Enhance IT application
First of all, the city focuses on promoting the application of IT in epidemic prevention and control.
According to Mr. Ho Van Nam, Secretary of the Party Committee of Long Khanh, in order to create the consensus of the whole people in disease prevention and control, the city has launched mass propaganda and mobilization; At the same time, promote support for organizations and individuals to install and use applications in epidemic prevention and control such as: Electronic health book, PC-Covid, creating and pasting QR codes, etc.
As a result, by December 9, the city has nearly 35,200 QR code generating points; nearly 92,500 people installed the PC-Covid application in their smartphones, reaching 78% of the total number of smartphone users; nearly 1.3 million QR code scans. Along with that, there were nearly 96,700 times of installing the of the Electronic Health Book application; 100% of reflections on adjusting personal information on the electronic health book application of people are received and handled in a timely manner. Long Khanh City excellently won the second prize in the province's launch of an IT application emulation to serve the prevention and control of the Covid-19 epidemic.
Thanks to the promotion of IT application and many other synchronous solutions, Long Khanh is a locality that has been transformed into a new normal in green areas and applied Directive No. 19/CT-UBND dated October 8, 2021 of the Provincial People's Committee on the implementation of anti-epidemic measures and step-by-step restoration of socio-economic development in the province at the earliest in the province.
Together with promoting the application of IT in the prevention and control of the Covid-19 epidemic, last year, Long Khanh City also focused on applying IT in the activities of the Party and State agencies, contributing to administrative reform to improve the public works efficiency.
In particular, the city focuses on improving the quality and efficiency of meetings and conferences and has shifted most of the meetings from offline to online mode. Typically, recently, before the Regular Meeting at the end of 2021, the 10th Provincial People's Council and the 4th City People's Council, Long Khanh City actively organized contact with voters in the form of online.
In addition, the use of digital signatures, sending and receiving documents, operating work in the network environment in the city is also highly effective, ensuring information security. Up to now, 100% of agencies, units, wards and communes in the city have applied digital certificates and specialized digital signatures on Egov document management software. The city also maintains and improves the Quality Management System according to the national standard TCVN ISO 9001:2015.
According to the People's Committee of Long Khanh City, thanks to the promotion of IT application, focusing on improving the efficiency of the "one-stop" and "modern one-stop shop" models, the reform and control of administrative procedures continues to gain positive changes in the direction of publicity and transparency, gradually overcoming the cumbersome and unreasonable. Accordingly, 100% of administrative procedures are received and resolved at the area of receiving and returning results and configured on the electronic one-stop software system; 40% of administrative procedures at levels 3 and 4 have been received and resolved online. The city's on-time settlement rate in 2021 will reach 99.9%.
Focus on digital transformation
Talking about efforts to promote IT application to build digital government, it is impossible not to mention the steps and effectiveness from the effort of operating the Smart City Operation Center and providing Long Khanh Smart application on mobile devices. As a result, up to now, more than 1,000 people's feedbacks have been received and processed in various fields of social life, which are satisfied by the people; Nearly 12,000 people have installed the Long Khanh Smart application.
Mr. Pham Huynh Tri, a resident of Xuan Binh Ward, said that he once sent a report about a water pipe leak causing environmental pollution through the Long Khanh Smart application. After the complaint, there were officials come to handle and overcome within the day. "I find this application very good, practical, serving people well," added Mr. Tri.
Recently, at the opening ceremony of the 5G network in Dong Nai, the Smart City Operation Center of Long Khanh City was also officially put into operation after months of testing. In particular, the center will manage many areas such as traffic control, public security, emergency response, information security monitoring, database integration, question and answer.
