One-door model: for the benefit of people

​Last weekend, one-door model, the modern inter-door (known as "one-door" Division) in Thong Nhat district officially starts operation after a trial period.  In the introduction ceremony, the model immediately received many positive comments from citizens and businesses. This model is actually beneficial to the people. 


​Addressing more than 93% of documents on time 

Mrs. Huynh Thi Sanh living in Hung Loc commune used to hesitate to go to state’s agencies for handling administrative procedures, but now she is one of the cheerful people when being asked. "I'm really happy that for the benefit of people; cadres, civil servants and the government have provided whole-hearted and kind assistance for the people to access and implement administrative procedures without time-consuming process”, said Mrs. Sanh. According to her opinion, thanks to the appearance of one-door division with internet-connected computers system, she can easily access and register for measurement procedures online, and it only takes her half of the morning to complete the procedures at one-door division.

Mr. Le Trung Thuy also feels very pleased since this modern model has lessened much trouble for people. He assumed that it used to take a lot of time for him to carry out procedures for land division and transfer of land use right certificate to his sons, but now he only needs to come early, presses the number and waits for his turn. Citizens' expectation is satisfied through quick and simple procedures conducted by enthusiastic staff.

In addition to procedures on land, other procedures are also solved quickly to avoid inconvenience for individuals and businesses. Mr. Nguyen Lien Bang, living in Gia Kiem commune said that: “I used to hesitate to go to state agencies but now I am very satisfied with enthusiastic and helpful attitude of civil servants who instruct so carefully that procedures for my business registration are quickly adopted.  We, businessmen feel satisfied with and reliable on comfortable on laws and policies of the government".



Representative of Phu Khang Garment Company told that business activities require many procedures for employees such as papers on employment, insurance and preferential policies, etc. All these issues can be resolved via online and then at the one-door agency in one day. This great advantage can reduce many difficulties for company to focus on the production and business activities. 
Replacing cadres of weak professional ability
In the introduction ceremony for the one-door division, a modern ‘inter-door’, Vice Chairman of Provincial People’s Committee, Tran Van Vinh stressed that: the implementation purpose of one–door mechanism, modern inter-door is to provide transparency in handling administrative procedures; and to resolve dossiers, procedures for people quickly and smoothly. To help the division to operate effectively, Leaders of District People’s Committee not only arrange cadres and civil servants having good professional ability, working experience, responsibility to work in “one-door” division but also define the responsibility of civil servants in other departments to cooperate with one-door division in addressing people's dossiers timely and promptly . At the same time, the district authority need to praise the role of the leader in the directing, managing, adjusting and replacing cadres with weak ability and professional skill; or unfriendly attitude to people through the periodic people’s feedback survey. Hence transparency and publicity are ensured and it represents the government of the people, for the people.

The district office of "one door” division has been repaired and upgraded from headquarter of   reception and results returning division. This office currently has an area of about 80m2, and is equipped with 8 points to receive and return the results. There is working desk in each reception point; therefore, the civil servants can easily serve the people. In addition, 20 wooden chairs are arranged in this division for staffs and citizens coming to handle their administrative procedures; one information table on administrative procedures of different fields, including full forms to assist the people in declaring the documents as regulated. Moreover, there is information table on instructing people to look up information through the touch screen, hot cold water making machines; suggestion box. The total repairing cost is 287 million VND. 
Mr. Bui Dinh Thien, staff in charge of land use registration office said that "one-door" system makes officers work more professionally and responsibly to serve the people. He showed proof that: not all people know how to press touch screen to select the number or make declaration as regulated...; therefore, all officers are very enthusiastic to help people and enterprises to do procedures as quickly as possible. 
Mrs. Do Lan Anh assumed that people are very happy and reliable on public servants when their requirements are fulfilled. She took an example in Quang Trung commune, where a person went to the "one-door" division for the first time and did not know who to meet and what to do, etc. Then officers in this division instructed so carefully and helpfully that this person called to thank the division for many times after his requirement is met. Therefore, "For the purposes of better satisfying the demand of individuals and businesses; officers in one-door division are required to be not only enthusiastic and responsible but also proficient and devoted to fulfill the tasks. This conveys the real essence of our country, the government of the people and for the people” said Mrs. Lan Anh. 
Chairman of District People's Committee, Tran Van Chien said that in the first 6 months of 2014, civil servants in Thong Nhat district has received 5,068 files (including 4,723 new files). There are 4,926 addressed documents with delivered results to people; reaching 93.29% and showing an increase by over 29% year on year. Particularly in June, 507 dossiers have been settled on time, reaching 84% of the total number of received document.
