After many postpones, component project 1A, Tan Van - Nhon Trach section of the Ring Road 3 - Ho Chi Minh City project has been "decided" the time of starting the construction by the competent agencies
Start the project in the first quarter of 2022
Component 1A project, section Tan Van - Nhon Trach (phase 1) has a length of 8.75 km, extending from provincial road 25B to Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The first point intersects with provincial road 25B in the territory of Nhon Trach District and the other end intersects with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway in Thu Duc City (Ho Chi Minh City). In which, the section passing through the province has a length of 6.3km.
The project is built on a plain grade III road with a design speed of 80km per hour. Total investment is more than VND5,300 billion, including ODA loans from the Korean Government through the Korea Economic Development Co-operation Fund (EDCF) and counterpart capital of the Government of Vietnam.
Mr. Diep Bao Tuan, Deputy Director of the My Thuan Project Management Board, Ministry of Transport said that in February 2021, the My Thuan Project Management Board, Ministry of Transport signed a consulting contract on Technical design and bidding support with Pyunghwa Engineering Consultant Ltd (Korea). After that, the My Thuan Project Management Board also sent a document to the Ministry of Transport about consulting with the sponsor to speed up the processing of bidding works for component 1A project in order to speed up the process to soon start this project at the end of 2021.
However, due to the objective influence of the Covid-19 epidemic situation, the application submission process took a long time. Along with that, because project 1A is an ODA project funded by the Korean Government (through EDCF), it needs synchronous coordination from both the Ministry of Transport and the EDCF sponsor to meet the schedule as planned. In which, the bidding process has many steps that must be approved by the EDCF sponsor before the Ministry of Transport approves such as bidding documents for construction and installation, supervision consultant; shortlist of supervision consultants; results of evaluation of technical proposals for construction and installation, supervision consultancy; draft construction and installation contract, supervision consultant, etc. Therefore, the time to start the project at the end of 2021 could not be implemented.
According to Mr. Diep Bao Tuan, the project's documents and procedures have now entered the final stage. Specifically, the My Thuan Project Management Board is currently evaluating bidding documents and selecting a supervision consultant. As for the bidding for selection of construction and installation contractors, in December 2021, bidding documents will be issued. “According to regulations, for international bidding, the completion time takes about 2 months. Therefore, around the end of February, or the beginning of March it will be completed. With the above reason, the My Thuan Project Management Board is expected to start the project in March 2022," said Mr. Diep Bao Tuan.
Soon to complete the site clearance
According to the implementation plan of the component 1A project, the site clearance will be carried out by the localities for the section of the route passing through the area. To build 6.3km of project 1A passing through the province, Dong Nai will have to recover more than 49ha of land with 457 households in the affected area (378 households with land acquired and 79 households having property on land). All this land area belongs to 2 communes of Long Tan and Phu Thanh, Nhon Trach District. The total capital required for site clearance is more than VND650 billion.
Mr. Nguyen Huu Thanh, Vice Chairman of the People's Committee of Ho Chi Minh City, said that up to now, the People's Committee of Ho Chi Minh City has publicly implemented the compensation and support plan for all households in the project area.
According to the plan, the funding for compensation and site clearance of project 1A will be taken from the land use revenue of more than VND634 billion from the residential project owned by Freeland JSC (covering an area of 125 hectares). Thus, the project's compensation and support funding is currently about VND16 billion. Up to now, Freeland Joint Stock Company has paid nearly VND185 billion for land use.
In order to speed up the implementation of site clearance, the People's Committee of Ho Chi Minh City also proposed the Dong Nai Provincial People's Committee and the Department of Finance to consider giving the locality an advance of VND563 billion to pay for the households.
Deputy Director of the Department of Planning and Investment Vo Hoang Phuong said that in the past, Dong Nai planned to include the compensation and site clearance sub-project of Project 1A in the list of public investment projects using public investment capital from the central government in the period 2021-2025. However, with the current progress, the implementation towards public investment will take a lot of time. Therefore, the Department of Planning and Investment has proposed to follow the direction of the Provincial People's Committee to advance capital for Nhon Trach District to pay compensation, support and site clearance according to the Resolution of the Provincial People's Council (Resolution No. 24 approved by the People's Council of the People's Council of the province), Term IX, 18th session approved on December 4, 2020 approving the list of land acquisition projects, cases of changing land use purpose for rice land, protective forest land and other projects having adjustment of location and size in 2021 in Dong Nai Province). "If implemented according to the Resolution of the Provincial People's Council, it will help reduce time pressure on the site clearance of the project," said Mr. Vo Hoang Phuong.
According to Vice Chairman of the Provincial People's Committee Vo Tan Duc, Dong Nai Province is excited to see the Ring Road 3-HCMC project to be implemented quickly. Because this is a project that not only helps the development of the whole Dong Nai region in general, but also helps Nhon Trach District to develop faster. To speed up the project, Vice Chairman of the Provincial People's Committee Vo Tan Duc agreed with the plan to implement the compensation and site clearance sub-project of Project 1A in the form of implementing the resolution of the Provincial People's Council. In terms of capital, it will be advanced to the People's Committee of Nhon Trach District from the capital of the provincial land development fund. The Department of Planning and Investment cooperates with the Department of Finance to advise the Party Committee of the Provincial People's Committee to report to the Standing Board of the Provincial Party Committee to carry out the procedures in accordance with regulations. The People's Committee of Nhon Trach District soon has a report on the capital advance for the Provincial People's Committee to handle, the fastest capital advance for the locality to implement the project.
