(News Portal – Dong Nai) - On the morning of September 24, Prime Minister Pham Minh Chinh worked with the Standing Committee of the Dong Nai Provincial Party Committee to review the socio-economic, defense, and security situation over the first nine months of 2024 and to discuss key tasks for the remaining months. Attending the meeting were leaders from various ministries and sectors. The provincial leadership included: Provincial Party Secretary Nguyen Hong Linh, Permanent Deputy Secretary Ho Thanh Son, Deputy Secretary Quan Minh Cuong, Chairman of the Provincial People's Committee Vo Tan Duc, and Chairman of the Provincial People's Council Thai Bao.

At the meeting, Prime Minister Pham Minh Chinh praised Dong Nai's significant efforts to achieve and exceed economic development goals despite widespread difficulties. He emphasized the importance of the province's role in regional and national development, urging Dong Nai to make even greater contributions. The province must aim higher, striving to become a civilized, modern province with rapid, sustainable growth, and rank among the top in the country.
Major Contributions to the National Budget
In the first nine months of 2024, industrial production in Dong Nai continued to recover and grow, export markets remained favorable, and domestic product consumption was stable. The industrial production index grew by nearly 7.4% compared to the same period in 2023, a significantly higher increase than the previous year. Commercial and service activities continued to expand, and the prices of essential goods remained relatively stable. Over the past nine months, the province welcomed more than 2.4 million visitors, a 19% increase, and tourism revenue exceeded 1.6 trillion VND, up 32.4% from the previous year. Agricultural, forestry, and fishery production remained stable.
The estimated total state budget revenue for the first nine months of 2024 was approximately 43.7 trillion VND, reaching 78% of the provincial target and up 11% year-over-year. Total domestic investment capital for the same period exceeded 42.1 trillion VND, five times higher than the same period in 2023. Foreign direct investment (FDI) reached nearly 1.1 billion USD, a 34% increase compared to the previous year. This contributed to job creation for many workers. From the beginning of 2024 to September, the province created jobs for over 75,000 people, achieving 95% of the annual target and up 22.8% compared to the same period in 2023.
Regarding public investment disbursement in 2024, the total budget capital for the year was over 20.4 trillion VND. By the end of August 2024, more than 7.2 trillion VND had been disbursed, reaching over 35.4% of the plan. Central budget capital amounted to over 2.5 trillion VND, with over 843 billion VND disbursed, reaching more than 33.6% of the plan. The central budget reserve plan was over 3.2 trillion VND, with nearly 1.7 trillion VND disbursed, reaching close to 52.5%.
The province implemented key targets, tasks, and solutions outlined in the Resolution of Dong Nai's 11th Provincial Party Congress (2021-2025). Of the 29 socio-economic and defense-security development targets for the 2021-2025 period, two targets have exceeded the resolution's goals: the number of communes meeting the new model rural standards and the number of districts completing advanced new rural development. The remaining 25 targets have all been met.

Staying Grounded in Reality
Prime Minister Pham Minh Chinh commended Dong Nai for its significant achievements in 2024 and since the beginning of the 2021-2025 term, despite facing substantial challenges, including the ongoing effects of the Covid-19 pandemic. The province has excelled in land clearance, particularly for the Long Thành airport project. Domestic investment attraction in the first nine months of 2024 was five times higher than the same period last year, and FDI attraction has been strong, demonstrating Dong Nai's effective mobilization of social resources for production development.
Overall, since the beginning of the year, Dong Nai has made crucial contributions to the province's socio-economic development and the Government's broader goals. However, the province must recognize several challenges: while economic growth is high, it is not yet truly sustainable and does not fully match its potential. Greater efforts are needed to increase industrial growth, attract more high-quality FDI projects, and improve administrative reforms to enhance governance and competitiveness. Prime Minister Pham Minh Chinh urged Dong Nai to always stay grounded in reality, start from reality, respect reality, and use reality as the benchmark for adjusting policies, strategies, and leadership approaches. There must be a strong sense of determination and focused, decisive action in key areas. When assigning tasks, five factors must be clear: clear people, clear tasks, clear timelines, clear responsibilities, and clear results, accompanied by strengthened monitoring, inspection, and supervision. Decentralization and delegation of authority must be paired with resource allocation to ensure that localities can make decisions, take actions, and be held accountable.
The province needs to focus on leading and implementing three pioneering priorities: first, leading the development of synchronized, smart, and modern infrastructure, particularly in transportation, healthcare, education, and digital infrastructure. Second, leading in scientific and technological development, leveraging the achievements of the Fourth Industrial Revolution, training high-quality human resources, promoting administrative reform, improving the investment environment, and developing enterprises. Third, leading in social welfare, environmental protection, and green, fast, and sustainable development, ensuring no one is left behind in the pursuit of growth, and avoiding sacrificing social equity for economic progress.
