Developing a Vocational Training Proposal to Support Long Thanh Airport

(News Portal – Dong Nai) - On the morning of September 23, Vice Chairman of the Provincial People's Committee Nguyen Son Hung chaired a working session with Dong Nai College of High Technology and relevant departments and agencies regarding vocational training and the proposal for high-quality human resources to serve Long Thanh International Airport and surrounding areas.

At the session, relevant departments and agencies reported that vocational training in the province has met the labor demand. As of September 2024, the percentage of the workforce that has undergone vocational training has exceeded 68%.

According to the Department of Labor, Invalids, and Social Affairs (DoLISA), a draft proposal titled "Training Personnel for Long Thanh International Airport and Surrounding Areas (2024-2026), with Orientation to 2030" has been completed and is currently being reviewed by related departments, industries, and localities. The proposal is expected to be submitted to the Provincial People's Committee by the end of September 2024 for consideration and then reported to the Provincial Standing Committee. A notable aspect of the proposal is a policy to support vocational training for the children of residents who have given up their land for the construction of Long Thanh Airport. Previously, residents were only provided financial assistance for short-term vocational courses, but under this proposal, they will receive more substantial financial support for attending technical schools and college-level vocational training.

Representatives from Long Thanh College of High Technology and other relevant departments also highlighted several challenges in vocational training, particularly for Long Thanh International Airport. The primary issue is a shortage of teachers, coupled with difficulties in establishing technical standards and pricing for vocational training programs, as there are no specific guidelines from the Ministry of Labor, Invalids, and Social Affairs. Additionally, the process of directing students into appropriate career paths after high school remains ineffective.

Mr. Huynh Thanh Binh, Chairman of the Provincial Inspection Committee, suggested several solutions to address these challenges. He emphasized that Dong Nai College of High Technology and other vocational training institutions in the province should proactively engage with industrial park investors, especially those in newly established industrial zones, to better understand labor demands and tailor their training programs accordingly. He also encouraged collaboration with schools in Ho Chi Minh City for vocational training. To resolve funding issues, schools should take the initiative in establishing economic and technical standards and pricing for vocational training programs. Based on this, the provincial DoLISA can adjust and establish appropriate training standards.

In his concluding remarks, Vice Chairman of the Provincial People's Committee Nguyen Son Hung noted that Dong Nai College of High Technology currently operates nearly 100 classes offering general education (high school program in the continuing education system). However, the school lacks a management officer for this segment despite its large scale. Therefore, he requested that the Department of Home Affairs advise the Provincial People's Committee on reinforcing the school's personnel, including appointing a Vice Principal to oversee general education. He also suggested that the school propose policies to support students in preparing for the national high school graduation exam to improve its success rate. Moreover, he emphasized the importance of enhancing the accountability of school leaders.

Regarding the DoLISA, the Vice Chairman urged the department to finalize the draft proposal within the stipulated timeframe. The proposal should include policies to support vocational training for Dong Nai residents, particularly the children of families who have given up land for socio-economic and defense-related development projects.

Vice Chairman Nguyen Sơn Hùng also requested that Dong Nai Radio and Television, Dong Nai Newspaper, and relevant departments and schools continue to strengthen communication efforts to shift perceptions about career pathways for students after lower secondary education.
