implementing Resolution No. 33/NQ-CP dated March 11, 2023 of the Government on a number of solutions to solve and promote the real estate market to develop in a safe, legal, and sustainable way; and other related official dispatches, telegrams, decisions, directives, and directions, the Provincial People's Committee has issued many documents and requested departments, sectors and localities to participate and coordinate in implementing policies, tasks and solutions.
Up to now, Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, has been completed and is being finalized according to social criticism. The implementation of the Government's project of at least 1 million housing units, 11 investment policy documents with a scale of about 20 thousand apartments have been submitted to the Provincial People's Committee. Many of the contents guided by the working group in the previous working sessions and recommendations from businesses have been and are being resolved.
At the meeting, the Provincial People's Committee asked the Working Group to provide guidance on removing obstacles for state land allocation and land lease projects, procedures for changing land use purpose for investors who lease production land with annual payments to housing projects, as well as selecting investors to implement social housing projects from a land fund of 20% commercial housing.
In addition, departments and sectors of the province also have opinions on the regulations that investors must complete technical and social infrastructure for commercial housing projects to be granted land use rights certificates which is difficult for projects of hundreds of hectares; regulations can be applied to deposit investors. Later, if the investor does not comply, the state will take money from this fund to do so. Adjusting the local planning of commercial housing projects must recalculate the adjusted land value while in the past 2 years, very few businesses in the province have participated in land valuation consulting. Removing the 20% commercial housing incentive in social housing projects makes attracting investment more difficult.

In addition, the Provincial People's Committee also asked for opinions from the Government's working group on specific projects such as: Phuoc An new urban area in Nhon Trach district; adjusted investment policy and approved investors for the Nhon Trach Industrial Park worker housing project in Nhon Trach district.
Working Group Leader Nguyen Van Sinh highly appreciated the province's multiple documents implementing Resolution 33 of the Government, as well as the proactively work with ministries and departments to remove obstacles for housing projects in the province.
Mr. Nguyen Van Sinh requested the Provincial People's Committee to pay attention to making effective construction planning, land use planning, and zoning planning at the district level. Effectively implement the 5-year and annual housing development program, paying special attention to calling for investment in social housing projects for people and workers. Proactively working to remove difficulties for real estate projects.
