The relevant units and localities are "racing" to remove the biggest obstacles during the implementation of project 1A, the Tan Van-Nhon Trach section of the Ring Road 3 project to ensure start-up progress.
The 16.3km long of My Phuoc-Tan Van section is the only one of
the 4 sections of the Ring Road 3 project that has been invested, built and put
into use.
Calculating capital sources for site clearance
The Ring Road 3 project was approved by the Prime Minister in 2011 and adjusted since 2013. According to the plan, Ring Road 3 was divided into 4 sections with a total length of 89.3km. Up to now, the section My Phuoc - Tan Van (16.3km long) has been completed and put into use by Binh Duong province. For the remaining sections, even though the investment policy has been approved for 10 years, it has not yet been implemented. The main reason for the delay in the construction of Ring Road 3 mainly comes from the lack of capital to carry out the site clearance work.
Due to the slow implementation of the investment compared to the plan, at the end of 2020, the Prime Minister assigned the Ministry of Traffic and Transport to prepare a pre-feasibility study, reported to the National Assembly for decision on investment policy and implement investment for the remaining sections of the project. In order to be suitable for the management and mobilization of capital, at present, the project will be divided into component projects including 1A, 1B, 2 (section 1); 3 (section 3) and 4 (section 4). For Dong Nai, after being separated, the Ring Road 3 project has 2 component projects that will be implemented in the area, including component project 1A and segment 2A of component project 2.
Currently, component 1A project has been approved by the Ministry of Traffic and Transport with a pre-feasibility report with a total investment of about 5.3 trillion VND, using ODA loans from the Korean government and counterpart funds.
Project 1A has a length of 8.75 km, extending from provincial road 25B to Ho Chi Minh City - Long Thanh - Dau Giay highway. The first point intersects with provincial road 25B in the territory of Nhon Trach district and the end point intersects with the highway Ho Chi Minh City - Long Thanh - Dau Giay in Thu Duc city (HCMC). In which, the section passing through the province has a length of 6.3km.
According to the People's Committee of Nhon Trach district, project 1A passes through the areas of 2 communes Long Tan and Phu Thach, the land area to be recovered to serve the construction of the project is more than 49 hectares with 457 households located in the affected area (378 households have land acquired and 79 households have assets in the land). Up to now, the People's Committee of Nhon Trach district has announced the compensation and support plan for 381 households. For the remaining households, the locality is also speeding up the implementation of procedures to complete the compensation and support plan.
In April 2021, at a meeting with the My Thuan Project Management Board, the unit assigned to manage the project by the Ministry of Traffic and Transport, the Provincial People's Committee said that the funding for site clearance for the project Project 1A was more than 1 trillion VND. However, at present, when applying the price, the cost of site clearance for project 1A was only more than 650 billion VND.
Explaining the reduction of more than 350 billion VND in site clearance costs for project 1A, Mr Nguyen Huu Thanh, Vice Chairman of the People's Committee of Nhon Trach district said that before, when the price was not applied, the Development Center of land fund in Nhon Trach district calculated the reserve budget including compensation and support money (1.5 times for job change for households directly engaged in agricultural production), the estimated cost was more than 1,000 billion dong. However, at the present, when applying the official price, the area of agricultural land in the project area was much reduced, leading to a reduction in the cost of site clearance for the project and is a low level, it was more than 650 billion VND.
"Race" to ensure the progress of construction
Mr Tran Van Thi, Director of the My Thuan Project Management Board said that the component project 1A, section Tan Van - Nhon Trach belonged to the Ring Road 3 project expected to start construction in the third quarter of 2021.
In February 2021, the My Thuan Project Management Board signed a contract of technical design consultancy and bidding support with Pyunghwa Engineering Consultant Ltd (Korea). Recently, the consulting unit has carried out survey and design work. “It is expected that the consulting unit will complete the entire design work in June 2021. After that, the My Thuan Project Management Board will submit the design, cost estimate and bidding documents for construction and installation for approval. Bidding packages for construction and installation, consultancy and supervision are expected to be invited to bid in the third quarter of 2021 and the project will be started at the end of the third quarter or the fourth quarter of 2021,” said Mr Tran Van Thi.
To ensure the start-up time of the project, Mr Tran Van Thi also suggested that Dong Nai and Ho Chi Minh City allocate capital for site clearance to meet the set schedule.
For Dong Nai, according to the plan, the capital source for the site clearance of the project will be taken from the land use fee of the residential project by the Freeland Joint Stock Company in the area of Nhon Trach district. Currently, this enterprise has paid nearly 185 billion dong of land use levy, so the capital source for site clearance of project 1A is now about 110 billion dong (60% of the total land use fee paid by JSC Freeland handled). Therefore, the capital source for site clearance is still short of more than 540 billion VND.
To ensure the project progress, Vice Chairman of the Provincial People's Committee Vo Tan Duc asked the provincial authorities to summarize the regulations and send to the Provincial People's Committee for the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee and the Provincial People's Council on the policy of using budget funds to carry out the site clearance work. Particularly, the People's Committee of Nhon Trach district continues to speed up the site clearance work of the project.
