 I. ECONOMY
 
1. Manufacturing:
 
1.1. Industrial manufacture:
 
- Estimated value of industrial manufacture in 4/2009 is VND 6,405.5 billion (fixed price in 1994), up 1.4% against last month. The first four months reach VND 24,982.5 bil, achieving 27,2% of the plan and up 6,9% compared with the same period last year.   
 
a/ Central state industrial sector:
 
Estimated value of industrial manufacture in 4/2009 is VND 674.9 billion, equal to 96.2% last month; the first four months reach 2,446.5 bil, achieving 25.4% of the plan, equal to 95.2% the same period last year.
 
7 out of 13 secondary industries and 23 businesses have increased output value; other industries and businesses have lower output than the same period last year.

b/ Local State industrial sector: The production value in April 2008 is estimated at VND 208.1  bil, up 6% against last month; the first four months reach VND 797.7 bil, achieving 24.5% of the plan, up 2% against the same period last year.   

 
7 out of 11 secondary industries and 13 businesses have output value increased against last month. Other industries and businesses have lower output than the same period last year.
 
c/Non-state industrial sector: Estimated industrial output value in 4/2009 is VND 917.4  billion, up 1.9% against last month; the first four months reach VND 3,510.9 bil, achieving 30% of the plan, up 8,9% against the same period.   
 
Among 21 industries, 20 ones have increased output value and one is nearly as high as that in the same period last year.   
 
d/Foreign-Invested industrial sector: Estimated output value in 4/2009 is VND 4,605.3 billion, up 1.9% against last month; the first four months reach VND 18,227.4 bil, achieving 27.2% of the plan, up 8.5% against the same period.

Value in the first four months is VND 1,178.1 bil, up 98.4% over the same period. Among these sectors, rock and mines exploring surge 4.2% over the same period
 
+ Processing industry of agricultural produce and foods
 
Estimated value in the first four months is VND6,188.1 bil, up 11.1% over the same period, including the increase of 11.3% in food and beverage manufacturing sector over the same period.
 
+ Textile, garment and footwear
 
Estimated value in the first four months is VND 5,470 bil, up 9.7% over the same period in which textile up 9.8%, suit making up 7.3% and  leather and pack manufacture up 10.1% against the same period.
 
+ Wood processing:
 
Estimated value in the first four months is VND 1,743.2 bil, up 11.9% over the same period in which wood and wood and bamboo product processing sector up 7.7% over the same period.
 
+ Paper Making and Publishing:
 
Estimated value in the first four months is VND 537 bil, up 88.4% over the same period in which production of paper and paper made products up 88.1%.
 
+ Chemical substances, rubber and plastic:
 
Estimated value in the first four months is VND 3,639.4 bil, up 8% over the same period, including the increase of 8% in production of chemical substances and chemical products the same period last year.

+ Machinery:

Estimated value in the first four months is VND 3,268.7 bil, up 8.1% over the same period

 
+ Electricity and Electronics:
 
Estimated value in the first four months is VND 2,757.8 bil, 96% as much as the same period, in which office accessories and computers is 57.5% as much as the same period.
 
+ Power and Water:
 
 Estimated value in the first four months is VND 199. 9 bil, up 3.9% over  the same period.
 
1.2.  Agricultural, forest and aquatic products:
 
1.2.1. Agricultural production:

a/ Farming:

The seeding and planting progress of the winter-spring crop 2008-2009: up to 10/11/2009, the total area of 35,932 hectares has been seeded and planted, gaining 98.2% of the plan, 98.2% as much as the same period (rice: 15,880 hectares, gaining 103.8% of the plan, 98.9% as much as the same periods; corn: 7.619 hectares, gaining 90.4% of the plan, 97.7% as much as the same period); starch plants: 1,687 hectares, gaining 73.5% of the plan, 70.6% as much as the same period; food crops:7,210 hectares, gaining 101.8% of the plan, up 4.15 over the same period; short term industrial crops:2,465 hectares, gaining 1155 of the plan, up 13.2% over the same period.

 
b/ Breeding

Disseminate  methods to control epidemic diseases and new regulations in vaccination against foot and mouth disease and blue ear disease in pigs; vaccinate poultry flu; antidote sanitize and use antiseptic in breeding and slaughtering areas.

 
Enhance the operation of mobile team; check, detect and strictly deal with violations of dealing, transporting animals and animal products in order to ensure veterinary hygiene, food hygiene and safety for people.
 
1.2.2/ Forestry
 
-Department of Agriculture and Rural Development guides units and localities to implement measures of forest protection and forest fire control in dry season 2008-2009.
 
-Cooperate with Vinh Cuu Natural and Relics Reserve to complete the project of investment in planting and restoring native big woods of War Zone D in the province. 

1.2.3. Aquaculture

 
-Deploy implementation of Circular No. 15/2009/TT-BNN issued by the Ministry of Agriculture and Rural development dated 17 March 2009, promulgating the lists of drugs, chemicals and antibiotics banned or restricted to use.
 
-Continue to issue 2 veterinary-aquaculture practice licenses to 2 businesses, 1 certificate of  veterinary-aquaculture hygiene for businesses in shrimp breed; register,  declare quarantine to 14 businesses dealing in and producing aquaculture breed. 
 
2. Trading, service, export and import, tourist:
 
2.1. Trading and service sector:
 
2.1.1. Domestic market:
 
Estimated total of commodity retail sale in 4/2009 is VND 3,086.4 billion; that of the first four months is VND 31,763 billion, gaining 26.1% of the plan and up 17.% over the same period.
 
State economic sector: Estimated total of commodity retail sale in 4/2009 is VND 212.4 billion, and that of the first four months is VND  834.4 billion, gaining 21.9% of the plan and 96.6% as much as the same period.
 
Non state economic sector: Estimated total of retail sale in 4/2009 is VND 2,654.6 billion,  and that of the first four months is VND 10,222.6 billion, gaining 26% of the plan and surging 20% over the same period last year
 
Foreign-invested sector: Estimated total of retail sale in 4/2009  is VND 219.5  billion, and that of the first four months is VND 845.7 billion, gaining 33.9%  of the plan and surging 8.7 % over the same period.
 
2.1.2. Market price:
 
Consumer Price Index (CPI) in 4/2009 up 0.29% compared to 3/2009, including such 5 commodity and service groups growing above common moderate level as beverages and cigarettes (up 0.39%); houses, electricity, water and fuel (up 1.85%); transportation, post and telecommunication (up 0.61%); medicine and medical service (up 0.47%);  four groups growing more than average level are garment, head-wear, footwear (0.21%); educational service (up 0.15); commodity and other services (up 0.23%); food and eating service (up 0.01%).
 
Consumer Price Index (CPI) in 4/2009 up 1.57% compared to 12/2008. commodity and service groups growing above common moderate level are medicine and medical service ( up 3.18%); beverages and cigarettes (up 2.18%); houses, electricity, water, fuel and building materials up 4.29%.
 
Gold price index: Gold price in 4/2009 in comparison with that in 3/2009 up 0.61% and surged 6.88% over the same period.
 
US Dollar price index: In 4/2009  rose 0.23% in comparison with in 3/2009 and surged 11.27% over the same period.
 
2.1.3. Post & Telecommunications – Information Technology:
 
a. Post & Telecommunications
 
- Estimated turnover in 4/2009 is VND 155 billion and that of the first four months is VND 605  billion, gaining 32.7% of the plan.
 
- The number of phone developed: estimated fixed-line subscribers in 4/2009 are 3,000, that of the first four months are 11,868, gaining 15.8% of the plan. Cell phone subscribers in 4/2009 are 35,000 and that of the first four months is 155,698, gaining 38.9%  of the plan.
 
- The number of Internet subscribers developed in 4/2009 (ADSL) is 1,500, that of the first four months is 7,093, gaining 35.5% of the plan.
 
b. Information technology:
 
-Set up a consultant group for cooperative program of bringing information technology to serve agriculture, countryside and farmers in 2008-2013 period.

-Department of Information and Communications cooperate with Bureau of Statistic to finish tasks of checking and together consenting figures and to get ready for the conference on announcing implementation results of Dong Nai province’s information technology potential studying project  2008.  

2.1.4. Financial activities:

 a. Budget revenue:  
- Total estimated budget revenue in the locality in the first four months 2009 is VND4.164.77 billion (including VND90.37 billion of lottery revenue, fulfilling 26% of the plan), gaining 34% of estimation, 96% as much as the same period. That consists of VND 2,473.63 billion of domestic revenue, gaining 34% of the estimation, 975 as much as the same period; VND1,600.76 billion of import-export, gaining 36% of the estimation, 93% as much as the same period.

b. Budget expense:

 -The total estimated local budget expended in four months is VND1,327.27 billion, fulfilling 30% of the plan, up 29% over the same period.  
2.1.5. Financial activities
 
-Capital source:: Estimated locally-mobilized capital by 30/4/2009 is VND 30,308 billion, up 8.4% in comparison with 31/12/2008. Out of the total locally-mobilized capital, deposit in economic organizations is VND 12,013 billion, occupying 39.6%, rising 3.3% in comparison with 31/12/2008 ; deposit of residential is VND 18,295 billion, occupying 60.4%, rising 12.1% in comparison with 31/12/2008.
 
Debit balance: The total till the end of 4/2009 was estimated at VND VND30,450 billion, up 11.5% over December 31st 2008; short-term debit was VND 20,513 billion, rising 15.7%; medium and long-term debit was VND 9,937 billion, occupying a portion of  32.9% over total debit, rising 3.7% in comparison with 31/12/2007. Till 17/4/2009, debit balance with subsidized interest pursuant to Decision 131/QĐ-TTg issued by Prime Minister reached VND7,475 billion.    
 
2.2. Import-Export:
 
Export: Estimated turnover in 4/2009 is $US447million and that of 4 months is USD 1,659.8 million, gaining 19.7% of the plan, rising 87.9% over the same period.
 
- Central state enterprises: Estimated turnover in 4/2009 is USD 8.5 million and that of 4 months is USD 33.5 million, gaining 16.2% of the plan, rising 77.8% over the same period.
 
- Local enterprises: Estimated turnover in 4/2009 is USD 24.2 million and that of 4 months is USD 85.6 million, gaining 18%of the plan, 24.2% as much as the same period. Local export products in four months of 2009: 16,391 tons of coffee, 83.6% as much as the same period; garment ($US 11 million, 94.1% as much as the same period; footwear ($US8.9 million, 96.2% as much as the same period.
 
Foreign-invested enterprises: Estimated turnover in 4/2009 is USD 414.3 million, and that of 4 months is $US1,540.6 million, gaining 19.9% of the plan, 88.5% as much as the same period.

Import: Estimated import turnover in 4/2009 is USD 453.3 million and USD 1,575.6 million in 11 months, gaining 15.6% of the plan, rating 62% over the same period. Specifically, estimated import turnover of central state enterprises in 4/2009 is USD 4.6 million and USD 16.7 million in 4 months, gaining 16.1% of the plan, rating 65%over the same period.  Import of foreign invested enterprises in 4/2009 is $US440.4 and in four months of 2009 is $US1,529, gaining 15.6% of the plan, 61.7% as much as the same period. Major import products include chemicals, medicines, cigarette material ,material for production.

3.Transportation:

- Commodity transportation: Estimated output in 4/2009 was 2.016 million tons for transport and 169.928 million tons per km for rotating carriage, rising 0.9% for transport and 1.8% for rotating carriage over the previous month. Among them, state-owned commodity transportation gained 19.3 thousand tons for transport and 684.2  thousand tons per km for rotating carriage. Non-state commodity transportation gained 1.997 million tons for transport and 169.244 million tons per km for rotating carriage, rising 0.9% for transport and 1.8% for rotating carriage over the previous month.

 
- Passenger Transportation: Estimated passengers in 4/2009 are 4,638 million for transport and 259.017 million per km for rotating carriage, rising 1% for transport and 2.6% for rotating carriage over the previous month. Among them, state-owned passenger transportation gained 1,230  thousand passengers for transport and 42,197 thousand passengers per km for rotating carriage; non-state passenger transportation achieved 3.408 million passengers for transport and 216.819 million passengers per km for rotating carriage, rising 1.2% for transport and 2.8% for rotating carriage over the previous month. 
 
4. Investment and Development
 
Estimated value of 4 months in 2009 is VND 2,057.9 billion, achieving 29.3% of the plan, up 13% over the same period. (exclusive of capital for FDI and capital of non-state enterprises. 
 
Evaluation on local-managed budget capital:
 
  The total of planned investment and construction capital from provincial budget in 2009 is VND 1,013 billion.
 
Estimated complete value of 4 months in 2009 is VND 435.6 billion, achieving 43%of the plan
 
-Distribution value from the early year to 20/4/2009 is VND256 billion, fulfilling 25% of the plan 2009.
 
Overview of key projects in 2008
 
a/ Transitional projects: there are 6 ones
 
+The project to build and refurbish Thong Nhat Area General Hospital: package number 1, 2, 3 have been finished; the contract package number 2 has been in progress and 70% of work has been finished. Estimated completed work at the end of quarter 1/2009 is over 75%.  
 
+The project to build Dong Nai General Hospital: the package of pile foundation has been in progress and finished 20% of the package value, reaching over VND9 billion.
 
+The project to build road 25A (ĐT769): package of constructing the first section (km0+000-km5+020) started on 24/02/2009 has been in progress.
 
+The project to build road 319B to HL19, Nhon Trach district: package 1,2,3 has been in progress.
 
+The project to build biological – cultural – historical center of war site D: has been in progress. Completed work in four months rates 35% of the year plan.

+The project to build Bau Sao-Xuan Lap road: in progress. Total completed work till the end of quarter 1/2009 rates 65%.

 b/ Newly-developed projects: there are 2 ones  

+ Lo Ren Flood Prevention and Drainage project: the first bidding result was canceled. On April 17, 2009, investor held the second bidding.   
 
+ The investment and construction project of Tran Bien High school is put out to tender.
 
c/ Proposed projects: there are 2 ones
 
+The project to build Bien Hoa city’s centre: the tendering documents for the package of execution consulting, drawing and designing, total cost estimation and specific cost estimation are being evaluated.
 
+The project of Vuon Mit traffic cluster: the tendering documents for the package of execution consulting, drawing and designing, total cost estimation and specific cost estimation are being evaluated.
 
  5/ Overview of foreign investment attraction
 
From the beginning of the year to 20/4/2009,  the total of capital from newly licensed projects and  capital increasing projects is USD 53.1 mil, 23.5% as much as the same period, gaining 2.7% of the year plan, including USD6.8 mil from 3 newly licensed projects and USD46.3 mil from 9 capital increasing ones.
 
Till 20/4/2009,  there have been totally 956 valid licensed projects with the total capital of USD 14,9 bil.
 
6/ Overview of domestic investment attraction
 
The investment attracted is estimated at VND 2,441 bil in 11 months of 2008 (16 projects), 87% as much as the same period, gaining 12.2% of the plan.
 
7/ The development of private enterprises:
 
From the early period of the year to 17/4/2009, the total capital of business registration from all private businesses is VND 4,020 billion (including newly-registered and added capital), achieving 21.2% of the plan and 46,5% as much as  the same period. Out of them, there are 657 newly-established businesses, achieving 34.6%  of the plan and 74.1%  as much as the same period  with the total capital of business registration is VND 2,207 billion and 172 turns of enterprises added VND 1,813 billion in their business registration capital.
 
Until now, the total number of local private enterprises registering their business is above 8,700 with the registration capital of more than VND 54,500 billion (supplemented registration capital included) 
 
8/ Management of Land, natural resources and environment:
 
   In April 2009, 2,315  land using right certificates have been  issued, of which 2.300  have been issued for household and individuals and 15 for organizations, adding up to 7,664  certificates from the beginning of the year till now, consisting of 7,517 for households and individuals and 93 for organizations.
 
-Continue implementing land registration, cadastral files of three communes of Nhan Trach district (Phuoc An, Vinh Thanh, Phu Huu).
 
-Completing projects of checking and evaluating water underground across the province to submit to the provincial People's Council for approval.
 
-Continue collecting environmental protection fees for enterprises in the province according to Decree no. 67/2003/ND-CP issued by the Government. VND45 million was collected in 4/2009, and VND250 million form the early year to now.

-Organize regular inspection for environmental protection in 4 units, land in 5 units and water and mineral resources in 3 units.  

 9/ Scientific and Technological activities:  

-Continue deploying inter ministerial program content no. 168 of cooperation to prevent intellectual property right violation in the period 2006-2010 in the province.
 
-Deploy application of 2 scientific research :research and build farming and raising  models applying come technical measures of natural cultivation in Dong Nai” and “Study genetic resources of forest orchid in Cat Tien National Garden and measures to multiply promptly for preservation”.

II/ CULTURE – SOCIETY:

1/ Culture, sports and tourism activities:

-Continue disseminating and celebrating big festivals, hold activities of culture, sports, tourism, celebrate Hung King commemoration and Liberation Day along with international Labor Day, in association with disseminating comprehensive demographic and housing investigation, individual income tax law, labor hygiene and safety as well as fire and explosion control. 

-Districts, communes, cities boost work of dissemination under a lot of forms such as visual propaganda, mobile communication, broadcast relay, etc.

-Speed up work of inspecting and checking businesses trading in public cultural services, tourism; timely modify them and make them work in compliance with regulations.      

-Hold sports and physical activities to celebrate big festivals; sports in districts, communes, and Bien Hoa city take place ebulliently. 

-Sports with high achievement: hold the national first division league in the month; join seven national competitions, and win 7 medals of various types.

2. Education and Training:

-Hold contest of excellent students in junior high school level; instruct entrance exam of sixth grade and tenth grade in 2009-2010 school year; check national standard schools such as Ly Tu Trong Junior High school (Bien Hoa) and Phuoc Binh (Long Thanh); hold sport festival in high school level on three days 1st, 2nd, 3rd of April, 2009; guide revision and second semester examination of junior school level, and high school level.

-Continuing education: hold second-semester examination of continuing education; give advice about high school graduation exam; combine results of considering graduation certificate of junior high school level.

-Professional education: receive application files from units; mobilize more cadres in Dong Nai College of Pedagogy, Dong Nai Industrial Technique Middle School to assist entering data and dealing with exam application files.     

3. Health care activities:

- Strengthen work of preventing dengue fever, malaria, acute diarrhea and other epidemics in the province.

- Examine the compliance of 12 medical ethics; improve treatment quality and people’s health care.

-Fortify health education and communication; improve knowledge of epidemics and disease prevention in the province.

4/ Social policies:

- In 4/2009, manage to seek jobs for 8,460  employees, of which 4,850 were accepted by enterprises; via economic and social programs, seek jobs for 3,610  employees; In four months, the number of people supplied with jobs is 29,985, gaining 35.3% percent

- Vocational training: there were 1,848  trainees graduating from vocational training in April and 7,037 ones in four months.

- Poverty alleviation: In 4/2009, 158 poor families have reached the preferential loans with the total sum of VND 1.3 billion; and loan taken back is worth  VND1.1 billion.

5. Internal affairs:

-Implement simplifying administrative procedures; until now, province-level administrative offices and agencies released statistics of 1,032 administrative procedures.

 -Prepare content to be ready for provincial Party’s 15th conference on evaluating results of implementation of the Plan no. 51-KH/TU dated February 21st, 2008 of Executive Committee of the provincial Party of administrative reform fortification, enhancement of validity and effectiveness of state management.  

-Cooperate with the Provincial People's Council to monitor, check situation and result of administrative reform implementation in Vinh Cuu.

6. External affairs:

- Manage to permit 16 individuals and 13 delegates of 185 public servants to go abroad in South Africa, Malaysia, Sweden, USA, Thailand, China, Turkish, Cambodia, France, German, Japan, Taiwan, and Canada with many purposes including learning about harmful waste treatment; attending health conference; discussing projects of Long Thanh residential area; studying markets of machine, manufacturing equipment, wood process; visiting cigarette factories and tobacco growing areas; touring.

-Manage to allow 20 foreign delegates to pay working visits to the province, with contents: studying scientific projects of ecological poisons; exchange ideas about cooperative programs on education and health; learning experience in coffee growing; learning about activities of programs and projects that nongovernmental organizations deployed in several districts in the province.     

- Oversee the management of passports, individuals and delegates going abroad as stipulated in the province.

III. Other affairs:

1. Work on the program 134: By 10/4/2009, districts and towns have supported 2,419 houses for 2,584 minority families (rising 1,414 houses compared to 31/12/2007), which includes 2,380 offered houses, 38 completely built houses, and one fifty-percent completed house.

Give supports to buy water containers and dig wells for 2,985  households.

2. Continue guiding levels and sectors to effectively implement the Resolution no. 30-NQ/CP of the government on urgent resolutions to prevent economic decline and maintain economic growth rate and ensure social welfare.

-Petition the government to advance capital for projects that is possible tobe conducted exceeding 2009 plan (even government’s bond for health sector)

-Petition for some contents of the Laws and Decrees to guide implementation that are not synchronous.   

-Petition for contract assignment. 

3. Work of inspecting and settling complaint and denouncement:

-On April 2009, the inspection sector of the province carry out 13 inspection turns for various fields. The number of unit inspected is 15, 2 of which have violations. For sectoral inspection, 419 cases were penalized administratively with VND279 million in total and 5 businesses were warned and 2 ones were suspended.   

-The whole received 623 turns of workers coming to complain, denounce, petition, including 123 turns of people received by the provincial Office of Public Engagement and Inspection; 277 turns received by the district level People’s Committee; 207 turns received by ward and commune level People’s Committee; 16 turns received by Departments and sectors. The denouncement content mostly is about policy on clearance and compensation along with support and resettlement when the government revoke land to run industrial park projects and residential areas; complain about considering issuance of land using right certificate and land disputes between families.  

4. SOCIAL SECURITY AND ORDER

-In April 2009, there were 129 violations against social order, up 17 over the last month, 7 dead, 17 wounded and the damaged property estimated at VND 1.5 bil.

-Unveil 33 cases of economic offense, up 23 cases against the previous month, including 1 case prosecuted, 7 cases treated administratively, and 22 cases transferred to other functional divisions for process and 3 cases documented for treatment; Detect 5 cases of law violation in environment protection, falling 5 cases against the previous month and they are documented for treatment. 

- Road traffic accident occurred 39 cases, falling 12 cases against the previous month, 41dead (up 10 persons), 10 serious wounded (up 8 persons). These cases were mainly caused by traffic participant’s awareness to commit such errors as careless observation, traffic on the wrong side, sudden pass, unlawful turn-around, speed limit violation. 

IV. Evaluation of April and the first four months:

Despite a lot of difficulties caused by global economic and financial crisis, in the first four months of 2009, the whole province concentrated on accomplishing socio-economic objectives and those achievements are considered to be fairly good. Industrial output value rose up 7% compared with the same period. Agriculture sector also focused seeding and growing in the Winter-Spring crop; work of disease prevention is maintained often. Work of paying investment capital from the provincial budget resource is focused to carry out. In four months, 25% of the year plan was dispersed, which is a big effort of investors and contractors. Job supply is cared well with 29,985 labors offered jobs, gaining 35.3% the year plan.   

B. KEY TASKS IN 5/2009:

1. Economy

1.1. Industry

- Continue working on programs for industrial development in 2009 plan with programs of  key industrial products and service development.    

-Hold monitoring, checking, reporting work of deploying agricultural encouragement projects regularly.

 -Deploy to carry out planning such as planning for development of food and agricultural product processing industry; planning for development of garment, textile, and footwear industry and planning for development of fine arts pottery in the province in 2009 plan.      

-Continue to fulfill construction of the project to support moving enterprises to be outside residential areas residential planning area according to guidance of the provincial People’s Committee.

1.2/ Agriculture

-Cooperate with units and localities to continue instructing farmers to seed, grow and take care of crops in Summer-Autumn crop; carry out transferring crop mechanism with lodestar oriented to commodity production, stability, choice of crops with competitive advantage, quality, effectiveness, and production in connection with consuming market.   

-Promote animal husbandry development, implement well work of bird flu prevention, foot and mouth disease in livestock to increase total herds and quality of livestock and poultry.

-Continue undertaking subject “Inspect, evaluate effects of “Ty Ba” fish and “Hoang De” fish on Tri An fishing’

-Strengthen work of forest management and protection, strictly deal with violations of law in forest protection and development; carry out the program on growing additionally big wood trees and dispersedly in government offices, schools, and households.   

1.3. Trade:

- Deploy contents of the Trade Promotion Program in 2009 adjusted and supplemented. Department of Industry and Trade held 2 specialized training classes “Skills of organization, management, and cooperation in production” in Bien Hoa city and Long Thanh district”.   

- Join “Mekong Expo Can Tho 2009” and “Dien Bien International Trade” fairs. Cooperate with departments and branches to organize the trade fair “Dong Nai Agriculture” in the district.  

1.4. Budget Revenue and Expenditure

-Concentrate on guidelines for budget revenue, attempt to accomplish estimation plan assigned by the Central Assistance, ensure expenditure balance for socio-economic development.

-Monitor closely expenses to make certain of complaince with regulations of Budget Law; well implement regimes of publicizing estimating and drawing up balance sheet of each level, agency and unit.

1.5. Investment and Construction Management

-For projects funded by the budget capital: investors and People's Committee of districts, Long Khanh town, Bien Hoa city concentrate on checking and urging contractors to speed up implementation progress of the project and complete payment files in May 2009 (for projects of plan 2008, they can be implemented till June 2009). Continue checking and monitoring 2008 projects on earlier May 2009  and disperse punctually.

-Department of Planning and Investment and Department of Construction cooperate in deployment of  Decree no. 12/2009/NĐ-CP dated February 12, 2009 issued by the Government.  

-Urge deployment of FDI projects, investment projects of enterprises in the locality.

-Urge deployment of constructing resettlement areas for projects such as Long Thanh International Airport and other important projects.

1.6. Information and Communications:

- Coordinate with business to ensure communications, network security serving for the direction and administration of socioeconomic development in the province.

-Continue to implement Decree no. 34/2008/CT-TTg on strengthening use of email system; Decree no. 07/2008/CT-BTTTT on promoting use of open source code software; deploy management system of managing documents and files with placement of M-Office software.  

1.7. Banking:

-Implement the Decision No. 443/2009/TTg dated April 4, 2009; Circular No. 05/2009/TT-NHNN dated July 4, 2008 on detailed regulations on the interest rate support for the organizations and individuals borrowing medium and long term bank for new investment in production development.

- Strengthening the budget and treasury security; ensuring the balance of cash flow and adequate structure of currencies in circulation.

-Develop forms of payment cards and the modern banking services, create habit of payment from banks.

1.8. Natural Resources and Environment:

-Implement surveying and  mapping cadastral records in 3 districts (Thong Nhat, Xuan Loc, Cam My) according to technical design appointed.

-Implement monitoring water surface resources and underground water in the province; fulfill procedure of ratifying drafts to regulate Mineral Planning till 2010 and orientation till 2020.   

-Inspect, classify establishments contributing to environmental pollution in 2009 according to Circular no. 07/2007/TT-BTNMT of Ministry of Natural Resources and Environment.  

-Cooperate with localities to implement projects on environmental protection in Dong Nai river barin till 2020 according to Decision of Prime Minister.

1.9. Science and Technology

-Deploy effectively scientific and technological programs serving socio-economic development of the province in the period 2006-2010.

-Strengthen work of inspecting and checking measurement  and quality, safety and monitoring radiation according to plan 2009 in the province.

- Concentrate on urging drawing up documents of Biotechnology Center.

2. Cultural and Social Affairs:

2.1. Culture, Sports and Tourism:

- Continue extensive propaganda about great resolutions of the Party, the campaign themed "Studying and Following the Moral Example of Ho Chi Minh"; promote activities in culture, arts, physical education, sports, reference films serving political tasks, bringing the cultural facilities to serve people especially those in far flung areas and ethnic minorities.

-Continue completing project “Tourism Promotion Center” to submit the provincial People’s Committee.

-Promote progress of deploying scientific research projects, and work of refurbishing, renovating historical and cultural relics.  

2.2. Education and Training:

-Monitor work of deploying and preparing entrance exam of junior high school and senior high school education; prepare conditions for teacher improvement in 2009 Summer as planed of Ministry of Education and Training; inspect technique of National Standardized Schools such as Le Quy Don Junior High School, Vinh Cuu district, Tra Co Junior High School, Truong Son, Tan Phu district, Xuan Loc High School.

- -Collect results of junior high school graduation exam of continuing education; collect 2008-2009school year results; prepare conditions serving high school graduation exam in terms 2, 3, 4 of June 2009.

-Vocational Education: Urge vocational schools, vocational foundations to hold contest of excellent grassroots level teachers; continue receiving files applying for entrance exam of vocational education.

2.3. Health

- Strengthening prevention of severe acute respiratory syndrome due to H1N1 virus.

- Continuing prevention of malaria, dengue fever and other diseases in the province

- Maintaining medical examination and treatment, the target health plan and online direction as planned.

2.4. Labors, War Invalids and Social Affairs:

-Attempt to supply jobs to 7,000 labors and issue labor book to 1,000 people.

-Urge units to continue to implement purchasing equipments according to National Target Program 2009.

-Train cadres in districts, towns, and Bien Hoa city.

-Sum up project on surveying, determining poor households and pro-poor ones in 2009.

-Cooperate with branches, levels in disseminating prevention of social evils in the province.

2.5. Home Affairs:

-Work team 30 continues to draw up list of general administrative procedures of district and commune level sending to get contributing opinions of agencies, units and localities.

-Strengthen  checking, arranging organization mechanism in agencies, units and localities in accordance with reality of state management in province.   

-Continue to organize and carry out project on developing human resources serving socioeconomic development in the province in period 2006-2010 and view till 2020 according to Resolution no. 51/2005/NQ-HĐND dated 21/7/2005  of the provincial People’s Council.   

2.6. Foreign Affairs:

-Organize to invite diplomatic agencies to attend exhibition “2009 Vietnam Agricultural Economics” in Long Khanh town with theme “Build and Develop Key Agricultural Economic Area in the international integration process”

-Continue to carry out program of the provincial People's Committee on speeding up administrative reform, effectiveness enhancement, administration effectiveness of the state machine.

-Continue to deal with files of incoming delegations, out coming delegations, consular work, receptionist work, friendly cooperation and foreign non-government cooperation in the province in accordance with regulations.
