The directive clearly says that, due to the impacts of climate change, extended dryness and heat have become common in many localities and the average temperature of the atmosphere much higher than in recent years has posed a high fire risk since early 2010. Forest fires occurred in many places, especially the huge fire in Hoang Lien National Park in Lao Cai province on February 8, 2010. Therefore, the Prime Minister requested that the responsibility of the Chairmen of People’s Committees of provinces and cities under the central government be to guide People’s Committees at all levels and functional agencies through how to guarantee forest fire safety.
In addition, it is also a requirement to enhance legal propaganda, dissemination, education and technical measures of fire prevention and launch movements for people who live in villages surrounded by forests to join in the fight against fires. The Prime Minister requested that inter-sector forces – Ranger, Police and Army – have a check on cooperation regulations and deploy forces and facilities for forest fire prevention in order that fires could be timely controlled according to the four spot-resolution motto: issue frequent warnings about forest fires during the dry season; praise and reward organizations and individuals for their outstanding achievements in forest fire prevention; mete strictly legal punishments out to those who cause forest fires.
To follow the Prime Minister’s directive dated February 23, Chairman of Dong Nai People’s Committee sent written instructions to the Director of the Department of Agriculture and Rural Development. The instructions say that the Department is to be the responsibility-bearer and cooperate with members of the Steering Committee on urgent issues concerning forest fire prevention and protection and concerned agencies in implementing what the Prime Minister’s directive requires.
