Advantage of the lands created by planning

In 2021, the plan to exploit "golden" lands will bring dual benefits to Dong Nai is to increase the large revenue for the state budget and attract enterprises to invest in projects suitable to local development requirements. Currently, "golden" lands are creating in localities province.

 



 

According to the Department of Natural Resources and Environment, in 2019 and 2020, the auction of almost 10 "golden" lands in Dong Nai, earned more than 9 trillion VND. This capital is used to invest in important technical infrastructure works, contributing to socio-economic development, improving the lives of people in the province.

*Create "golden" lands

 

Through the planning, lands worth trillions VND have been created to attract well-known corporations and enterprises. Planning of the main transport routes, at the same time in combination with the planning of land areas with advantages on the roads that will be built or upgrade. Therefore, after the roads are built, the lands have the advantage of becoming "golden" land for auction in order to increase revenue for the state budget, creating more investment capital for important projects.

 

Vice Chairman of Provincial People's Committee – Mr.Vo Van Phi emphasized: "The budget allocated to the province to implement projects and projects is very small, not meeting the actual needs Land auctions will provide sufficient capital for investment in infrastructure projects. Therefore, in the district-level land use planning for the period of 2021-2030, must put advantage lands into the planning in localities ".

 

"Golden" lands also creates by planning main roads connecting to Long Thanh International Airport, expressways, highways, belts ... Many lands along both sides of these  roads will be recovered and assigned to the Provincial Land Fund Development Center to complete the procedures and auctions. For example, in 2021, 2 land areas with 310 hectares for auction in Nhon Trach District. These two lands span Phuoc An, Long Tho, Long Tan and Hiep Phuoc communes, 14 lands in Long Thanh district with area from 1-30 hectares /land will be auction.

In 2020, the plan of Dong Nai province is put 21 public lands up for auction, but the 4 lands put up for auction have been more than 2.9 trillion VND reached nearly 5 times compared to the plan. Some lands of Dong Nai when put up for auction earn 1.5-2 times larger than the reserve price. The reason, enterprises are willing to spend a large amount of money to own the land (the value of lands is more expensive than the others in free-market) because the land auctioned has detailed planning of 1/500, synchronizing land use planning, construction planning and other planning.

 

Enterprises winning auctions can quickly start construction, shorten much time to make dossiers, procedures, compensation for clearance.

Deputy Director of The Department of Natural Resources and Environment – Mr.Nguyen Ngoc Thuong said: "Regarding the auction of land use rights, the department coordinates with localities to put the advantage of lands into the district-level land use planning for the period 2021-2030, advise the Provincial People's Committee to propose investment in infrastructure completion before the auction to raise the value of the land assigned to manage mining"

 

According to the districts, Bien Hoa city, Long Khanh city, in the district-level land use planning for the next 10 years, hundreds of advantages lands put into the planning for auction. The areas that enterprises are interested in auction land are Long Thanh, Nhon Trach, Trang Bom, Thong Nhat district, Long Khanh, Bien Hoa city. If there is good infrastructure, detailed planning, "golden" lands can be purchased by enterprises at prices from 30-50 billion VND/ha.

In Xuan Loc district, put the land with advantages on both sides into the planning to exploit, add investment capital to other technical infrastructure, continue to make breakthroughs in the socio-economic development of the locality, soon finish in the program of building new model rural districts”.

In other remote districts such as Tan Phu, Dinh Quan, Cam My are also included in the land use plan of many lands for auction.
