On June 30, 2014, Provincial People’s Committee has promulgated Directive No. 19/CT-UBND on socio-economic development planning and state budget estimation for 2015.
2015 is the fifth and significant year in the implementation of the objectives set in Resolution of 9th Dong Nai Provincial Party Congress, Resolution of the Provincial People's Council (Term VII) on the objectives, tasks and solutions for socio-economic development, defense and security for the 5 years’ period from 2011 to 2015. Accordingly, socio-economic development planning and state budget estimation for 2015 shall be based on assessing the implementation of the 2014 socio-economic development plans and state budget estimates in a serious, comprehensive and honest manner, in compliance with fully evaluating the implementation of Resolutions of the Government, the Party Provincial Committee, the Provincial People's Council; Instructions of the Provincial People's Committee. Evaluating achievements of in 2014 against the objectives and targets set for socio-economic development and state budget estimates for 2014; assessing and analyzing impact of situations in the East Sea on the accomplishments of objectives and targets set for 2014; sticking to resources balance capacity and implementing measures of departments, branches, localities, agencies; and ensuring openness, transparency and candor in the planning and allocation of resources and state budget.
Directive also clarifies objectives and tasks of the 2015 socio-economic development plans and state budget estimates, including: promoting breakthroughs for development, economics restructuring in association with the shift of growth model towards higher quality, effectiveness and competitiveness; synchronously implementing policies on national security, social welfare to improve people's living conditions; enhancing environmental protection and national defense - security, maintaining political security and social order and safety in the province. Besides that, implementing tasks in economic development, social development, natural resource management, environmental protection and response to climate change, administrative reform; anti-corruption, thrift practice and wastefulness combat; settlements of complaints and denunciations; national defense and security, foreign affairs and international integration as well as dissemination of information about the policies of the Party and State. In addition, the Directive also specifies that state budget estimation shall take into account investment development spending, regular spending; expenditures for implementation of national target programs, government bonds, and official development assistance (ODA)- funded programs and projects, etc.
For the purpose of successfully implementing the socio-economic development plans and state budget estimates for 2015; Chairman of Provincial People’s Committee shall assign specific tasks for departments, branches, People’s Committees of districts, Long Khanh town, and Bien Hoa city, and shall instruct relevant authorities to implement according to the proposed schedule.
