On December 21, the Standing Committee of the Steering Committee for Reviewing the Implementation of Resolution No. 19-NQ/TW of the XI Central Executive Committee worked with the Dong Nai Provincial Party Committee about 10 years of implementing the Resolution to understand the advantages and disadvantages of the Party. advantages, difficulties and obstacles in the implementation of the provisions of the law related to land in the province.

According to the province's report, in the past 7 years, Dong Nai has allocated, leased, and changed land use purposes in about 708 cases with an area of nearly 6,000 hectares. The allocation and lease of land in Dong Nai in the past time has been done through auction of land use rights or through the approval of investment policies for investors. Up to now, the province has not implemented land allocation or land lease in case of bidding for projects using land.
By the end of 2020, Dong Nai has successfully auctioned 57 land plots and the winning amount of more than VND10.3 trillion is used to invest in important infrastructure projects, promoting socio-economic development of the locality. Regarding compensation for site clearance, there are still complaints of people mainly because the land price for compensation is lower than the market price.
At the meeting, Chairman of the Provincial People's Committee Cao Tien Dung proposed, Dong Nai has many inefficient rice production areas, if it is converted to industrial land, it will be many times more effective, but currently, it is difficult to meet the planning criteria for the conversion. The province proposed to the central government for Dong Nai to retain the planned areas to strictly protect rice land, and allow the rest to be converted for economic development. At the same time, it is suggested that the Central Government remove the land price list, all real estate transactions should be put through the exchange, so that it can limit the situation of subdivision and sale of plots.

According to the assessment of Deputy Minister of Natural Resources and Environment Le Minh Ngan, although the management and use of land in the province still faces some obstacles and difficulties, Dong Nai is a locality that has performed quite well the planning and use of land, cadastral mapping management, and promptly handle violations of land use. However, in order to manage land more effectively, the province should quickly complete the district-level land use plan for the period of 2021-2030.
The mission acknowledged the efforts and results achieved by Dong Nai in the past 10 years and noted the province's suggestions and contributions to the draft 10-year summary report on the implementation of Resolution 19 of the Central Executive Committee, Term XI.
Through working with Dong Nai province, Head of the Central Economic Commission Tran Tuan Anh said that Dong Nai's experience in land management is the basis for the delegation to know, synthesize, and submit comments to the Politburo and Central Executive Committee to prepare for the summary conference according to the plan. Thereby, the delegation will propose the Central Government to issue the guidelines, orientations and solutions in the new period, with the goal of ensuring that land resources are used effectively, sustainably and really is one of an important resource to promote socio-economic development faster, contributing to realizing the goal of turning our country into a high-income developed country by 2045.

Participating in comments at the online conference, representatives of southern provinces and cities all said that in the process of local land use management, there were obstacles, causing difficulties in socio-economic development. In which, many opinions say that land is related to most fields, so it is necessary to take land use planning as the center to implement other plans.
However, after many years of implementation, the Land Law of 2013 and a number of related laws have arisen some limitations, which are no longer suitable with the development conditions of the provinces and cities. Therefore, localities proposed to the central government to amend and supplement the Land Law and related laws soon to avoid overlapping and increase efficiency in land management and use. The central government should expand the land period so that people can accumulate land and produce production in the direction of goods, the conversion of rice land under 200 hectares within the limit should be left to the Provincial People's Council to decide to reduce procedures, time, and implementing the projects that contribute to economic development quickly. At the same time, allowing localities to implement both land-use right auctions and project bidding, etc.

Noting the comments of provinces and cities, Head of the Central Economic Commission Tran Tuan Anh assessed that localities have reached a lot of consensus on decentralization of land use along with close supervision of the land use, creating a favorable environment to attract investment in projects for economic development. However, localities need to pay attention to solving existing problems and limitations related to the land of agricultural and forestry farms, and land acquisition. The opinions of the provinces and cities will be the basis for the competent agencies to analyze and clarify each issue, report to the Politburo to prepare for the conclusion of Resolution No. 19 and prepare for the formulation of a new and comprehensive resolution, meeting the needs of localities, creating favorable conditions for provinces and cities to develop stably and sustainably.
