Extraordinary conference of The provincial Party Executive Board session 8th : Many solutions to develop the economy in a quick and sustainable manner

At the conference, the provincial Party Executive Board defined that the targets of economic development in 2010 with the vision toward 2020 included the high growth rate of economy in a quick and sustainable manner in the direction of boosting the industrial and service sector along with the agricultural industry. It is necessary to notice that developing economy attach to building a civilized society, protecting environment, and stabilizing political security order and social safety order. Addressing at the conference, many delegates agreed on speeding up sustainable industrial growth in localities, developing agricultural product processing industry, conducting rural industrial complex and export small-scale industry. As for service industry, density in economic structure will be continued raising, and systems of port storehouse and air service are developed; and traditional export market, European market and Central Asian market are expanded. Many delegates also concentrated on deeply analyzing the development of agriculture because they claimed that 70% of the provincial population still depends on agriculture with unstable incomes and living standards. Therefore, the province must consider agriculture as one of three decisive factors of the economy in order to propose the orientation for sustainable economic development. In agriculture, focus should be laid on producing local goods with competitive advantages; the State must enhance its leadership so that the coordination of “4 sectors” effectively promotes.

In order to effectively deploy and implement above-mentioned targets, the delegates said, it was necessary to concentrate on improving competition capability of key products and  services; combining economic development with social issue settlement, especially environmental protection. Specially, much attention should be paid to train efficient human resources including state officials, entrepreneurs, laborers in the direction of specialization and modernization.
