Relocating thousands of livestock facilities to planned areas.

In the relocation of livestock production facilities, the Department of Agriculture and Rural Development is assigned to assume the prime responsibility for, and coordinate with other departments, agencies, sectors and localities in monitoring, guiding and inspecting the relocation. The People's Committees of districts and cities shall develop plans, methods and organize the relocation of livestock production establishments out of areas not allowed for livestock production in their management areas according to the set schedule.

​According to Decision No. 296/QD-UBND of the Provincial People's Committee, the whole province has 3,006 livestock establishments that have to be relocated out of areas where livestock are not allowed. In which, 2,145 establishments relocate, 861 establishments stop raising livestock. The schedule is done at the latest before the date of January 1, 2025.

The above decision makes farmers who are subject to relocation worried, especially in the difficult situation of livestock production when during last months, livestock products have been sold below production costs due to high input costs while the consumer market plummeted

 Expecting extension for non-polluting facilities

 In the difficult situation of the livestock due to high input costs, outputs have been faced to difficulties for a long time, livestock products have been sold below production costs. Thousands farms have to removal areas where livestock is not allowed making farmers worry and look forward to timely supporting.

 Mr. Le Van Quyet, Director of Long Thanh Phat Hi-Tech Agriculture Cooperative (Long Thanh district) has farms that are subject to relocation according to the decision of Dong Nai People's Committee. Mr. Quyet proposed that: "The province should organize a thorough review, the cases of livestock causing pollution the environment must be stopped or displaced, that is completely suitable because we can not trade the environment for economy. In any cases that can be overcome, the implementation schedule should be extended, whatever cases may exist, we should have solutions."

 According to Mr. Quyet, in less than two years, the entire province forced to relocate and stop more than 3 thousand livestock establishments which will lead to significant impacts. The first is that farmers are not easy to manage to change their occupations. Second, the relocation will interrupt the production chain as reinvestment at new places will take time, facing difficulties. On this occasion, all small farms should cooperate, link together to expand the scale of farming, bringing science and technology to increase productivity, reducing prices to increase competitive advantage.

Sharing the same opinions, Mr. Nguyen Tri Cong, Chairman of the Provincial Livestock Association shared that in the list of relocation of livestock establishments of different sizes, they are all ready to implement the policy of the province. However, the Association hopes the functional sector needs to develop a more appropriate method. Here, it is right to the farms located in residential areas stop raising livestock because of the impact on the environment. For the establishments located outside residential areas which can overcome the problem of environmental pollution can be considered to extend the time. In addition, the implementation of appropriate and timely support policies is also very important.

At the meeting with the Dong Nai Livestock Association in last March, Mr. Phung Duc Tien, Deputy Minister of Agriculture and Rural Development said that the relocation or suspension of more than 3,000 livestock production facilities in the province Dong Nai needs to be considered more specifically in many aspects such as: land, relocation progress, etc. Because the relocation and stop of more than 3,000 livestock production facilities at a time is not easy. All need to be implemented in accordance with the Law on Livestock and there will be guidances from the decree in the coming time.

Ensuring the planned breeding

 According to Resolution No. 03/2021/NQ-HDND issued on July 30, 2021 on regulations on areas not allowed to raise livestock in the province including: inner city areas of cities, towns, and residential areas. Specifically, all wards and communes in Bien Hoa City; all wards of Long Khanh City (except for the wards of Bau Sen, Xuan Lap, Suoi Tre, Xuan Tan, Bao Vinh); all wards of the town; all townships in the districts (except for Quarter 4, Quarter 6 and Quarter 7 in Vinh An of Vinh Cuu district); existing residential areas, planned residential areas, identified and oriented urban development areas in planning documents approved by competent authorities.

 Organizations and individuals having livestock establishments (except for Apodidae raising establishments) built and operated before the effective date of this Resolution, located in areas not allowed for livestock production must stop their livestock activities  or relocate to suitable locations before January 1, 2025, establishments that do not stop livestock operations or do not relocate will be handled in accordance with current law.

 The above decision also promulgates support policies when moving livestock production facilities out of areas not allowed for livestock production including: support for relocation costs; investment loan interest rate for new livestock projects. Specifically, for livestock farming households and small-scale farms supported with the cost of moving livestock establishments: 4 million VND per facility. For medium-sized and large-scale farms, the cost of relocation of livestock production facilities is supported: 6 million VND per facility. Regarding investment loan interest rate supported for new livestock projects, 100% loan interest rate will be supported under the loan contract in the first two years, 50% of the loan interest rate in the third year. The interest rate supported for three years must not exceed 300 million VND for large-scale farms, 150 million VND for medium-sized farms, and 60 million VND for small-scale farms. The interest rate is supported according to the credit contract but not exceeding the basic interest rate announced by the State Bank from time to time. The interest rate support period is calculated from the date of disbursement according to the credit contract with the bank.

 From a local perspective, Mr. Ngo Thanh Tung, Head of Division of Agriculture and Rural Development of Thong Nhat district said that about 10% of the total livestock production facilities had to be relocated or stopped operating. In the past time, livestock production had faced many difficulties, so some livestock production facilities, especially those located in densely populated areas stopped working. The locality has received the province's decision to relocate and stop raising livestock activities. The locality is reviewing for implementation. In particular, the current main task is to focus the entire political system on the campaign to make livestock establishments comply with the decision of the province.
