Environmental issues must be ensured when investing in Industrial Cluster infrastructure

Dong Nai has 27 Industrial Clusters (ICs) that have been built and planned with an area of ​​1,496ha. Most of the planned ICs are still in the process of finding investors or site clearance, and the progress of IC infrastructure development is still slow.

In addition, although some clusters have not been completed, many secondary enterprises have invested in production factories, which also leads to the risk of environmental pollution in the surrounding area.

 

Despite of many operational businesses, some Industrial Clusters still do not have an environmental protection system

In addition to the slow implementation of industrial infrastructure construction, another existing problem is that the environmental protection of Industrial Zones in the province is still limited due to the lack of technical infrastructure planning for environmental protection.

 

Thanh Phu Industrial Cluster in Thien Tan Commune, Vinh Cuu District has an area of ​​more than 96.6 hectares. This cluster currently has 42 operating enterprises, filling an area of ​​73.3ha/76.9ha of industrial land for lease, reaching the occupancy rate of 95.3%. The problem is that this cluster, although many businesses have come into operation, the Industrial Cluster has not yet been invested in an environmental protection system.

Similarly, Ho Nai 3 Industrial Cluster has an area of ​​​​nearly 54ha, invested by the People's Committee of Trang Bom District. The orientation of this Industrial Cluster is to attract construction materials industries (brick and tile, fresh concrete, precast concrete structures...); wood processing, production of plastic products (not recycled). In addition, it also attracts fertilizer production and packaging industries (fertilizer with simple production stages: grinding, mixing, packing soil mixture, peat, coco coir, transportation materials, etc.) transported from another location.

 

Ho Nai 3 Industrial Cluster has basically completed the infrastructure investment and put it into use at the end of 2006 with a total investment of about VND18.28 billion. Currently, there are 24 projects operating in the cluster, but there is still no centralized wastewater treatment system.

 

Doc 47 Industrial Cluster, located in Bien Hoa City with an area of ​​88ha, there are currently 27 operating enterprises, but the technical infrastructure of the Cluster has not been built and the establishment decision has not been approved according to regulations.

 

Do not attract projects into some Industrial Clusters when the environment protection requirements are not guaranteed

The reason for the slow implementation of environmental protection items is said to be that some Industrial Clusters were formed on the basis of zoning the areas where many existing operating facilities exist. After these clusters were established, it was very difficult to plan investment in infrastructure for collecting, treating and draining rainwater. Investment in treatment and collection systems of the whole Industrial Clusters is also very limited, besides the risk of wastewater pollution, there is also pollution of solid waste and industrial emissions.

 

Faced with this fact, after the meeting on March 10 on the progress of Industrial Clusters implementation, on March 31, Dong Nai sent a written notice of the conclusion of Vice Chairperson of the Provincial People's Committee Nguyen Thi Hoang on a number of contents. In which, for Industrial Clusters that have not completed the investment in technical infrastructure for environmental protection such as: Ho Nai 3, Doc 47, Thanh Phu - Thien Tan, etc. are not allowed to accept new investment projects or expanding the existing operational projects. The localities and the investor of a number of related Industrial Clusters, which still have businesses that owe money to invest in infrastructure, urgently urge these enterprises to fulfill their obligations. Funds collected will continue to be reinvested in technical systems for Industrial Clusters.
