The Ministry of Labour, Invalids and Social Affairs has just issued the Implementation Plan of the Scheme to renew the implementation of the one-stop-shop mechanism in handling administrative procedures at the Ministry of Labour, Invalids and Social Affairs.

The plan clearly defines, the overall goal is to improve service quality, increase labor productivity, contribute to building a digital government, digital economy, and digital society through the reception and settlement of administrative procedures in the field of labor, people with meritorious services, and society in a direction that is independent of administrative boundaries, associated with digitization and use of results of digitization of records, papers, and results of administrative procedures.

Accordingly, the Ministry of Labour, Invalids and Social Affairs strives to complete the digitization of the valid administrative procedure settlement results by 2021, reach at least 40% of the results falling under the Ministry's jurisdiction to ensure the connection and sharing of data in solving administrative problems in the electronic environment.

The Ministry sets a goal by 2022, to complete the digitization of the valid administrative procedure settlement results under the Ministry's handling authority to ensure the connection and sharing of data in the settlement of administrative procedures in the electronic environment. At least 30% of people and businesses when performing administrative procedures are not required to re-provide accepted information, papers and documents upon successful implementation of administrative procedures (previous) that the competent agency has been being managed or such information, papers and documents are readily shared by other state agencies and meet the requirements (except for papers with limited shelf life as prescribed). Reduce the waiting time of people and businesses at the One-Stop Department to an average of 30 minutes per transaction.

The ministry also sets specific targets for the period of 2023-2025, which will increase the rate of digitization, digital signature and electronic storage of records, papers and results of administrative procedure settlement that have been successfully resolved each year 20% until 100% rate. The percentage of people performing online public services and performing administrative procedures in the electronic environment is at least 50% of the total number of dossiers received.

Along with that, at least 80% or more of administrative complaint settlement dossiers are circulated internally among competent settlement units or related units by electronic method; 100% of administrative procedures successfully resolved are digitized, stored and reused. The Ministry strives to increase the average labor productivity in solving administrative procedures through promoting the application of information technology, and socializing a number of jobs in the process of guiding the receipt and settlement of administrative procedures. At the same time, it is determined that by 2025, the satisfaction level of organizations and individuals with the quality of public service provision will reach at least 95%.
