Outstanding results should first mention GRDP growth targets (total gross domestic product) of the province, up 11.06% over the same period. With this result, Dong Nai is leading the country in terms of GRDP speed. Besides, there are indicators of the dynamic efforts of the Party Committees, government and provincial people as export turnover, attracting investment; party members learning rate, thorough study of the resolutions of the party, reducing the rate of violating and disciplined party members; increase the number of beds / thousand people ... Besides the 10 criteria achieved and exceeded targets, the resolution also has eight performance criteria achieved well at a rate of over 70% of the year plan. The manufacturing sector continues to grow; ; investment schedule of some major projects were done faster. The fields of culture, health, education make progress, social security is guaranteed.

However, according to the Provincial Party Executive Committee, there are 2 performance indicators are lower than the resolution target, which is an indicator of the development of new party members and targets of reducing traffic accidents. Along with that, a number of guidelines and orientation of the Provincial Committee has identified but implementation is delayed or ineffective. Specifically as production and business situation of enterprises still seemed difficult, especially for small and medium enterprises; construction investment of the pilot areas to encourage livestock development is still limited; management, arranging focused slaughter area fail to meet requirements; Irrecoverable credit debt ratio rose 0.4% compared with the end of 2013; results of One-Stop Shop, modern One-Stop Shop mechanism in some districts is still slow ...

One issue that participant interest in at the conference is the establishment of industrial clusters and attracting small and medium enterprises in the industrial clusters. Currently, the investment in industrial clusters still has many difficulties due to land clearance compensation for construction land also problems, high cost, less attractive to investors.

On this issue, Mr. Lam Van Nghia, Vinh Cuu District Party Committee Secretary said that: “District capacity to call for investment of industrial clusters is difficult. In fact, the removal of the investment costs for industrial clusters is like industrial zones from infrastructure, electricity, sewage treatment systems ... The cost of major investment, high renting cost. The goal of industrial clusters is to help small and medium-sized enterprises but high rents cost, how the enterprises can bear ... ". Mr. Nghia suggested the province need to re-plan the industrial clusters on the whole province, eliminate inefficiencies place, has a policy uniform in size, both quantity and specific support mechanisms for businesses in the industrial clusters

Advocated establishment of industrial clusters is to support small and medium enterprises where concentrate production business in accordance with the development plan, as well as the management of environmental issues ... Director of Planning – Investment Department Bo Ngoc Thu said that, in this fourth quarter, all concerned levels and sectors with province need to implement solutions that effectively solve real existences, to overcome difficulties in the construction of industrial clusters to create the conditions for small and medium enterprises to develop production and business. 

"4 clarities" of unions in building new rural

With the joint efforts of the whole province, so far the new rural construction has achieved remarkable results. Currently there are 42 communes meeting 19/19 criteria and 29 new rural communes being evaluated new rural recognition. Xuan Loc District and Long Khanh town are making dossiers proposing Central to recognize district-level locality as new rural. However, there are still over a hundred communes are all trying more to reach new countryside criteria. 

To accelerate the new rural construction, Provincial Party Committee Secretary Tran Dinh Tranh stressed out: “Responsibilities of Party committees, governments, steering committee from provincial to grassroots must be clear, recently, the role of Fatherland Front of organizations in building new rural are still unclear. Provincial Standing Committee assigned Commission for People Mobilization with Fatherland Front to identify 4 clarities: the responsibility of the individual organizations, the content of their organizations (what to do), specifies the method of how to implement (how) and clear results of the contribute to building a new rural. Where reviewing not yet have"4 clarities" means that has not yet to join hands to build new rural areas…”

In new rural construction, Mr. Lam Van Nghia, Vinh Cuu District Party Committee Secretary said, that existing two planning, one is the network planning point of rural population approved by province and planning and construction of new rural approved by district, these two plans has some "opposition". Recommend the Province unified direction one plan for more advantages planning implementation. In the construction of rural transport infrastructure, Mr. Nghia supposed that provinces should direct the transport sector to make design of rural roads in order to reduce cost design consultant for this project.

Focus pulling off traffic accidents

One of the two criteria lower than the target resolution of the Provincial Party is criteria of reducing traffic accidents. 9 months of this year, the province occurred 395 traffic accidents, the number of cases and the number of injuries has decreased, but the number of deaths increased (already 343 deaths due to traffic accidents). According to Vice Chairman of Provincial People’s Committee Tran Van Vinh, cause of traffic accidents is not significantly reduced due to the limited propagation leads to a sense of traffic participation is not high. Besides, the National Routes are in the time of upgrading and repairing with the focus on building transport infrastructure in rural areas when the warning signs are not equipped promptly so traffic accident occurred easy, especially in rural areas; traffic density increase while patrolling and handling reduce. The province is focusing on solutions to reduce traffic accidents.

According to Director of People Mobilization Committee-Huynh Van Tinh, to help pull off traffic accidents besides solutions propagate awareness, conscious of traffic participants should encourage businesses and schools with buses to pick up students and workers. In addition, enhanced public transport system in the province; severe sanction the violation of traffic safety.

Discussing the implementation of content of cadres and Party members, especially key officials at all levels in accordance with Regulation No. 101-QD / TU's Secretariat and Decision 272-QD / TU of Provincial Party Standing Committee, Provincial Party Committee Secretary Tran Dinh Thanh affirmed: “The exemplary is essence of officials and party members, of course, must do.
