Approval of the Task to Develop Planning for Bien Hoa Airport

(News Portal – Dong Nai) - The Ministry of Transport has issued a decision approving the task of developing the planning for Bien Hoa Airport for the period 2021-2030, with a vision to 2050.

Accordingly, the planning study will cover the existing boundaries of Bien Hoa Airport and its surrounding areas.

The purpose of the planning is to maximize the efficient use of the existing infrastructure of Bien Hoa Airport for dual-use, meeting transportation demands while ensuring national defense, security, and safe operations. The planning will allocate space appropriately to ensure the development of Bien Hoa Airport in line with the demand for air transport and the direction laid out in the National Master Plan for Developing the Airport System for the 2021-2030 period, with a vision to 2050. It will also propose a suitable investment roadmap.

At the same time, the planning must comply with national civil aviation standards, military airport standards, and the standards and recommendations of the International Civil Aviation Organization (ICAO) to ensure the feasibility of the plan. The main content of the planning task includes: surveying, investigating, and collecting necessary data for the planning process; forecasting air transport demand; planning airspace, flight routes, and flight procedures to serve airport operations; evaluating the capacity and planning options for the airport, including both airfield and ground facilities, as well as other related matters; studying the layout of facilities to meet future operational needs, in line with the approved National Master Plan for Developing the Airport System for the 2021-2030 period, with a vision to 2050. The plan will also define the nature, role, and scale of the airport, along with basic land-use indicators for the planning period and technical infrastructure; identify environmental protection requirements and other criteria in line with the airport's development goals; and build a planning database. The planning duration is 120 days, excluding the time for assessment and approval. The Ministry of Transport is the organizing body for the planning, while the Civil Aviation Authority of Vietnam is responsible for developing the plan. The Dong Nai Provincial People's Committee will sponsor the planning product.

The Ministry of Transport has also tasked the Civil Aviation Authority of Vietnam with taking the lead in receiving feedback and finalizing the plan based on the assessment results from the Planning and Investment Department.​

Previously, the Provincial People's Committee assigned relevant units to determine the area to be allocated for research to upgrade Bien Hoa Airport into a dual-use airport, with a projected capacity of 5 million passengers per year. Bien Hoa Airport currently covers about 967 hectares, with approximately 50 hectares available for planning the civil aviation area.
