On November 22 late afternoon, the Social and Cultural Board of Dong Nai People’s Council had a working session with 5 departments and organizations (including Department of Science and Technology; Department of Education and Training, Department of Interior; Department of Labor, War Invalid and Social Affairs; and Dong Nai Women’s Union) about the implementation of Resolution No. 51 of the provincial People’s Council on human resources development serving for 2006-2010 socio-economic growth and the vision until 2010.

 

The working session’s view

 

During the past 5 years, the implementation of human resources development had met the Resolution’s targets, focusing on vocational training, graduate and post-graduate training. In particular, the program to provide technical training for the province’s laborers targeted 91%-99.8%; of which teacher training reached 115%. As for the post-graduate training program which was conducted slowly, the master degree training reached the target, but the PhD degree training has not met the set plan yet due to the low level of foreign languages. The program to train female officials satisfied the set target; the program to train human resources (district-level and commune-level specialized officials) for the political system has not basically targeted yet. The program to train and foster talented or gifted people reached higher targets. The program to provide key officials with informatics and diplomatic knowledge exceeded the set target, and the foreign languages training gained a small percentage (10% of specialized translators, and 36% of communication English training).
