3 billion USD of ODA capital for the Long Thanh international airport

​Dong Nai has completed the preparatory work for the Long Thanh international airport project. When Congress passes the investment decisions, implementing projects will be accelerated. 


​Dong Nai provincial people's committee had a meeting with the Japan airport consulting firm (JAC) on the matters relating to the province under the control of the international airport project in Long Thanh.

Representatives from Japan, said the Japanese government is very interested in the Long Thanh international airport project and is expected to spend about 3 billion USD to finance this project, Japan therefore highly want Vietnam government to submit to the National Assembly soon. On May 4, the Japanese government also met with four concerned ministries and agencies to discuss the project, and the promotion plan to be prepared to provide capital and other procedures when the project is passed through.

To Dong Nai, the province has completed planning work for construction area as resettlement areas, airport service areas. It is expected that approximately 5,400 households with 17,000 inhabitants must be cleared (in which over 3,000 households face entire clearance) to cede land for the project. Total cost for compensation and ground clearance of about 20,000 billion VND. When approved, the plan will require about 6,000 billion VND for resettlement and implementation of social welfare projects. Currently has two resettlement areas, In addition, the province is also planning projects with a total area of 21,000 hectares around the airport area. When completed, the airport will combine with the transportation system of roads, railways, waterways which are being constructed to create a crowded traffic area. 


Vice Chairman Tran Van Vinh said. to prepare for the project, the Vietnam Government has established appraisal council by the Ministry of Planning and Investment as the focal point to find the optimal investment strategy. Appraisal Council also determined that building the Long Thanh airport is the most appropriate solution. To facilitate two parties in the investment, Vice Chairman of Dong Nai People Committee Tran Van Vinh has proposed JAC to supplement, complete this project to increase it’s persuasion as the project passed to Congress to look through. Particularly in Dong Nai province, preparatory work for the project has been completed, when Congress passed the investment decisions, implementing projects in the site will be accelerated.


Earlier, the Prime Minister also recently issued a list of national projects calling for foreign investment in 2020. During a total of 127 projects were mentioned, there is international airport in Long Thanh (phase 1) more than  5.6 billion USD ...


In phase 1 of the project, the Ministry of Transport identified, due to the large capital mobilization in this current condition is very difficult, should be divided into two investment stages in this phase. Phase 1a need about 5.6 billion USD to build one runway and passenger terminal capacity of 17 million passengers / year; site clearance more than 2,500 ha. Phase 1b will complete the clearance of nearly 2,400 ha remaining as well as building one more runway. The amount of money need in addition is about 2.2 billion USD.


There will be approximately 48.3% of total investment in Phase 1a, equivalent to 2.7 billion USD is using the State money. (State budget, Government bonds and ODA). The money from the state budget will be spent on fly zone (runways, taxiways, aircraft parking, site clearance compensation, system utilities, communications) Over 2.9 billion USD  remaining (51.7%) is mobilization source from business, joint venture, public – private partnership ...) used to build the station, car park, aircraft maintenance site, fuel systems and commercial buildings.


Ministry of Transport has submitted the application to Prime Minister for approval of investment in Long Thanh international airport project. It is expected that the Congress will be considered in May, 2014 session.
