Socio-economic overview in February 2009 and early two months in 2009

I. ECONOMY:

1. Manufacturing:

1.1. Industrial manufacture:

Estimated value of industrial manufacture in 02/2009 is VND 6565.8 billion (fixed price in 1994), up 7% against last month, the first two months reach VND 12701.1bil, achieving 13.9% of the plan and increasing 1.9% compared with the same period.   

a/. Central state owned industrial sectors:

Estimated value of industrial manufacture in 02/2009 is VND 588 billion, up 16.5% against last month, the first two months reach VND 1092.91bil, achieving 11.3% of the plan or 92.2% as much as the same period.   

5 out of 14 secondary industries have production value increased while the remainings have it decreased or remained against the same period.

  b/. Local state owned industrial sectors:

The production value in February 2009 is estimated to reach VND181bil, 99.7% as much as last month; the first two months reach VND 362.61bil, achieving 11.1% of the plan, up 5.8% against the same period.   

4 out of 11 secondary industries have production value increased while the remainings have it decreased or remained against the same period

c. Non-state industrial sectors:

Estimated value of industrial manufacture in 02/2009 is VND 904.3 billion, up 13.4% against last month; the first two months reach VND 1701.9bil, achieving 14.5% of the plan, up 8.9% against the same period.   

d. Foreign-Invested Industrial Sectors:

Estimated value of industrial manufacture in 02/2009 is VND 4892.5 billion, up 5.2% against last month, achieving 14.3% of the plan, up 12.7% against the same period.

All sectors have their production value increased over the same period (the highest increase belongs to sectors that manufacture beds, cabinets and furniture (15.5%) and the lowest increase belongs to electronic sectors (5.8%)

+ Building material exploring and manufacturing sector

Estimated value in the first 2 months is VND609.6bil, up 5.6% over the same period. Among these sectors, rock and mines exploring surge 7.6% over the same period

+ Processing industry of agricultural produce and foods

Estimated value in the first 2 months is VND3107.4bil, up 11.7% over the same period including the increase of 10.3% in food and beverage manufacturing sector over the same period

+ Textile, garment and footwear

Estimated value in the first 2 months is VND2832.4bil, up 13.3% over the same period in which textile up 13.6%, suit making up 10.6% and  leather and pack manufacture up 13.7% against the same period

+ Wood processing:

Estimated value in the first 2 months is VND855.2bil, up 10.8% over the same period

+ Paper and Publishing

Estimated value in the first 2 months is VND337bil, up 3.5% over the same period in which production of paper and paper made products up 3.5%.

+ Chemical substances, rubber and plastic:

Estimated value in the first 2 months is VND1759bil, up 9.9% over the same period including the increase of 10.8% in production of chemical substances and chemical products over the same period last year.

+ Machinery: Estimated value in the first 2 months is VND1652.8bil, up 11.8% over the same period

+ Electricity and Electronics: Estimated value in the first 2 months is VND1467.4bil, up 4.7% over the same period, including the increase of 5.8% in office accessories and computers over the same period.

+ Power and Water: Estimated value in the first 2 months is VND80.7bil, 74.7% as many as the same period. Power Emission Productivity of Amata Electricity Co. and Power Sale of Formosa and Vedan gained 92.7 million kw/h, 3% higher than the previous month.

1.2. Agricultural, forest and aquatic products:

1.2.1. Agricultural production:

a/ Farming:

The seeding and planting progress of the 2008-2009 winter –spring season: By 10/02/2009, the total area of 34006 ha has been seeded and gained 92.9% of the plan, up 3.2% against the same period,

b/ Breeding

Disseminate  methods to control epidemic diseases and new regulations in vaccination against foot and mouth diseases and bird flu;

Sanitize areas for breeding, slaughter and meat trading

Strictly handle cases of violation of trading and transporting animals and made-of-animal products to ensure food sanitation and safety.

1.2.2/ Forestry

- Promulgate Directive No. 04 / CT-UBND dated 02/02/2009 of the People's Committee of Dong Nai concerning the enhancement of forest fire control in dry season

Draw up plan for scattered growing of trees from 2010 to 2020

1.2.2/ Aquaculture

List rare aquaculture species at the risk of extinction in Dong Nai to have proper plan to protect them then

2. Trading, service, export and import:

2.1. Trading and service sector:

2.1.1. Domestic market:

Estimated total of commodity retail sale in 02/2009 is VND 2888.7 billion, and that of the first two months is VND 6005.6 billion, gaining 13.1% of the plan and surging 19.3% over the same period.

State economic sector: Estimated total of commodity retail sale in 02/2009 is VND 244.4 billion, and that of the first two months is VND 476 billion, gaining 12.5% of the plan and surging 11.8% over the same period.

Non state economic sector: Estimated total of retail sale in 02/2009 is VND 2436.2 billion, and that of the first two months is VND 5102.3 billion gaining 13% of the plan and surging 20.8% over the same period last year

Foreign-invested sector:

Estimated total of retail sale in 02/2009 is VND 208.1billion, and that of the first two months is VND 427.3 billion gaining 17.1% of the plan and surging 11.5% over the same period last year

2.1.2. Market price:

Consumer Price Index (CPI) in 02/2009 rose 0.29% compared to 1/2009. There are 7/10 commodity and service groups whose CPI are slightly up in comparison with the previous month: beverages and cigarette rose 0.87%; textile & garment, headwear, footwear rose 0.75%; house, electricity, water, gas and fuel rose 1.52%; household devices and housewares rose 0.29%; medicine and medical service rose 1.37%; educational service rose 0.01%; commodity and other services rose 2.31%. other 3 commodity and service groups are down in comparison with the previous month: food and eating service fell 0.13%; transportation, post and telecommunication fell 0.18%;  culture, entertainment and tourist fell 0.31%

Consumer Price Index (CPI) in 02/2009 rose 15.24% compared to 2/2008 (after 1 year). There were 8/10 commodity and service groups whose CPI up: food and eating service rose 29.08%;; textile & garment, headwear, footwear rose 7.17%; household devices and housewares rose 7.51%; medicine and medical service rose 7.61%; beverage and cigarette rose 5.73%; commodity and other services rose 8.34%; culture, entertainment and tourist rose 2.37%;  educational service rose 2.16%. other 2 commodity and service groups were down: house, electricity, water, gas and fuel fell 1.53%; transportation, post and telecommunication fell 1.47%; 

Consumer Price Index (CPI) in 02/2009 rose 0.58% compared to 12/2008. There were 8/10 commodity and service groups whose CPI up: medicine and medical service rose 2.12%; beverage and cigarette rose 1.17%; textile & garment, head-wear, footwear rose 1.7%; house, electricity, water, gas, fuel and building material rose 1.54%; household devices and housewares rose 0.52%; education and educational service rose 0.04%; commodity and other services rose 4.68%; food and eating service rose 0.74%. Other 2 commodity and service groups were down: transportation, post and telecommunication fell 4.9%;  culure, entertainment and tourist fell 0.01%;

Gold price index: Gold price in 02/2009 in comparison with that in 01/2009 rose 4.67% and surged 4.95% over the same period.

US Dollar price index: In 02/2009 rose 2.15% in comparison with in 01/2009 and surged 9.91% over the same period.

2.1.3. Post & Telecommunications – Information Technology:

a. Post & Telecommunications:

- Estimated turnover in 02/2009 was VND 155 billion, and that of the first two months is VND 310 billion gaining 16.8% of the plan.

- Phone number development: estimated fixed-line subscribers are 5000, that of the first two months are 11000, gaining 14.7% of the plan

- Internet subscribers in 02/2009 (ADSL) are 1.650, that of the first two months are 3300, gaining 16.9% of the plan

b. Information technology

Building some scales of fee to maintain and develop websites on the Internet.

Conducting the Project for fostering information technology to augment IT human resources in order to meet requirements for applying information technology to administrative reform in the province.

2.1.4. Financial Overview

a. Budget Revenue

Total revenue budget estimated in the first 2 months of 2009 was VND 1,849.58 billion (including revenue from the lottery was set to 3.52 billion, reaching 1% of the plan), gaining 15% of estimates,  equaling 84 % over the same period. Specifically, domestic income was VND 1205.06 billion, reaching 17% of estimates, equaling 90% compared to the same period and income from import-export was VND 641 billion, reaching 14% of estimates, equaling 77% over the same period.

b. Budget expenditure:

Total budget expenditure estimated in the first 2 months is 308.97 billion, reaching 7% of estimates, equaling 83% over the same period

2.1.5. Banking activities:

- Capital source: Estimated locally-mobilized capital by 28/02/2009 is VND 28,326 billion rising 1.3% in comparison with 31/12/2008. Out of the total locally-mobilized capital, deposit in economic organizations is VND 11,025 billion, occupying 38.9%, falling 5.2% in comparison with 31/12/2008 ; deposit savings is VND 16.647 billion, occupying 61.1%, rising 5.9% in comparison with 31/12/2008.

- Debit balance: The total till the end of 02/2009 was estimated at VND 28,429 billion, rising 4.2% in comparison with 31/12/2008; short-term debit was VND 18,721 billion, rising 5.6%; medium and long-term debit is VND 9,758 billion, occupying a portion of 34.9%, rising 1.8% in comparison with 31/12/2008.

2.2. Export and import:

Export: Estimated turnover in 02/2009 is USD 487.1 million and that of 2 months is USD 869.6 million, gaining 10.3% of the plan, rating 90.7% over the same period.

- Central state enterprises: Estimated turnover in 02/2009 is USD 6.8 million and that of 2 months is USD 11.5 million, gaining 5.5% of the plan, rating 75.1% over the same period.

- Local enterprises: Estimated turnover in 02/2009 is USD 28.3 million and that of 2 months is USD 54.7 million, gaining 11.5% of the plan, rating 92.4% over the same period. Export products of the locality in 2/2009 are listed as follows: 8012 tons of coffee (equaling 59.2% over the same period), USD 5.1 million of textile (equaling 85.4% over the same period), USD 3.8 million of footwear (equaling 95.7% over the same period).

- Foreign-invested enterprises: Estimated turnover in 02/2009 is USD 452 million and that of 2 months is USD 803.4 million, gaining 10.4% of the plan, rating 90.8% over the same period.

Import: Estimated import turnover in 02/2009 is USD 470.6 million and that of 2 months is USD 771.6 million, gaining 7.6% of the plan, rating 73.3% over the same period. Specifically, estimated import turnover of central state enterprise in 02/2009 is USD 5.8 million and USD 8.8 million in 2 months, gaining 8.5% of the plan and 69.5% over the same period last year. That of local enterprises in 02/2009 is USD 9.3 million, and USD 17.5 million in 2 months, gaining 8.3% of the plan and 91.9% over the same period last year. That of foreign-invested enterprises in 02/2009 is USD 455.5 million and USD 745.3 million gaining 7.6% of the plan and 73% over the same period.

Key import products are chemicals, medicine, cigarette raw material and raw material for manufacture

3/ Transportation:

- Commodity transportation: Estimated output in 2/2009 was 2359 millon tons for transport and 142.023 million tons per km for rotating carriage, rising 1.2% for transport and 2% for rotating carriage over the previous month. Among them, state-owned commodity transportation gained 22.3 thousand tons for transport and 810.5 thousand tons per km for rotating carriage, rising 0.9% for transporting and 1.1% for rotating carriage over the previous month. Non-state commodity transportation gained 2,337 million tons for transport and 141.212 million tons per km for rotating carriage, rising 1.2% for transport and 2% for rotating carriage over the previous month.

- Passenger Transportation: Estimated passengers in 2/2009 are 4,551 million for transport and 255.707 million per km for rotating carriage, rising 1.9% for transport and 2% for rotating carriage over the previous month. Among them, state-owned passenger transportation gained 1268 thousand passengers for transport and 48,737 thousand passengers per km for rotating carriage, rising 1% for transport and 1.7% for rotating carriage over the previous month; non-state passenger transportation achieved 3,283 million passengers for transport and 206.969 million passengers per km for rotating carriage, rising 2.3% for transport and 2.1% for rotating carriage over the previous month. 

4. Investment and Development

Estimated value of 11 months in the first two months of 2009 is VND 974.6 billion, achieving 13.2% of the plan, rating 2.2% over the same period (excluding capital from FDI projects and investment capital from non-state businesses)

Evaluation on local-managed budget capital:

The total of planned investment and construction capital in 2009 from provincial budget  is VND 917.492.

Estimated complete value of the first two months of 2009 is VND 183.5 billion, achieving 20% of the plan

Overview of key projects in 2009:

a/ Transitional projects: there are 6 projects

+ The project to construct and refurbish Thong Nhat General Hospital: the 1st,  the 3rd and the 4th packages have been totally completed; the 2nd package is in progress; 

+ The project to build Dong Nai general hospital: the package of pile foundation execution is in progress;

+ The project to construct 25A road (DT769):  the 1st passage is expected to start construction in February 25, 2009 and the remaining passage is waiting for site clearance

+ The project to build the road passage from 319B to HL19 at Nhon Trach district: the 1st, 2nd and 3rd packages are in progress.

+ The project to build biological – cultural – historical center of war site D is in progress (started since early 8/2008). The complete content rates 40% of the total value of the project.

+ The project to build Bau Sao – Xuan Lap road is in progress. The complete content rates 40% of the total value of the project.

b/ Newly-developed project: there are 2 ones

+ Lo Ren Flood Prevention and Drainage project: the bidding results are being suggested to be revoked.

+ The investment and construction project of Tran Bien Highschool is put out to tender.

c/ Proposed projects: there are 2 ones

+ The project to construct Bien Hoa city’s central street: the tender documents for the package of execution consulting, drawing and designing, total cost estimation and specific cost estimation, are being evaluated.

+ The project of Vuon Mit traffic cluster: the tender documents for the package of execution consulting, drawing and designing, total cost estimation and specific cost estimation are being evaluated.

5/ Overview of foreign investment attraction

From the beginning of the year to late February,  the total of capital from newly licensed projects and  capital increasing projects is USD 40.87mil, rating 2% of the plan and 16.3% over the same period, including USD 6.85 mil from 3 newly licensed projects and USD 34.02 mil from 4 capital increasing ones.

Till February 20 2009,  there have been totally 957 valid licensed projects with the total capital of USD 14,24 bil.

6/ Overview of domestic investment attraction

The investment attracted is estimated at VND 49.7 bil in 2 months of 2009.

7/ The development of private enterprises:

From the early period of the year to 16/2/2009, the total capital of business registration from all private businesses is VND 1359 billion (including newly-registered and added capital), achieving 7.2% of the plan and 85%  over the same period. Out of them, there are 191 newly-established businesses, achieving 10% of the plan and rating 95% over the same period  with the total capital of business registration is VND 854 billion and 48 turns of enterprises added VND 505 billion in their business registration capital.

Until now, the total number of local private enterprises registering their business is above 8,321 with the registration capital of more than VND 52,500 billion (supplemented registration capital included) 

8. Management of Land, natural resources and environment:

Perform land registration, remake cadastral documents, issue new certificates of land use rights for the nine communes of Nhon Trach

Build technical design and cost estimates for monitoring dynamics of underground water in three regions in districts of Dinh Quan and Nhon Trach and Long Thanh

Collect environmental protection fees from local businesses in accordance with Decree 67/2003/ND-CP of the Government. Around VND167mil has been collected up in this February

- Carry out 8 sudden inspection and punish 2 cases and VND 33.4 million from fine has been budgeted; continue to supervise the solutions made by Vedan company for reducing the environmental pollution.

9/ Scientific and Technological activities:

Monitor and manage 52 scientific and technological development studies and projects that are being conducted; the result of 1 research have been accepted and transferred to put into practice; appraise the progress of 13 research papers

Step up the inspection of measurement – quality and radiation safety and control as planned in 2009

Sum up what have been done in 2008 and agree on the list of S&T projects in 2009
