According to the company, the  expansion began in 2004 and VND 23.8 billion was paid for land compensation and other support costs. In 2008, the company completed the construction of resettlement-area infrastructure, but it couldn’t perform the allocation and it had to support the price difference because land and material prices increased since the project started. Therefore, the company wanted to know the specific calculation method based on clear criteria as a basis for support for households in the future.

On behalf of the People’s Committee of Dong Nai Province and Bien Hoa City, Chairman Dinh Quoc Thai said that changes in policies and laws are objective reasons, leading to  slow and delayed land acquisition and site clearance, affecting the investment progress of the enterprise. On the support for price differences for households located in the relocation, in accordance with the laws of Vietnam, support cost will be included in the land lease cost of the enterprise so there would be no effect on the interests of investors.
