REPORT ON SOCIO-ECONOMIC OVERVIEW OF JANUARY  2011

THE OVERVIEW:

I. ECONOMY:

1. Manufacturing:

1.1.                     Industry - construction:

The gross output estimated in January 2011 is 10,299 bill. dongs (at fixed 1994 price), getting 8.1% of the plan, rising 16.7% compared to the same period.

a.                  Industrial manufacture:

The estimated industrial output in January 2011 is 9,769.9 bill. dongs, up 17.4% or 8.1% of the plan.

Specifically, the Central State Ownership gains, in January 2011, 934.5 bill. dongs , up 18.4% against the previous month and gaining 8.9% of the plan.

The local State ownership gains, in January 2011, 292.4 bill. dongs, up 21.3% against the previous month and gaining 8.8% of the plan.

The non-state ownership gains, in January 2011, 1327.5 bill. dongs, up 23.9% against the previous month and gaining 8.4% of the plan.

The foreign ownership gains, in January 2011, 7215.5 bill. dongs, up 16% against the previous month and gaining 7.9% of the plan.

·                     Key industrial sectors:

In January 2011, eight out of nine industrial sectors all over the province have their output value increased against the same period as followed:

+ Building material exploitation and production: the output gains 506.7 bill.dongs, up 15.9% over the same period

+ Agricultural produce and foods processing: the output gains 2393.7 bill.dongs, up 21% over the same period

+ Textile, garment and footwear: the output gains 2486.6 bill.dongs, up 15.6% over the same period

+ Wood and bamboo processing: the output gains 620.8 bill.dongs, up 18% over the same period

+ Paper and Publishing: the output gains 226 bill.dongs, up 16.8% over the same period

+ Chemicals, rubber and plastic: the output gains 1180.3 bill.dongs, up 15.8% over the same period

+ Machinery: the output gains 1358 bill.dongs, up 19.2% over the same period

+ Electricity and Electronics: the output gains 940.6 bill.dongs, up 15.3% over the same period

+ Power and Water: the output gains 57.3 bill.dongs, 92.9 percent as much as the same period

b.    Construction:

The construction output estimated in January 2011 is 530 bill. dongs (at constant January/2011 price), rising 4.4% compared to the same period.

1.2 Farming Production:

Winter/spring paddy: the total planted area is 21,994ha, gaining 60.6% of the plan and 83.4% as much as the same period. This area includes 13,356ha of cereals (54.9% of the plan, 79.9% over the same period); 1783ha of vegetables and beans (116.1% of the plan, up 6.5% over the same period) and 5035 food crops (70.9% of the plan, 96.3% as much as the same period)

2.                  Trade, service, import-export and tourism:

2.1.1.   Domestic market:

Total estimated retail sales value in January is 5803.7 bill. dongs, 8.4% of the plan, up 40.8% against the same period, of which Trade sector, restaurant –hotel sector, service sector and tourism sector gain 4793.9bill. dongs (up 44.6%), 413.3 bill. dongs (up 25.2%), 594 bill. dongs (up 24.9%) and 2.4 bill. dongs (up 15.7%) respectively.

State economic sector:

Estimated total retail sales in January is 379.2 bill. dongs, 8.6% of the plan, up 21.2 against the same period

Non-state economic sector:

Estimated total retail sales in January is 5144 bill. dongs, 8.4% of the plan, up 44.1% against the same period

Foreign-invested sector:

Estimated total retail sales in January is 280.5 bill. dongs, 8.4% of the plan, up 17.4% against the same period

2.2.2. Market price:

Price index in January 2011 compared to December 2010 went up 1.38% and 10.2% compared to January 2010

Gold and USD index: in January 2011, gold price was 99.2 percent as much as the previous month and  rose 35.3% against the same period; USD price was 98.1 percent as much as the previous month and rose 8.3% compared to the saem period

2.1.3. Post and Telecommunications

Rate of local population having access to the internet in January is 20.5%

Telephone density in January is 122.8 telephones over 100 people, gaining 102.5 percent of the plan

2.1.4. Finance:

Budget revenues: total budget revenues in January is 1,686.26 bill. dongs (including 75.79 bill. dongs gained grom lottery), getting 8% compared to the estimate and up 2% compared to the same period

Budget expenditure: total local budget expenditure in January is 566.15 bill. dongs, getting 8% compared to the estimate and up 55% compared to the same period

2.1.5. Banking activities:

Capital source: local mobilized capital till January 31, 2011 is estimated at 51,905 bill. dongs, up 1.2% compared to December 31, 2010. This capital includes 32,235 bill. dongs from savings, (accounting for 61.2% of the total capital, up 1.6% compared to December 31, 2010) and 19,670 bill. dongs from economic organizations (accounting for 37.9% of the total capital, up 0.5% compared to December 31, 2010)

Outstanding loans: the total outstanding by late January 2011 is estimated 48,473 bill.dongs, up 0.9% compared to December 31, 2010. Specifically, short-term outstanding is 32,309 bill. Dongs, up 0.9%; medium and long-term outstanding loans  is 16,164 bill. dongs (accounting for 33.4% of the total outstanding,  up 0.9% compared to December 31, 2010)

2.2 Export – import:

Export:  export turnover in January 2011 is US$ 748.2 million, 9% of the plan, up 42.4% over the same period, including the turnover gained from:

Central enterprises: US$ 14.6 million, 8.3% of the plan, up 37.7% over the same period

Local enterprises: US$ 32.7 million, 7.3% of the plan, up 36.8% over the same period

Foreign invested enterprises: US$ 700.9 million, 9.1% of the plan, up 42.7% over the same period

Import: import turnover in January 2011 is US$ 959.2 million, 10% of the plan, up 42.7% over the same period, including the turnover gained from:

Central enterprises: US$ 3.7 million, 4.6% of the plan, up 5.7% over the same period

Local enterprises: US$ 8.4 million, 4.9% of the plan, up 23.5% over the same period

Foreign invested enterprises: US$ 947.1 million, 10.1% of the plan, up 43% over the same period

Local key import products are fertilizers, raw cashews, machines/equipment and production and tobacco feedstock.

3.                  Transportation:

Freight volume and freight volume traffic in January 2011 is estimated at 3.202 million metric tons and 189.924 million metric tons per kilometer, rising 7.1% and 8.1% over the same period.

Passenger volume and passenger volume traffic in January 2011 is estimated at 5.445 million persons amd 393.514 million persons per kilometer, increasing 9% and 10.2% respectively.

4.       Development investment:

Total capital used for investment and construction in January 2011 is around 2,544 bill. dongs, achieving 6.9% of the plan, up 21% over the same period, including:

4.1/ Investment capital from the province’s budget: the plan for investment and construction assigned by the provincial people’s committee in the beggining of 2011 is 1507  bill.dongs. The volume done in January 2011 is estimated at around 200 bill. dongs, achieving 13% of the plan, of which 150bill.dongs are disbursed, gaining 10% of the plan.

4.2/ Investment capital allocated to district level authorities:

Total capital allocated to district level authorities for investment in 2011 is 773 bill.dongs. The volume done in January 2011 is estimated at around 75 bill. dongs, achieving 10% of the plan, of which 70 bill.dongs are disbursed, gaining some 9% of the plan.

5. Foreign investment attraction: the total newly registered and increasing capital, from the beginning of the year to January 20 2011, is about US$ 2.88 million, achieving 0.2 percent of the plan, 8.7% as much as the same period.

6. Domestic Capital Attraction:

Total domestic investment capital is, in January 2011, 1,667.48 bill. dongs (4 projects), 5.6% of the plan, 11.1% as much as the same period. Up to January 20 2011, there are 485 domestic investment certificates whose registered capital is 143,602 bill. dongs.

7. Development of state enterprises:

Total registered capital from state business sectors, from the beginning of the year to January 20 2011, estimated at 1,226 bill. dongs (including the newly and increasing registered one), 7.7% of the plan and up 3.3% compared to the same period. These enterprises include 104 newly established ones, 92 percent as much as the same period with the total registered capital of 826 bill. dongs and 50 turns of enterprises applying for supplement capital of 400 bill. dongs

Up to January 20 2011, there are totally 12,505 state enterprises in the province with the total registered capital of over 93,000 bill. dongs (including supplement registered capital)

8. Social welfares and policies:

In January 2011, 6478 people were provided with jobs, gaining 7.2% of the plan, up 1.1% over the same period. Among them, 2957 people were sent to enterprises,  3515 people had jobs via socio-economic programs and 6 people were trained and sent abroad for working.

Also in January 2011, 3468 people were graduated from vocational training courses including 2268 people were vocationally trained by vocational centres and 1200 people were trained by their companies after being recruited

Poverty reduction work: In this month, around 46 turns of poor households are given preferential loans worth some 5 bill.dongs

13,069 people having contribution to the country, affected by toxic chemicals were given free health insurance. Also, 1012 people entitled to rights in accordance with Decision No.920 and 2350 veterans were provided with free health insurance cards.

300 grass-roots officials were trained on how to protect and care for children;

In collaboration with Trieu An Hospital, HCMC, 9 children in districts of Long Thanh, Tan Phu, Vinh Cuu, Thong Nhat, Xuan Loc were given free heart surgeries worth around 560 million dongs.

9. External Affairs:

47 turns of officials and civil servants were allowed to go abroad for business or personal purposes

15 foreign delegations paid visit to the province for such purposes as working with the province’s authority, boosting the cooperation …
