Dong Nai quickly hands over land for Long Thanh Airport Project

To fulfill its commitment to the Government, Dong Nai is speeding up the process of handing over the land of the Long Thanh International Airport (airport) project phase 1 to the investor.

To meet the land handover schedule, from the beginning of 2022, Long Thanh District People's Committee has focused on land acquisition, compensation, support and resettlement for the Long Thanh Airport project. With the areas that have completed the compensation and support work, the residents have been relocated, and the locality has also quickly handed over the land to the relevant units.

 

Handing over hundreds of hectares of land, removing the status of "mixed area".

Dong Nai has to carry out the work of land acquisition and site clearance for an area of ​​nearly 5,000 hectares to serve the construction investment project of Long Thanh Airport. Of these, an area of ​​2,532ha (including 1,810ha for airport construction and 722ha for land reserve area), serving the construction of Long Thanh Airport phase 1, the province must be complete and hand over in May 2022 at the request of the Government.

 

In March - 2022, the Long Thanh District People's Committee has handed over to the Southern Airport Authority and the Airports Corporation of Vietnam (ACV) nearly 650ha of land in the Long Thanh Airport project area phase 1.

Next, in April and early May - 2022, Long Thanh District People's Committee continues to hand over land to the two above-mentioned units with more than 140ha of land in the area of ​​Long Thanh Airport project phase 1. Therefore, within the past 2 months, Long Thanh District has handed over to relevant units an area of ​​​​nearly 800 hectares of land in the area of ​​​​Long Thanh Airport project phase 1.

 

Mr. Le Van Tiep, Chairman of the People's Committee of Long Thanh District said that the land area for handover in April and early May is not large. However, these are the "leopard skin" and "mixed area" land in the project area.

 

According to Mr. Le Van Tiep, in the past, one of the biggest difficulties in land acquisition, compensation, support and resettlement for the Long Thanh Airport project was the handling of policies for cases of "unofficial transaction" land. Since the end of March, when the Provincial People's Committee officially issued guidelines for handling policies for these cases, compensation and support work has been smoother. Thanks to that, the process of settling backlogged documents is also accelerated.

ACV representative said that one of the difficulties, affecting the previous construction work was the situation of the handover site being "leopard skin", "mixed area". Therefore, with the local efforts to hand over more of these premises, the construction has been more convenient.

"Rush" in the progress

At the request of the Government, in May 2022, Dong Nai Province must complete the handover of the entire 2,532ha area of ​​​​Long Thanh Airport project phase 1.

 

Currently, Long Thanh District has handed over to related units a land area of ​​2,243ha out of a total of 2,532ha, reaching more than 88% of the land area to be handed over to the construction investment project of Long Thanh Airport in the phase 1. The remaining land area in Dong Nai that needs to be handed over to fulfill its commitment is 289ha.

 

According to Long Thanh District People's Committee, for the remaining cases in the area of ​​2,532ha, currently most of the cases have completed the documents and procedures, approved the compensation and support plan and will make the payment to the local people in the coming days.

 

Currently, 183 other cases are also being applied by the Long Thanh District Land Development Center, making compensation and support plans. For these cases, Long Thanh District is expected to approve the plan and pay compensation and support before May 20, 2022. “After approving and publicizing the compensation and support plan, Long Thanh District will collect people's opinions on shortening the time for public listing. If consensus is reached, people sign a written agreement, the locality will make payments to people soon so that people can relocate and hand over the premises "- Mr. Le Van Tiep said.

 

Particularly for 161 cases where the documents have not been completed, the Long Thanh District People's Committee has also asked the District Land Development Center to focus on completing the documents to apply prices, prepare compensation and support plans. For these cases, it is expected that before May 20, 2022 the compensation and support plan will be approved.

 

According to Long Thanh District People's Committee, in order to meet the requirements of the very urgent progress in site clearance, the relevant units of the district have concentrated their maximum human resources to carry out the work. During the holidays of April 30 and May 1, 2022 most units have also worked through the holidays. Currently, these units are also working until 9pm every day to complete the procedures and documents, thereby making the payment of compensation and support to the people in the project area in the soonest time.
