Socio-economic overview in April and early four months in 2008:

I. ECONOMIC:

1. Production and Business:

1.1 Industrial Production:

The industrial production in April 2008 is estimated to reach VND5,977.3bil (1994’s fixed price), up 1.6% against last month; 4 early months reach VND23,278.3bil or 29.8 percent of the plan, up 20% against the same period.

a. Central State-Owned Industrial Sectors:

The production value in April 2008 is estimated to reach VND643.4bil up 3.2% against last month; 4 early months reach VND2,452.1bil or 27.4 percent of the plan, up 13% against the same period.

12 out of 13 second-class industrial sectors and 29 businesses have production value increased over the same period while the remaining have it decreased against the same period.

b. Local state-owned industrial sectors:

The production value in April 2008 is estimated to reach VND222.1bil up 9.3% against last month; 4 early months reach VND803.7bil or 23.8 percent of the plan, down 6.4% against the same period.

8 out of 12 second-class industrial sectors and 15/21 businesses have production value increased over the same period while the remainings have them equivalent or decreased against the same period.

c. Non-state industrial sectors:

The production value in April 2008 is estimated to reach VND831.5bil, up 0.9% against last month; 4 early months reach VND3,213.7bil or 32.8 percent of the plan, up 21.9% against the same period.

Among 21 second-class industrial sectors, 10 sectors have production value increased, one sector have it decreased against the same period and the remainings have them equivalent.

d. Foreign-Invested Industrial Sectors:

The production value in April 2008 is estimated to reach VND4,280.3bil, up 1.2% against last month; 4 early months reach VND16,808.7bil or 30 percent of the plan, up 22.5% against the same period.

+ Exploitation and production of building materials: 4 months reach VND1,560.3bil, up 19.4% over the same period

+ Processing of food and farm produce: 4 months reach VND6,454.3bil, up 24.2% over the same period, in which food and drinks production up 28.2% against the same period.

+ textile, garment and footwear: 4 months reach VND6,055.9bil, up 18% over the same period, in which textile up 23.9%, garment up 17.1% and  leather preliminary processing and production of cases and handbags up 13.3% against the same period.

+ Timber Processing: 4 months reach VND1,299.9bil, up 22.4% over the same period

+ Paper industry and publishing: 4 months reach VND592.4bil, up 22.7% over the same period, in which production of paper and paper products up 23.2%.

+ Chemicals, rubber, plastic: : 4 months reach VND2,467.8bil, up 23.5% over the same period

+ Machinery: 4 months reach VND2,254.3bil, up 22.8% over the same period

+ Electrical equipment – Electronics: 4 months reach VND2,374.6bil, up 8.5% over the same period, in which production of office appliances and computers down 2.3%. The decrease is due to the fierce competition between Fujitsu’s products and China’s products of the same type.

+ Power and water: 4 months reach VND209.7bil, up 11.4% over the same period. Power capacity of Amata Electricity Company and the power output sold by Formosa and Vedan reach 120 million Kw/h, up 3.2% against last month so 4 months reach 442 million kw/h, up 5.4% against the same period.

1.2 Production of agriculture, forestry and fishery:

12.2 Agricultural production:

a. Farming:

Winter – Spring Season: up to April 10, 2008, the total planting area is 35,989 hectares, getting 98.3 percent of the plan, up 1.1 percent against the same period.

Winter – Spring Season in districts, towns and Bien Hoa City:

Productivity of Winter – Spring Season: rice 52.9 quintals per hectare, attaining 106.8% of the plan, up 1.1% over the same period; corn 67.3 quintals per hectare, attaining 99.5% of the plan, up 0.1% over the same period; vegetables of all kinds 126.6 quintals per hectare, attaining 98.1% of the plan, up 1.8% over the same period; beans of all kinds 9.5 quintals per hectare, attaining 89.05% of the plan, up 4.9% over the same period; cigarette 13.6 quintals per hectare, attaining 110.9% of the plan, up 14.4% over the same period; cotton 16.9 quintals per hectare, attaining 87.01% of the plan or 92.2% of the same period.

b. Breeding:

- Enhance supervision of epidemic diseases to detect and deal with the diseases on cattle and poultry; strengthening veterinary at grass roots level; maintaining hotline to receive information about the epidemic diseases from grass roots lines.

- Situation of epidemic diseases: bird flu did not outbreak in April 2008, and foot and mouth disease and blue ear disease did not recur.

1.2.2 Forestry:

Enhance supervision and monitoring of forestry products in key areas bordering provinces and traffic stations; continue implementing Directive No.08/2006/CT-TTg dated March 8, 2006 of Prime Minister on intensifying urgent measures to preclude the illegal destruction, burning and exploitation of forests.

April 2008 saw 41 cases of forestry law violation and administrative sanction of 20 cases.

1.2.2 Fishery:

Continue popularizing and instructing fishermen on how to implement the Fishery Law, prohibit exploitation of marine products using explosives and electrical pulse.

1.2.3. Aquatic products:

Continue disseminating and instructing fishermen to observe Fisheries Law, prohibit advantages of explosive and pulse fishing.

2. Trading, service, export and import:

2.1. Trading and service sector:

2.1.1. Domestic market:

Estimated total of commodity retail sale in 04/2008 is VND 2650.5 billion, up 3.7% against last month.  Estimated total of commodity retail sale in first 4 months is VND 10239.5bil, gaining 30.3% of the plan and surging 30.9 % over the same period.

State economic sector: Estimated total of commodity retail sale in 04/2008 is VND 226.6 billion, and that of first 4 months is VND869.7bil,  gaining 32.2% of the plan, surging 20% over the same period.

Non state economic sector: Estimated total of retail sale in 04/2008 is VND 2219.2 billion, up 3.6% against last month and that of first 4 months is VND8585.5bil, gaining 29.5% of the plan surging 33.1% over the same period.

Foreign-invested economic sector: Estimated total of retail sale in 04/2008 is VND 204.7billion, up 4.2% against last month and that of first 4 months is VND784.3, gaining 38.7% of the plan, surging 21.4% over the same period

2.1.2. Market price:

Consumer Price Index (CPI) in 4/2008 rose 2.95% compared to 3/2008. There are 2/10 commodity and service groups that are up higher than the average growth rate : food and eating service rose 4.95% and transportation, post and telecommunication rose 3.49%. the other groups are up lower than the average rate: house, electricity, water and gas rose 1.87%; medicine and medical service rose 0.59%; textile & garment, headwear, footwear rose 0.27%; beverage and cigarette rose 0.12%; culture, entertainment and tourist rose 0.53%; household appliances and housewares rose 1.19%; educational service rose 0.05%; commodity and other services rose 0.48%.

After 1 year, CPI in 04/2008 rose 19.26% compared to 04/2007. There are 3/10 groups of commodity and service that are up higher than the average rate: house, electricity, water, gas and building material rose 20.13%; transportation, post and telecommunication rose 20.93%; the other groups are up lower than the average rate: medicine and medical service rose 8.64%, textile & garment, headwear, footwear rose 6.12%; beverage and cigarette rose 5.4%; culure, entertainment and tourist rose 2.4%; household appliances and housewares rose 6.4%; educational service rose 1.33%; commodity and other services rose 4.3%

CPI in 04/2008 rose 10.63% compared to 12/2007. There are 2/10 groups of commodity and service that are up higher than the average rate: food and eating service rose 17.68%; transportation, post and telecommunication rose 12.8%. Concerning the other groups, the highest growth rate group is house, electricity, water, gas and building material (8.18%) while the lowest growth rate is educational service (0.29%)

Gold price index: Gold price in 4/2008 in comparison with that in 3/2008 decreased 0.86% and surged 42.05% over the same period.

US Dollar price index: In 4/2008 it rose 0.08% in comparison with in 32008 and down 0.81% over the same period.

2.1.3. Post & Telecommunications – Information Technology:

a. Post & Telecommunications:

- Estimated turnover in 4/2008 is VND 125 billion and that of the first four months is VND 497.3 billlion, gaining 28.4% of the plan.

- Phone number development: estimated fixed-line subscribers are 4300, and that of the first four months are 18600, gaining 25.7% of the plan. 

The number of cell phone subscribers is 28000 and that of the first four months is 108100, gaining 34.3% of the plan. 

- The number of internet subscribers in 4/2008 (ADSL) s 500, that of the first four months is 2716, gaining 14.7% of the plan.

b. Information technology

Plans to apply IT in state-run agencies are drawn up.

- websites of state-run agencies are surveyed to evaluate how well administrative services are implemented between these agencies and residents, businesses and organizations.

2.1.4. Banking activities:

- Capital source: Estimated locally-mobilized capital by 30/4/2008 is VND 23894 billion rising 19.1% in comparison with 31/12/2007. Out of the total locally-mobilized capital, savings deposit is VND 11938 billion, occupying 49.9%, rising 26.4% in comparison with 31/12/2007; deposit in economic organizations is VND 11394bil, occupying 47.7%, rising 11.9% in comparison with 31/12/2007.

- Income from loans: The total income from loans till the end of 4/2008 estimated at VND 4167 billion, rising 5.5%, including income from short-term loans is VND 3452 billion, rising 0.4%; income from medium and long-term loans is VND 716 billion, rising 39.1% aganist the same period.

Debit balance: total debit balance till the end of 4/2008 estimated at VND 27,727bil, rising 16.4% against December 31, 2007, including short-term debit is VND 18056bil, rising 19.5%; medium and long-term debit is VND 9202 billion, rising 33.3%, up 12.1% compared to December 31, 2007

2.2. Export and import:

Export: Estimated export turnover in 4/2008 is US$ 567.8 million, and that of the first four months is US$1935.8mil, gaining 27.6% of the plan and up 22.6% over the same period.

- Central state enterprises: Estimated export turnover in 4/2008 is USD 9.6 million, and that of the first four months is US$36.5mil, gaining 20.7% of the plan and up 20.4% over the same period.

- Local businesses: Estimated export turnover in 4/2008 is USD 24.8 million, and that of the first four months is US$91.4mil, gaining 22.8% of the plan and up 21.2% over the same period

- Foreign-invested enterprises: Estimated export turnover in 4/2008 is US$ 533.4 million, and that of the first four months is US$1807.9mil, gaining 28.1% of the plan and  up 22.7% over the same period

Import: Estimated turnover of the province in 4/2008 is US$ 738.1 million, and that of the first four months is US$2544.9mil, gaining 31% of the plan and  up 35.2% over the same period, including:

- Central state enterprises: Estimated export turnover in 4/2008 is USD 6.8 million, and that of the first four months is US$26.1mil, gaining 30.3% of the plan and up 24.6% over the same period.

- Local businesses: Estimated export turnover in 4/2008 is USD 9.4 million, and that of the first four months is US$37.7mil, gaining 22.1% of the plan and up 23.8% over the same period

- Foreign-invested enterprises: Estimated export turnover in 4/2008 is US$ 721.9 million, and that of the first four months is US$2481.1mil, gaining 31.2% of the plan and  up 35.5% over the same period

Main import items: tobacco material and production material

2.3 Tourism:

The number of turns of tourists is estimated at 170000, up 16.6% against the same period and the tourism sector earns VND25bil, up 49.8% against the same period.

3. Transportation

- Commodity transportation: Estimated output in 04/2008 is 2464 millon tons for transpoting and 231.091 million tons for rotating carriage, up 3.5% for transporting and 4.9% for rotating carriage over the previous month.
