Phuoc Tan Communal Police and Civil Defence:  Key Forces to Protect Order and Security

Secretary of Phuoc Tan Communal Party Committee in Bien Hoa was pleased to announce that in the first half of 2011 Phuoc Tan fulfilled many targets and finished plans. Especially, its government budget revenues hit over 200 percent, housing tax 215 percent, excise tax 106 percent, special consumption tax 115 percent, and personal income tax 115 percent. Many other socio-economic targets were achieved.

All these achievements were thanks to communal police force and civil defence’s patrol and calling for people to actively respond to People Protect National Security movement.

* Overcoming difficulties in key areas

April 1st, 2010, Phuoc Tan commune in Long Thanh was handed over to Bien Hoa city. It is an area close to Long Thanh district and Bien Hoa city, which results in a high rate of crime and a poor preservation of social order and safety.

Under these circumstances, the leadership of Bien Hoa Municipal Police asked communal police forces to stick to their patrol areas to maintain social order and security, contributing to stabilizing the development of the commune in all aspects.

Police and civil defense at a meeting

Phuoc Tan is a large commune on an area of 4.4 hectares with a population of more than 38,000 residents and 9,000 households. It has a large number of migrants, which causes a lot of difficulties for the preservation of social order and security.

In October 2010, to implement the Ordinance on communal police forces and Dong Nai People’s Committee’s Decree no. 73/CP and Decision no. 70/2010 on job titles, staff, and government policies for communal police forces, a chief of communal police and an officer in charge of logistics were added to the communal police. Since January 1, 2011 Phuoc Tan communal police have been strengthened with an addition of 17 policemen including three in regular forces and a team of civil defense including 71 members.

With their enthusiasm and passion, and especially sense of responsibility to maintain a peaceful life for local residents, they continue their tasks of preserving order and security in the commune.

Every night, communal civil defence under the command of communal police conducted patrol after 11 p.m.

Mr. Bui Kim Son, Chief of communal police said that since early 2011 there have occurred more than 70 cases, including 56 criminal cases. 27 cases were dealt with and 29 individuals were arrested.

Commune police handled 17 cases towards 20 individuals. For the others, communal police have them documented and transferred all documents to Bien Hoa Municipal Police. 17 cases were fined and 20 were seized. Communal police established security groups at 39 points with more than 2,400 lots of participants and ensured safety in carrying out the commune’s political tasks. Especially, communal police are required to preserve security on the occasion of the election of deputies into the National Assembly and into three levels of People’s Council.

*Join in dealing with major cases

We met Son in Phuoc Tan commune two days ago. He told us that communal police were successful in cracking a motorbike robbery. All documents related to the robbery were transferred to Bien Hoa Municipal Police.

This is a typical robbery in the commune. Thanks to their intelligence and courage, communal police forces were successful in seizing a gang of robbers that use electric rods and that have caused more than 30 motorbike robberies.

Son recalled that at 1 p.m, June 25, 2011, security force and civil denfence were on duty, seeing 4 suspects on two motorcycles.

Immediately, communal police ordered them to stop but they used electric rods to fight with police and speeded up to escape into a nearby swamp.

Nguyen Tuan Anh and Nguyen Tien Thach chased after them and informed Phuoc Tan communal police and Bien Hoa municipal police, seeking for assistance. Finally, three of them were arrested.

The suspects were Nguyen Thanh Binh in Bien Hoa city, Nguyen Ngoc Sang in Xuan Loc, and Nguyen Tien Luc in Binh Duong. A suspect named Dat escaped. One electric rod and two motorbikes were kept.

Through the investigation, all three suspects admitted that they have caused approximately 30 recent robberies in Bien Hoa. They mainly used electric rods to tap on someone or knives to threat to rob women riding on expensive motorbikes in deserted roads at night.

After this success, Dong Nai People’s Committee and Dong Nai Police leadership commended Phuoc Tan police forces and six individuals: Nguyen Van Trong, Nguyen Dinh Duong, Nguyen Hoang Ninh Le Van Canh, Nguyen Tuan Anh and Nguyen Tien Thach.

Tuan Anh and Thach were very strong when they chased after robbers but were so quiet during the interview concerning their experience in fighting against crime and calling for people to participate in “People protect national security” movement.

Mr. Tran Van Thanh, an old man in the commune said that communal police forces and civil defense arrested a gang of robbers that use electric rods to bring peace back to local residents.

Many locals praised communal police forces and civil defense for their achievements and said that they are something beautiful added to people’s police in the battle against criminals to bring people a peaceful life.
