According to the report by the Provincial People’s Committee, the economic growth rate continues to be high in 2007. The GPD growth rate is expected to increase 15.5% against 2006, exceeding the target of the   Resolution by the Provincial Committee of the Party and the Provincial People’s Council (15%). The industry - construction increased by 16.9%, the service rose over 16.5%, the agriculture-forestry-fishery up 5.2%. In particular, the industrial production value is expected to reach VND63,538.6 billion, up 22.4% higher than the target of the Resolution (19.5%); the total export turnover was estimated at US$5.474 billion, up 28.7%; FDI attraction reached US$2.1 billion; domestic investment attraction by granting licenses gained US$998 million. In addition, many sectors had positive changes in attracting investment capital, attracting many projects for high and clean technology and that in the field of service, for example. The agriculture sector was quite sustainable thanks to the effective application of high-tech process to some plants.

Some activities for transport, telecommunications, banking, and insurance has increased and contributed to speeding up the growth rate of service industry against that of economy. In social-cultural activities, the province has gained encouraging results: seriously implementing exams, caring for beneficiary people, reducing poor households, effectively preventing epidemic diseases. Friendship cooperation among localities at home and abroad as well as social order has been well maintained and the tenth National Assembly election has been well carried out.

Following are the largest limitations for the implementation of social-economic target in the province in 2007: the industrial development along with employing laborers in rural, deep-lying and remote areas have still met difficulties; some rural and agricultural development programs have been slowly deployed; and high-quality services have not yet had strong development. The budget revenues of the Central state-own area and the foreign-invested area received has been lower than the plan. Human resources have not met the demands for high-tech industrial development, especially high-quality human resources and technical workers. Political security and social safety order have been maintained but still remained negative aspects, especially the situation in which religious organizations illegally rally in large numbers and make petitions to authorities of levels higher than the prescribed ones happens complicatedly and have not completely settled. Road traffic accidents rate is still high; administrative reform task has made progress but not yet met the set target.
