Provincial road 769 (DT769) is a route connecting two national highways 1 and 51, in addition, along this route, industrial zones have been established and put into operation. Therefore, the improvement and expansion of DT769 road is an urgent requirement to meet development needs.
Increasing traffic pressure
DT769 has the starting point intersecting with National Highway 1 at DauGiay, Thong Nhat district and the end point intersects with National Highway 51, Long Thanh district. This is the arterial traffic route serving the transportation of goods from the Northern provinces and the Central Highlands to the area of Long Thanh and Nhon Trach districts and vice versa. DT769 is also a route connecting to the northeastern gateway of Long Thanh International Airport in the future.
According to the Department of Transport, currently, along the route DT769, there are 2 industrial zones (IZs) that have been established and put into operation, including: DauGiay Industrial Zone and Loc An- Binh Son Industrial Zone. In addition, at present, the Provincial People’s Committee is implementing the construction of 2 resettlement areas with an area of 364 ha with a population of more than 30,000 people. In particular, the Loc An-Binh Son Resettlement Area, serving the resettlement of people whose land is acquired under the Long Thanh International Airport project, was officially started construction at the end of April 2020.
The resettlement area Loc An - Binh Son is planned to be developed into an urban area with a population of about 28.5 thousand people. In terms of traffic planning, DT769 is the main traffic route meeting the needs of goods transportation and transportation of people living in this resettlement area.
Mr. Nguyen Phong An, Vice Chairman of People’s Committee of Long Thanh district, said that currently, traffic congestion on the DT769 route occurs frequently, especially at the intersection of this route and National Highway 51. The reason is that the amount of traffic on both routes is constantly increasing.
Currently, the construction project of Long Thanh airport phase 1 has officially started. As expected, the project will be completed and put into operation by the end of 2025 with a capacity of 25 million passengers and 1.2 million tons of cargo per year.
In addition, it is expected that in the coming time, there will be two more newly opened industrial zones in the region, including Long Duc 2 and Long Duc 3 Industrial Zoneswith the scale of nearly 600 hectares. Along with that, many residential areas have been and are being built along this road. Therefore, according to the forecast of the Department of Transportation, traffic demand on the DT769 route is expected to increase in the near future, especially when Long Thanh Airport phase 1 is completed and put into operation.
Urgent investment in upgrading and expansion
Mr. Nguyen Bon, Deputy Director of the Department of Transportation, in order to create a driving force to promote socio-economic development of two localities, including Long Thanh and Huong Nhat districts and at the same time, meeting the increasing traffic demand when Long Thanh airport phase 1 was put into operation and use, the Department of Transport has proposed to the People’s Committee to about the investment in DT769 route’s upgrade and expansion. “The investment, upgrade and expansion of DT769 road is very urgent and necessary, creating a great driving force to promote socio-economic development of Long Thanh, Thanh Nhat in particular, and of Dong Nai region in general"- Mr. Nguyen Bon said.
According to the transportation planning approved by the Provincial People’s Committee, the provincial road DT769 is planned for construction investment including 2 sections. In which, section 1 from the intersection with DauGiay intersection to Ring road 4 has a length of 15.5 km; Section 2 from Ring Road 4 to Highway 51 has a length of 15.3km, of which 8.4km has been newly opened and 6.9km has been upgraded and expanded.
From the above plan, the Department of Transport has proposed the Provincial People’s Committee an investment plan in upgrading and expanding the DT769 route. Specifically, the first sectionwill be upgrading and expandingto 4 lanes for car and 2 mixed lanes; section 2 will be upgrading and expanding to 6 car lanes and 2 mixed lanes.
The Department of Transport also proposed to prepare and submit a feasibility study report in 2021. The project was built in the period of 2022-2025, from the state budget. During the project implementation, the land bank on both sides of the road of the newly built sections will be put into operation to increase budget revenues.
Mr. Nguyen Phong An, Vice Chairman of People’s Committee of Long Thanh district, said that the locality has also worked with the Department of Transport and the Department of Planning and Investment on the implementation of investment project in upgrading and expanding provincial road DT769. "The locality and departments also agree that the investment in upgrading and expanding DT769 is the first priority in traffic projects to be implemented in the district in the coming time" - Mr. Nguyen Phong An said.
According to Mr. Nguyen Phong An, the People’s Committee of Long Thanh has also assigned relevant departments to set up a survey team to report on investment needs as well as the ability to perform site clearance for upgrading and expanding DT 769.
